DISCUSSION TO A SUBMIT CONSIDER AND DISCUSS CITY MANAGER CANDIDATES FOR ADDITIONAL SCREENING.

WE ARE ADDRESSING THIS BECAUSE AT THE LAST MEETING, THERE WAS A MOTION FOR US TO MOVE FORWARD ON THE TOP FIVE CANDIDATES AND TO PROVIDE THEM TO STAFF, TO CONTACT, TO SCHEDULE, UH, SCREENINGS WITH THEM AND, UM, EG ADVISE THAT WE WOULD NEED TO DO THAT, MAKE THAT MOTION IN A, UH, ANOTHER MEETING, UM, SO THAT WE COULD PROVIDE THAT INFORMATION TO HR.

SO THIS IS WHY THIS AGENDA ITEM IS ON THIS MEETING SO THAT WE CAN PROVIDE THE STAFF WITH, UH, MARTIN RUSSELL WITH THOSE TOP FIVE CANDIDATES SO THAT HE CAN CONTACT THEM FOR SCREENING.

I WAS GETTING READY TO SAY THAT CAUSE THIS COUNCIL MEMBER EDWARDS OUT AND I COULD MAKE A MOTION FOR COUNCIL TO SUBMIT AND DISCUSS OUR CITY MANAGER CANDIDATES THAT WE WILL LIKE TO MOVE FORWARD WITH ADDITIONAL TRAINING.

SO, UH, ALL THAT HAS BEEN SET, UH, WITH THAT BEING SAID, PLEASE SUBMIT THE, UM, IF YOU LOOK ON YOUR CANDIDATE SPREADSHEET UNDERNEATH APPLICANT, YOU WILL SEE A LETTER THAT'S A, B, C WHATEVER THE APPLICANT NAME OR THAT COORDINATES WITH THAT APPLICANTS SUBMIT THE LETTER ONLY TO MARTIN, ONLY THE LETTER, THE LETTER COORDINATES WITH A CANDIDATE.

SO ONLY SUBMIT THE LETTER TO MARTY.

SO FOR THE COMMUNITY DEVELOPMENT ADVISORY COMMITTEE, WE HAVE TWO MEMBERS WHOSE TERMS AND BOTH HAVE AGREED TO CONTINUE SERVING NEXT SLIDE.

THIS YEAR, WE DID RECEIVE QUITE A BIT FOR APPLICATIONS AND PEOPLE THAT ARE INTERESTED IN SERVING THE COMMUNITY DEVELOPMENT ADVISORY COMMITTEE DEVELOPMENT ADVISORY COMMITTEE, COMMUNITY DEVELOPMENT ADVISORY COMMITTEE, AND THEIR NAMES ARE JANE DAVIDSON, ALICE THOMPSON, AMY KWAN, AND RAYMOND RICHARDSON.

IF THEY MISS OVER FIVE, UH, THREE TO FIVE ABSENCES A YEAR, WHY DO WE JUST KEEP NOMINATING THEM FOR BOARD? ARE YOU ASKING ME OR MARIA, OR JUST, I'M JUST A LITTLE CONCERNED.

WE JUST KEEP NOMINATING THEM OVER AND THEY KEEP WANTING TO SERVE EACH TIME, BUT THEY ABSOLUTELY ATROCIOUS.

AND I'M JUST FINDING IT DIFFICULT TO VOTE FOR SOMEONE WHO DOESN'T SHOW UP FOR MEETINGS.

AND SO IN REFERENCE FOR ME, UM, I AGREE WITH YOU, UH, BUT JUST IN THE PAST, UM, PRIOR TO ME BEING IN THIS POSITION, UM, THAT WAS JUST THE MODE OF OPERATION THAT IF PEOPLE AGREE TO SERVE, THEY WERE BASICALLY JUST PUT BACK ON WITH A COURSE OF COUNCIL VOTE.

UH, BUT I AGREE WITH YOU, UH, IF SOMEONE HAS EXCESSIVE ABSENCES, IT'S, YOU KNOW, KIND OF SUGGESTING THAT MAYBE THEY'RE JUST NOT THAT INTERESTED IN BEING ON THE BOARD.

SO MY QUESTION TO YOU IS, IS THERE ANY PARTICULAR INDIVIDUALS THAT ARE CURRENTLY SERVING BEFORE WE CAST THE BOAT? THAT SHOULD BE RIGHT? YEAH, I DO MEAN, I JUST TOOK NOTE SEVEN.

ATKINS CIRCLE PARTS BOARD HAS HAD FOUR ABSENCES AS FOUR OUT OF THE YEAR.

UH, I WAS LOOKING AT ABSENCES, BUT I'M NOT SURE IF HE'S, UH, UM, ANOTHER POINT THAT MAYBE, UH, MARIA OUR, UM, UH, CAN HELP US WITH.

I THOUGHT WE HAD HAD A POLICY THAT WE ESTABLISHED THAT IF THEY HAD MORE THAN THREE AVERAGES IN A ROW, THAT, UH, THEY WOULD BE BROUGHT TO THE, UH, TO THE COUNCIL FOR CONSIDERATION OF REMOVING THEM.

ISN'T THAT IN PLACE? THAT'S CORRECT COUNSEL, BECAUSE I READ IT TODAY.

AND, BUT THEN I UNDERSTAND WHEN I READ THE POLICY AS WELL.

SO YES, THAT, THAT IS, AND MAYBE, MAYBE JOYCE OR, UM, MARIA CAN ADD A LITTLE BIT MORE CLARITY, BUT WHEN I READ THE POLICY, THAT WAS MY UNDERSTANDING AS WELL.

SO THE PARKS BOARD AND THE PLANNING AND ZONING COMMISSION, THEY BOTH HAVE POLICIES IN PLACE THAT FOR THREE CONSECUTIVE, UH, REGULAR MEETING ABSENCES THAT ANY BOARD MEMBER HAS, REGARDLESS OF THEIR TERM IS UP, UH, UP OR NOT.

AND COUNCIL IS TO BE NOTIFIED.

AND I THINK WE DID HAVE A CASE TODAY FOR A PARKS BOARD MEMBER WHO, UM, THERE WAS A MEETING YESTERDAY AND THAT WOULD CLASSIFY THAT THIS PERSON, EVEN THOUGH HIS TERM IS NOT UP, HE DOES HAVE THREE CONSECUTIVE ABSENCES.

AND COUNCIL IS NOW AWARE OF THAT.

AND IT REALLY AT THE COUNCIL AS THE WEATHER, HOW YOU WANT TO MOVE FORWARD.

SO THE POLICY SAYS THAT COUNCIL IS TO BE, UH, THAT THOSE ABSENCES AND INDIVIDUALS ARE TO BE REPORTED TO COUNCIL, WHICH IS WHAT WE DID IN THAT ONE CASE, UH, FOR, FOR TODAY IN ANY OTHER CASE.

SO ANYTIME THAT THERE'S CONSECUTIVE ABSENCES COUNSELING, RIGHT.

AND I DON'T KNOW THE, I DON'T KNOW THIS COUNCIL MEMBER BONY, I DON'T KNOW THE REASON WHY THOSE INDIVIDUALS WERE ABSENT FROM, UH, UH, FROM, UH, THE PARTICULAR MEETINGS OR THE CONSISTENCY OR, OR, OR, YOU KNOW, HOW SPREAD OUT THEY ARE, THINGS DO HAPPEN.

AND PEOPLE DO HAVE OTHER THINGS THAT MAY ARISE JUST LIKE OUR COLLEAGUE IS NOT ON TODAY BECAUSE SOME PRE, UH, I GUESS, ARRANGED.

AND I HAD TO MODIFY MY SCHEDULE TO BE ON THIS PARTICULAR MEETING TODAY.

SO THINGS DO COME UP.

UH, PEOPLE DO HAVE OTHER FIVES AND THINGS THAT HAPPENED, BUT I DON'T KNOW IF IT'S BECAUSE OF A LACK OF, UH, INTEREST OR WILLINGNESS TO SERVE.

I JUST THINK THAT, UH, IF, UH, I THINK THAT THOSE, THOSE BOARDS HAVE PRETTY GOOD CHAIRS, UH, THE PARKS BOARD AND, UH, AND THE PLANNING AND ZONING.

AND I KNOW THAT THEY ARE VERY COMMUNICATIVE WITH THE STAFF AND WITH THE COUNCIL AS TO THEIR CONCERNS ABOUT MAYBE SOME COUNT FOR SOME OF THEIR, UH, FELLOW BOARD MEMBERS OR COMMITTEE MEMBERS.

BUT, UM, I DO BELIEVE THAT YOU HAVE, YOU RAISED A GREAT POINT THAT IF THERE ARE PEOPLE THAT ARE CONSISTENTLY MISSING, YOU KNOW, BUT I THINK THAT, UH, MARIA, THE QUESTION I HAVE IS IN RELATION TO WHAT, UH, COUNCIL MEMBER EMORY JUST STATED, IS THAT SOMETHING THAT THE PARKS BOARD AND THE PLANNING AND ZONING, THEY DECIDE THEIR OWN RULES, OR IS THAT SOMETHING THAT THE COUNCIL INSTITUTED FOR THOSE BOARDS, UH, THE PARKS BOARD AND THE PLANNING, ZONING COMMISSION, THEIR, UH, RULES AND PROCEDURES WERE APPOINTED OR APPROVED BY CITY COUNCIL BY RESOLUTION.

RIGHT? SO IF, SO, IF YOU WANT TO CHANGE, UH, CONSIDER A CHANGE, MAYBE, UM, COUNCILWOMAN, UH, FOR SOME OF THE RULES, UH, TO PRESENT TO THEM, OR HAVE A CONVERSATION WITH THEM, THE CHAIR THAT WOULD PROBABLY BE SOMETHING THAT WE WOULD NEED TO PROBABLY LOOK AT.

BUT, UM, YOU KNOW, AS I SAY STATED, I BELIEVE THAT THESE INDIVIDUALS ARE VERY, VERY SOLID CITIZENS THAT ARE COMMITTED TO MISSOURI CITY.

AND, YOU KNOW, THEY, THEY HAVEN'T PROVEN THAT THEY DON'T HAVE INTEREST IN AND DOING WHAT'S BEST FOR THE CITY, MY OPINION.

AND I JUST FIND IT QUITE CHALLENGING.

THEY CAME BEFORE THE BOARD TO BE ELECTED TO THE BOARD.

SO IF THEY HAVE EXCESSIVE ABSENCES, WHY DID THEY NOT COME BEFORE THE COUNCIL? AGAIN, I, ANYTIME YOU MISS ACCENT, YOU HAVE AN EXCESSIVE AND MARIA, CAN YOU PUT A P A ABSENTEE, UM, CHEEK THAT YOU HAVE? BECAUSE,
