2. PLEDGE OF ALLEGIANCE - The Pledge of Allegiance will be led by the Fire and Rescue Services Department Honor Guard.

(a) Introduction of the new Assistant Chief for the Missouri City Fire and Rescue Services Department.
(b) Presentation by Missouri City Green of this quarter's Golden Tree Award to CenterPoint Energy.
(c) Present Clean Restaurant Awards to local establishments.

PUBLIC COMMENTS An opportunity for the public to address Council on agenda items or concerns not on the agenda-- those wishing to speak must complete the orange comment card, present the comment card to the City Secretary prior to the beginning of the meeting, and observe a three-minute time limit.
5. STAFF REPORTS - There are no staff reports on this agenda.
6. CONSENT AGENDA All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the regular City Council meeting of July 7, 2014.
(b) Consider authorizing the mayor to accept an easement from the Fort Bend County Toll Road Authority for water transmission pipelines for the Regional Water Treatment Plant.
(c) Consider authorizing the execution of the Development Agreement for Vicksburg Boulevard Road Improvements.
(d) Consider approving amendments to Section 7.2, Requests for Proposals, of the Policies and Procedures for the Community Development Block Grant Program.(e) Consider approving amendments to Section 7.6, Educational Cost Reimbursements, of the Policies and Procedures for the Community Development Block Grant Program.
(f) Consider approving amendments to Section 7.14, Labor Standards, of the Policies and Procedures for the Community Development Block Grant Program.

(1) Public hearing to receive comments for or against a proposed ordinance creating Reinvestment Zone No. 14 for tax abatement purposes; encompassing an approximate 6.2087-acre tract of land located southwest of the intersection of Buffalo Run and Fondren Road in the City of Missouri City, Texas; making related findings; and consider the ordinance on the first of two readings.

(a) Consider appointing members to various boards, commissions and committees.
9. AUTHORIZATIONS - There are no authorizations on this agenda.

11. RESOLUTIONS
(a) Consider a resolution adopting a small business policy.
(b) Consider a resolution authorizing the mayor to execute and the city secretary to attest the first amendment to the tax abatement agreement by and between the City of Missouri City, Texas, and CLB, Inc. pertaining to certain new improvements to be located at Reserve 26 of Lakeview Business Park within Reinvestment Zone No. 8 in the city.
12.
