(a) Consider approving the minutes of the special City Council meeting of July 23, 2014, and the special and regular City Council meetings of August 4, 2014.
(b) Consider the second and final reading of an ordinance amending Section 4, Definitions, and Section 13, Sign Regulations, of Appendix A, Zoning Ordinance, of the Missouri City Code; providing rules and regulations relating to signs; and providing a penalty.
(c) Consider rescinding the authorization of the sale of a 2009 Dura Maxx pothole patcher unit to Custer County, Oklahoma and authorizing the sale of such unit to Wharton County, Texas.
(d) Consider amending the Community Development Block Grant Project Year 2013 Annual Action Plan to authorize sidewalk construction along Bolton Drive.
(e) Consider approving amendments to Section 7.1 and Appendix K of the Policies and Procedures for the Community Development Block Grant Program relating to the Citizens Participation Plan.

(1) Consider an ordinance for a specific use permit for a place of assembly to allow the continued location of a religious place of assembly and to allow for the location of an educational place of assembly within a 4.75-acre tract of land located within an LC-3 retail district; amend the Comprehensive Plan, as applicable; providing penalty; and consider the ordinance on the second and final reading. The subject site is located at 1424 F.M. Road 1092 (Murphy Road).
