7. PUBLIC HEARINGS AND RELATED ACTIONS

(a) Zoning Public Hearings and Ordinances

(1) Consider reconsidering a request for a specific use permit to locate the telecommunications tower described in Item 7(a)(2) below.

(2) Consider an ordinance providing for a specific use permit to locate an 81-foot tall monopole tower within a tract of land subject to Specific Use Permit No. 148, providing for a place of assembly, and located within an LC-2 local retail district; amending the Comprehensive Plan, as applicable; and consider the ordinance on the second and final reading. The subject site is located north of the Maranatha Full Gospel Church, south of the Quail Valley shopping center, east of the Cornerstone Baptist Church and west of the Missouri City Recreation and Tennis Center.

(3) Public hearing to receive comments for or against a request to rezone an approximate 0.45 acre tract of land from SD suburban district to LC-3 retail district; amending the Comprehensive Plan, as applicable; and consider the ordinance on the first of two readings. The subject site is located along Sienna Ranch Road; southeast of Sonic Drive-in restaurant and northeast of Children’s Lighthouse day care facility.

(4) Public hearing to receive comments for or against a request for a specific use permit to allow for the development of a place of assembly—religious facility; amending the Comprehensive Plan, as applicable; and consider the ordinance on the first of two readings. The subject site is located north of Knights Court; south of Colony Lakes residential subdivision; east of Elkins High School campus; and west of The Center at Knights Court shopping center.

(a) Consider appointing members to the Animal Control Advisory committee.

(a) Consider authorizing the parkland dedication proposal for the Villasenor residential subdivision.

(b) Consider authorizing the City to accept competitive offers from retail energy providers (REP’s) and the City Manager to execute a contract for the purchase of electricity.

(a) Consider an ordinance amending Chapter 86, Utilities, of the Missouri City Code; amending regulations regarding reclamation districts, water control and improvement districts, and municipal utility districts; and consider the ordinance on the first of two readings.

(a) Consider a resolution adopting rules governing the investment of funds of the City of Missouri City and designating the Director of Finance to be responsible for the investment of the City of Missouri City funds.

(b) Consider a resolution casting votes for the election of members of the board of directors of the Fort Bend Central Appraisal District for the two-year term commencing on January 1, 2016; and other provisions related thereto.

(c) Consider a resolution casting a vote for the election of a member of the board of directors of the Harris County Appraisal District for the two-year term commencing on January 1, 2016; and other provisions related thereto.

(d) Consider a resolution authorizing the publication of the notice of intention to issue City of Missouri City, Texas, certificates of obligation in a principal amount not to exceed $2,500,000 for the construction of public works and any items related thereto and for the payment of contractual obligations for professional services; authorizing the distribution of a preliminary official statement relating to such certificates; and containing other provisions relating thereto.

(e) Consider a resolution approving the issuance of refunding bonds by the Missouri City Development Authority on behalf of Reinvestment Zone Number One, City of Missouri City, Texas; and making certain findings relating thereto.
