7. ZONING MAP AMENDMENTS.
A. PUBLIC HEARING AND CONSIDERATION FOR A SPECIFIC USE PERMIT
(1) Public hearing to receive comments for or against a request to rezone a 1.905 acre tract of land for a Specific Use Permit, Place of Assembly and, to the extent such rezoning deviates from the Future Land Use and Character map of the Comprehensive Plan, to provide for an amendment therefrom. The site is currently zoned LC-2, local retail district. The subject site is the Metropolitan Seventh Day Adventist Church located northeast of the intersection of Township Lane and Williamsburg Lane, southeast of the intersection of Williamsburg Lane and Raoul Wallenberg Lane, east of the Walmart, and south of Lone Star Pet Lodge.
(2) Consideration of the approval of a Final report to City Council on item 7A.a above.
B. PUBLIC HEARING AND CONSIDERATION FOR A SPECIFIC USE PERMIT
(1) Public hearing to receive comments for or against a request to amend the site development plan, standards and regulations permitted by Ordinance O-11-45 pertaining to Specific Use Permit No. 73, and to the extent such rezoning deviates from the Future Land Use and Character map of the Comprehensive Plan, to provide for an amendment therefrom. The proposed amendments include a request to temporarily locate modular classroom buildings and to allow for areas of the subject site as playfields. The subject site is the Freedom Center Church, also known as Quail Valley Church, located at 2303 FM 1092, northwest of the intersection of Murphy Road (FM 1092) and Cartwright Road, south of Heritage Baptist Church, and northwest of Quail Village Townhouses.
(2) Consideration of the approval of a Final report to City Council on item 7B.a. above.
C. PUBLIC HEARING AND CONSIDERATION FOR A PLANNED DEVELOPMENT AMENDMENT
(1) Public hearing to receive comments for or against a request to amend the regulations of Planned Development District #35 (O-10-14) to allow for the development of a telecommunications tower and associated equipment and, to the extent such rezoning deviates from the Future Land Use and Character map of the Comprehensive Plan, to provide for an amendment therefrom. The subject site is located along the west side of Sienna Parkway, and is west of the Waterbrook and Silver Ridge residential subdivisions, south of the Waterbrook West residential subdivision, and north of the Woods residential subdivision.
(2) Consideration of the approval of a Final report to City Council on item 7C.a above.

9. OTHER MATTERS WITHIN THE JURISDICTION OF THE COMMISSION OR THE CAPITAL IMPROVEMENTS ADVISORY COMMITTEE. .
A. DEVELOPMENT AGREEMENT Consider a recommendation to City Council concerning the proposed 8th Amendment to the Sienna Plantation Joint Development Agreement. The proposed amendment is for the purpose of providing specific terms for development of approximately 3,716 acres owned by UST-Pro, commonly referred to as Sienna South or the Hillwood development. The affected area is bounded by the Brazos River on the west, FM 521 on the east, and the existing Sienna Plantation development on the north.
B. CAPITAL IMPROVEMENT PROGRAM Staff presentation regarding the five-year Capital Improvement budget for FY 2014
