6. CONSENT AGENDA
(a) Consider approving the minutes of the special and regular City Council meetings of November 3, 2014.
(b) Consider an ordinance on the second and final reading for a specific use permit to locate a 150 foot tall monopole tower within a tract of land located within an LC-2 local retail district, in part, and R-5 townhouse residential district, in part; amending the Comprehensive Plan, as applicable; and providing a penalty. The subject site is located north of an existing CenterPoint substation and the Garden Park Village residential subdivision, south and west of the Crestmont Place residential subdivision, and east of F.M. 2234 (Texas Parkway).
(c) Consider authorizing the acceptance of an easement from Sienna Plantation Municipal Utility District No. 1 for water transmission pipelines for the regional water treatment plant.
(d) Consider authorizing the acceptance of an easement from Toll-GTIS Property Owner LLC for water transmission pipelines for the regional water treatment plant.
(e) Consider accepting the quarterly investment report ending on September 30, 2014.
7. PUBLIC HEARINGS AND RELATED ACTIONS
(a) Zoning Public Hearings and Ordinances
(1) Consider an ordinance on the second and final reading to rezone an approximate 329.44-acre tract of land from CF community facilities district, in part, R-2 single family residential district, in part, and LC-2 local retail district, in part, to PD Planned Development District to allow for the development of a mixed use development consisting of R-2 residential district uses and LC-2 local retail district uses; amending the Comprehensive Plan, as applicable; and providing a penalty. The subject site is located south of Thunderbird North residential subdivision, north of State Highway 6, west of the Fort Bend Parkway, and east of Community Park.
(2) Consider an ordinance on the second and final reading to rezone an approximate 107.36-acre tract of land from CF community facilities district, in part, R-2 single family residential district, in part, and LC-3 retail district, in part, to PD Planned Development District to allow for the development of a mixed use development consisting of R-5 townhouse residential district uses, LC-3 retail district uses, and MF-2 multifamily residential district uses; amending the Comprehensive Plan, as applicable; and providing a penalty. The subject site is located south of Thunderbird North residential subdivision, north of State Highway 6, west of the Fort Bend Parkway, and east of Vicksburg Boulevard.
(3) Consider an ordinance on the second and final reading amending Section 7A, Architectural Design Standards, and Section 11, Landscaping, of Appendix A, Zoning Ordinance, of the Missouri City Code; providing rules and regulations related to landscaping; and providing a penalty.
(b) Public Hearings and related actions
(1) Public hearing to receive comments for or against the update of the land use assumptions and the capital improvements plan for water impact fees and the adoption of land use assumptions and a capital improvements plan for wastewater impact fees for the Mustang Bayou service area in accordance with Chapter 395, Texas Local Government Code; and consider a resolution amending the land use assumptions and capital improvements plan for water impact fees, adopting the land use assumptions and capital improvements plan for wastewater impact fees, and establishing a public hearing date of January 5, 2015, to consider the imposition of water and wastewater impact fees.
(2) Public hearing to receive comments for or against an ordinance continuing the rules and regulations pertaining to the establishment of a curfew for minors; making certain findings; providing a penalty; and consider the ordinance on the first of two readings.

(b) Consider a resolution expressing the intent of the City of Missouri City to take certain actions related to the establishment of a mechanism to provide for certain utilities in the Mustang Bayou Utility Service Area.
(c) Consider a resolution determining that the Snowfest Parade serves a public purpose and authorizing the execution of an agreement with the Texas Department of Transportation for the temporary closure of state right of way for such event.
(d) Consider a resolution determining that certain city-sponsored events, including the Snowfest Parade, the Juneteenth Celebration, City fun runs, and City bike rides, serve a public purpose and authorizing the execution of an agreement with the Texas Department of Transportation for the temporary closure of state right of way for such events.
