(a) Consider approving the minutes of the special and regular City Council meetings of July 6, 2015, and the special City Council meeting of July 10, 2015.

(a) Zoning Public Hearings and Ordinances
(1) Consider an ordinance to rezone an approximate 2.51-acre tract of land from R-5 townhouse residential district to LC-1 local retail restricted district; amending the comprehensive plan, as applicable; and consider the ordinance on the second and final reading. The subject site is located on Scanlin Road, northwest of the City Hall complex of the City of Missouri City and northeast of the Parkway Trails residential subdivision.
(2) Consider an ordinance providing for a specific use permit to locate an 81-foot tall monopole tower within a tract of land subject to Specific Use Permit No. 148, providing for a place of assembly, and located within an LC-2 local retail district; amending the Comprehensive Plan, as applicable; and consider the ordinance on the second and final reading. The subject site is located north of the Maranatha Full Gospel Church, south of the Quail Valley shopping center, east of the Cornerstone Baptist Church and west of the Missouri City Recreation and Tennis Center.
(3) Consider an ordinance repealing Ordinance No. O-06-39 pertaining to PD Planned Development District No. 56; changing the zoning classification of an approximate 41.93-acre tract of land from PD Planned Development District No. 56 to R-2 single family residential district, in part, and LC-2 local retail district, in part; granting a specific use authorizing the use of such 41.93-acre tract of land as a specific use: places of assembly to locate a community college campus; amending the Comprehensive Plan, as applicable; and consider the ordinance on the second and final reading. The subject site is located north and south of Thomas Taylor Parkway, south of the City Hall complex of the City of Missouri City, north and east of the Quail Green West residential subdivision; and west of Unity National Bank.
(b) Public Hearings and related actions
(1) Public hearing to receive comments for or against the adoption of the City of Missouri City Parks Master Plan and consider the ordinance on the first of two readings.

9. AUTHORIZATIONS
(a) Consider authorizing the parkland dedication proposal for the Durham Tract residential subdivision.
(b) Consider authorizing the execution of an agreement between the City of Missouri City, Texas, and Cernus Development, LLC for the funding of utility construction and development options in the Mustang Bayou service area.
(c) Consider authorizing the execution of an agreement between the City of Missouri City, Texas, and FLC Parkway, L.P. for the funding of utility construction and development options in the Mustang Bayou service area.
(d) Consider authorizing the negotiation and execution of an agreement for residential, commercial and municipal solid waste and recyclable materials collection services.
(e) Consider declaring an exemption from competitive bidding laws and authorize the execution of an agreement to purchase equipment for the Regional Water Treatment Plant.
