(c) Consider authorizing the Mayor to sign a letter of approval for Texas Community EMS LLC, to operate a non-emergency ambulance service.
7. PUBLIC HEARINGS AND RELATED ACTIONS
(a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against a request to rezone an approximate 1.48-acre tract of land from LC-2 local retail district to PD Planned Development District; providing a penalty; and consider the ordinance on the first of two readings. The subject site is located north of a Unity Bank, south of the Little School of Elohim, east of the proposed Houston Community College – Texas Parkway campus, and west of the Hunters Glen Section 1 residential subdivision.
(2) Public hearing to receive comments for or against a request to amend the regulations and restrictions of PD Planned Development District No. 88 to allow for single-family residential development providing a penalty; and consider the ordinance on the first of two readings. The subject site is located north and east of the Olympia Estates residential subdivision; east of the Vicksburg residential subdivision; east and west of the Fort Bend Parkway; and north of Trammel Fresno Road.
(3) Public hearing to receive comments for or against a request to amend the regulations and restrictions of PD Planned Development District No.11 to allow for LC-2 local retail district uses within a 0.85-acre tract of land providing a penalty; and consider the ordinance on the first of two readings. The subject site is located at 6855 Highway 6, southeast of a State Farm Insurance Agency, northwest of the Fort Bend Independent School District bus barn, southwest of a Public Storage facility, and northeast of Excel Urgent Care.
(b) Public Hearings and related actions
(1) Public hearing to receive comments for or against the proposed Program Year 2016 Annual Action Plan for the use of federal funds under the Community Development Block Grant Program.
(2) Public hearing to receive comments for or against the execution of a strategic partnership agreement between the City of Missouri City, Texas, and the Sienna Plantation Municipal Management District to provide for a mixed-use development on a 33.23-acre tract of land located north of Watts Plantation Road, south of Fort Bend Parkway, west of Oyster Creek, and east of Sienna Parkway.

9. AUTHORIZATIONS
(a) Consider authorizing an interlocal agreement with the City of Richmond, Texas, to provide for access and use of the City of Richmond firing range.
(b) Consider authorizing an agreement with Fort Bend County Municipal Utility District No. 47 to designate additional points of delivery (Lake Shore Harbour Lift Stations No. 1 and No. 3) for wastewater treatment services.

(a) Consider an ordinance disannexing a 33.07-acre tract of land located north of Sienna Springs Boulevard, south of Oyster Creek Farms residential subdivision, west of the Houston Community College Sienna Plantation campus, and east of Section 3 of the Sienna Village of Anderson Springs residential subdivision; and consider the ordinance on the first of two readings.
(b) Consider an ordinance disannexing a 48.97-acre tract located north of Watts Plantation Road, south of Fort Bend Parkway, west of Oyster Creek, and east of the city limit line of the City of Missouri City along Sienna Parkway; and consider the ordinance on the first of two readings.
11. RESOLUTIONS
(a) Consider a resolution adopting hotel occupancy tax use guidelines and making certain findings relating thereto.
(b) Consider a resolution authorizing the publication of the notice of intention to issue certificates of obligation in a principal amount not to exceed $4,100,000 for the construction of public works and for the payment of contractual obligations for professional services in connection with the construction of such public works.
