3. READING OF MINUTES Consider approval of the minutes of the September 11, 2013, Planning & Zoning Commission meeting.
5. PUBLIC COMMENT This is an opportunity for the public to address the Planning and Zoning Commission on items/concerns not on the agenda. 7. ZONING MAP AMENDMENTS
A. PUBLIC HEARING AND CONSIDERATION FOR A ZONING MAP AMENDMENT
(1) Public hearing to receive comments for or against a City initiated request to rezone an approximate .556 acre tract of land from LC-3, retail district to R-1, single-family residential district, and to the extent such rezoning deviates from the Future Land Use and Character map of the Comprehensive Plan, to provide for an amendment therefrom. The subject site is located northeast of Missouri City Middle School and E. A. Jones Elementary School, southeast of 3rd Street, southwest of Louisiana Street, west of 5th Street and Fifth Avenue Estates Residential Subdivision.
(2) Consideration of the approval of a Final report to City Council on item 7A(1) above.
B. PUBLIC HEARING AND CONSIDERATION FOR A ZONING MAP AMENDMENT
(1) Public hearing to receive comments for or against a request by Harrison French & Associates to rezone an approximate 2.38 acre tract of land from PD, Planned Development District #56 to LC-3, retail district and to the extent such rezoning deviates from the Future Land Use and Character map of the Comprehensive Plan, to provide for an amendment therefrom. The subject site is located west of Unity National Bank and on the northwest corner of the future intersection of Texas Parkway (FM 2234) and the proposed Lexington Boulevard extension.
(2) Consideration of the approval of a Final report to City Council on item 7B(1) above.

A. PUBLIC HEARING AND CONSIDERATION FOR AN AMENDMENT REGARDING SENSITIVE LAND USES
(1) Public hearing to receive comments for or against the City's land use regulations regarding pawn shops.
B. PUBLIC HEARING AND CONSIDERATION FOR AN AMENDMENT REGARDING SENSITIVE LAND USES
(1) Public hearing to receive comments for or against the City's land use regulations regarding payday lenders.
9. OTHER MATTERS WITHIN THE JURISDICTION OF THE COMMISSION OR THE CAPITAL IMPROVEMENTS ADVISORY COMMITTEE.
A. DEVELOPMENT AGREEMENT Consider a recommendation to City Council concerning the proposed 9th Amendment to the Sienna Plantation Joint Development. The proposed amendment is for the purpose of providing specific terms for development of approximately 294.242 acres on Sienna Parkway at the future Fort Bend Parkway to change the northern part of Tract D from commercial and multi-family to mixed use and residential.
