(a) Consider approving the minutes of the special and regular City Council meetings of June 15, 2015, and the special City Council meeting of June 22, 2015.
(b) Consider an ordinance continuing Article VII of Chapter 74 of the Missouri City Code; continuing the rules and regulations pertaining to the standards of care for certain elementary-age recreation programs operated by the City of Missouri City; and consider the ordinance on second and final reading.
(c) Consider amending Section 7.1 "Citizens Participation Plan" of the CDBG Policies and Procedures and Appendix K "Citizens Participation Plan" to define substantial amendment to the Annual Action Plan.
7. PUBLIC HEARINGS AND RELATED ACTIONS
(a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against a request to rezone an approximate 2.51-acre tract of land from R-5 townhouse residential district to LC-1 local retail restricted district; amending the comprehensive plan, as applicable; and consider the ordinance on the first of two readings. The subject site is located on Scanlin Road, northwest of the City Hall complex of the City of Missouri City and northeast of the Parkway Trails residential subdivision.
(2) Public hearing to receive comments for or against a request for a specific use permit to locate an 81-foot tall monopole tower within a tract of land subject to Specific Use Permit No. 148, providing for a place of assembly, and located within an LC-2 local retail district; amending the Comprehensive Plan, as applicable; and consider the ordinance on the first of two readings. The subject site is located north of the Maranatha Full Gospel Church, south of the Quail Valley shopping center, east of the Cornerstone Baptist Church and west of the Missouri City Recreation and Tennis Center.
(3) Public hearing to receive comments for or against a request to repeal Ordinance No. O-06-39 pertaining to PD Planned Development District No. 56; changing the zoning classification of an approximate 41.93-acre tract of land from PD Planned Development District No. 56 to R-2 single family residential district, in part, and LC-2 local retail district, in part; granting a specific use authorizing the use of such 41.93-acre tract of land as a specific use: places of assembly to locate a community college campus; amending the Comprehensive Plan, as applicable; and consider the ordinance on the first of two readings. The subject site is located north and south of Thomas Taylor Parkway, south of the City Hall complex of the City of Missouri City, north and east of the Quail Green West residential subdivision; and west of Unity National Bank.
(4) Public hearing to receive comments for or against a request to amend the regulations and restrictions pertaining to PD Planned Development District No. 96; adding 8.48 acres of land to allow for LC-3 retail district and miniwarehouse uses; amending the Comprehensive Plan, as applicable; and consider the ordinance on the first of two readings. PD Planned Development District No. 96 is located north of Lake Olympia Parkway, south of PD Planned Development District No. 95, east of Vicksburg Boulevard, and west of the Fort Bend Parkway. The additional acreage proposed to be added to PD Planned Development District No. 96 is located north and west of Olympia Estates Sections 7 and 8 residential subdivisions at the southeast intersection of Lake Olympia Parkway and Vicksburg Boulevard.

(a) Consider appointing members to various boards, commissions, and committees.
9. AUTHORIZATIONS
(a) Consider authorizing the execution of a contract for the purchase of Fire apparatus maintenance and repair services.
(b) Consider awarding a professional service agreement for the Comprehensive Plan update.
(c) Consider authorizing the execution of an interlocal agreement between the City of Houston and the City of Missouri City for the performance of governmental functions within the Park 8 Ninety development.
