5. PUBLIC COMMENT This is an opportunity for the public to address the Planning and Zoning Commission on items/concerns not on the agenda. Public comments shall be limited to three (3) minutes per individual and to five (5) minutes per subject. Public comments may address items that are not on the agenda.

7. ZONING MAP AMENDMENTS
A. PUBLIC HEARING AND CONSIDERATION FOR A ZONING MAP AMENDMENT
(1) Public hearing to receive comments for or against a request by Bill Odle of TBG Partners to rezone an approximate 22.977 tract of land from LC-3, retail district and LC-2, local retail district to R-2, single-family residential district, and to the extent such rezoning deviates from the Future Land Use and Character map of the Comprehensive Plan, to provide for an amendment therefrom. The subject site is located north and east of Colony Lakes residential subdivision, west of Olympia Center retail shopping center, northwest of Oilfield Road, and southwest of State Highway 6.
(2) Consideration of the approval of a Final report to City Council on item 7A(1) above.
B. PUBLIC HEARING AND CONSIDERATION FOR A SPECIAL USE PERMIT
(1) Public hearing to receive comments for or against a request by Reverend Father Joshua George (Binoy George) for a Specific Use Permit for an approximate 3.06 acre tract of land to allow for the development of a church and community center and to the extent such rezoning deviates from the Future Land Use and Character map of the Comprehensive Plan, to provide for an amendment therefrom. The subject site is located north of Watts Plantation Road, north of the Estates of Silver Ridge residential subdivision and west of Knights Road.
(2) Consideration of the approval of a Final report to City Council on item 7B(1) above.
C. PUBLIC HEARING AND CONSIDERATION FOR A PLANNED DEVELOPMENT AMENDMENT
(1) Public hearing to receive comments for against a request by LS&A Group, Inc. to amend the regulations and restrictions pertaining to PD, Planned Development District #55 and to the extent such rezoning deviates from the Future Land Use and Character map of the Comprehensive Plan, to provide for an amendment therefrom. The subject site is located north of Tamlyn, south of Stafford Road and east of Pike Road at the limits of the City of Missouri City, Texas.
(2) Consideration of the approval of a Final report to City Council on item 7C(1) above.
8. ZONING TEXT AMENDMENTS
A. PUBLIC HEARING AND CONSIDERATION FOR AN AMENDMENT REGARDING SENSITIVE LAND USES
(1) Public hearing to receive comments for or against the City's land use regulations regarding pawn shops.
(2) Consideration of the approval of a Final report to City Council on item 8A(1) above.
B. PUBLIC HEARING AND CONSIDERATION FOR AN AMENDMENT REGARDING SENSITIVE LAND USES
(1) Public hearing to receive comments for or against the City's land use regulations regarding payday lenders.
(2) Consideration of the approval of a Final report to City Council on item 8B(1) above.
C. SIGN REGULATIONS (POLITICAL SIGNS)
(1) Discuss objectives for possible amendments to the City's sign regulations regarding political signs.
9. OTHER MATTERS WITHIN THE JURISDICTION OF THE COMMISSION OR THE CAPITAL IMPROVEMENTS ADVISORY COMMITTEE.
A. IMPACT FEES
(1) Consideration of an updated report on the land use assumptions and capital improvements plan for the Northeast Oyster Creek Subwatershed, Lake Olympia Parkway Extension and Mustang Bayou Service Area.
(2) Consideration of the approval of a Semi-Annual Report to City Council
10. CLOSED EXECUTIVE SESSION The Planning and Zoning Commission may go into Executive Session regarding any item posted on the Agenda as authorized by Chapter 551 of the Texas Government Code. Notice is hereby given that the Planning and Zoning Commission may go into Executive Session in accordance with the following provision of the Government Code: Texas Government Code, Section 551.071 - Consultation with attorney to seek or receive legal advice regarding pending or contemplated litigation, a settlement offer, or on a matter which the duty of the attorney to the City under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Texas Open Meetings Act: political signs.
11. RECONVENE into Regular Session and Consider Action, if any, on items discussed in Executive Session.
