SO ON THIS LINE, WHICH YOU GUYS SEE IS THIS IS WHAT THE OUTLOOK IS FOR HURRICANE SEASON FOR THIS UPCOMING YEAR.

THE ORANGE LINE ON TOP OF THE LONGTERM AVERAGE IS WHAT WE NORMALLY, WHAT WE'VE SEEN IN THE PAST FEW YEARS AS OUR AVERAGE OF STORMS BENEATH IS ALL OF THE PREDICTIONS OF WHAT THEY'RE LOOKING FOR THIS YEAR.

SO IF YOU NOTICE, IF THEY'RE PRODUCING ABOVE AVERAGE YEAR, THIS YEAR, AND JUST AS PROOF OF THAT, WE ARE AT FIRST, THEY HAVE HURTING SEASON AND WE HAVE ALREADY WENT THROUGH TWO OF THE NINE STORMS AND WE HAVE A POTENTIAL THIRD NAME STORM THAT MAY BE NAMED BY THE END OF THIS WEEK.

SO WE ARE ON TREND TO HAVE AN ABOVE AVERAGE SEASON AND ABOVE NORMAL SEASON FOR THE 2020 HURRICANE SEASON.

WHEN WE HAD A STORM AT THE MILLER LAST YEAR, IT WASN'T NAMED FOR RIGHT BEFORE IT HITS THE COAST OF TEXAS.

SO WE DIDN'T KNOW EXACTLY WHERE IT WAS PROJECTED TO GO.

SO WE DO HAVE STORMS THAT FORM IN THE GULF THAT ARE CLOSER TO THE STATE OF TEXAS OR ANY OTHER US STATES.

THE NATIONAL WEATHER SERVICE IS NOW GOING TO POTENTIAL TROPICAL SAIGON ADVISORY.

THIS IS GOING TO GIVE US MORE IDEAS OF WHERE THAT STORM'S GOING TO GO.

SO THAT'S A NEW FEATURE THAT'S BEING PUSHED OUT THIS YEAR THAT WE WILL SEE WHEN YOU START HEARING ABOUT STORMS THAT ARE IN THE GULF.

IF WE DO GET A SYSTEM OR STORM IN THE GULF, THIS IS WHAT THE WEATHER PREDICTION CENTER USES.

SO IF YOU SEE WE HAVE A MARGINAL, SLIGHT OR MODERATE RISK, THEY'LL TELL YOU THAT, HEY, WE HAVE AN ISOLATED RISK FOR POTENTIAL RISKS FOR ISOLATED FLASH FLOODING.

IF IT'S AT HIGH, IT'S GOING TO BE EXPECTED FOR FLASH FLOODING.

AND THE PROPOSAL FROM THE DEVELOPER WAS TO DEDICATE A HALF OF THE HALF OF THE PARKLAND REQUIREMENT AS PRIVATE PARKLAND AND THE OTHER HALF AS CASH IN LIEU OF THE PARKS BOARD REJECTED THAT PROPOSAL, UH, CITING THE SECTION IN CITY CODE WHERE PRIVATE PARKLAND SHOULD NOT BE LESS THAN A HALF AN ACRE OF UNENCUMBERED LAND.

THE LAND THAT WAS BEING PROPOSED WAS ENCUMBERED BY DRAINAGE AND THEN A SMALL PIECE OF UNENCUMBERED LAND AT THE FRONT OF THE DEVELOPMENT.

THE PARKS BOARD ASKED FOR THE ENTIRE AMOUNT TO BE CASH AND LULU BECAUSE OF THAT PROVISION IN THE CODE, IT WAS THEN SENT TO THE PLANNING AND ZONING COMMISSION AT THE MAY 16TH MEETING OR THE MAY 13TH MEETING, UM, AND FORWARDS THAT SAME POSITIVE RECOMMENDATION TO YOU TONIGHT.

OUR CHILDREN AND POSSIBILITIES ARE TOO BUSY WITH THEIR OWN LIFE.

THREE YEARS BACK, WE FIVE FRIENDS LIVING IN MINNESOTA CITY FOR A LONG TIME, INITIATED THE SENIOR LIVING PROJECT.

UH, WE ARE IN LATE SIXTIES AND SEVENTIES.

UM, LET OR MANY OTHER PEOPLE WERE ALSO ATTRACTED BY THE IDEA OF LIVING AS NEIGHBORS WHEN WE ARE, UH, WHERE WE CAN SUPPORT EACH OTHER.

BUT I'M DAVIN.

SENIOR LIVING IS A DREAM PROJECT FOR US AND OTHER SENIOR CITIZENS OF THE COMMUNITY.

WE ACQUIRED A 14 ACRES OF LAND ON 1950 STANFORD FAIR ROAD FOR THIS PROJECT.

UH, DURING CONCEPTUAL STAGE, WE HAD SEVERAL MEETINGS WITH THE CITY OF MAYOR AND COUNCIL MEMBERS.

THEY TOO WERE VERY EXCITED AND THE SHORETEL SUPPORT IN REALITY, WE ARE NOT GETTING SUCH SUPPORT.

THE LATEST EXAMPLE IS THE BETTER EXPERIENCE WE HAD FROM THE PARKLAND COMMISSION.

INMATES FROM DAVIN COMMUNITY WILL BE OLDER CITY.

SEVEN SCHOOLS PREFER TO HAVE A RECREATIONAL FACILITY WITHIN THE COMMUNITY, RATHER THAN GOING TO PUBLIC PARKS, SEVERAL MILES AWAY.

WE AGREED TO PAY 50% OF THE PAYMENT TO PUBLIC PARKLAND AND THE REMAINING 50%, UH, CREDIT FOR THE PRIVATE PARKLAND.

AND WE WANT TO MAKE WITHIN THE COMMUNITY, THE COMMISSION 100% OF THE PAYMENT TO BE MADE TO THE PARKLAND FOR THE PUBLIC PARKLAND, UH, FOR A SENIOR LIVING COMMUNITY.

THIS DOES NOT MAKE SENSE WITH THE 50% PAYMENT FOR PUBLIC PARKLAND AND THE 50% CREDIT FOR PRIVATE PARKLANDS, BOTH CITY AND COMMUNITY RESIDENTS WILL BE IN A WIN WIN SITUATION.

ONE EXCUSE GIVEN BY THE PARKLAND COMMISSION, 400% PAYMENT.

SO PART OF THOSE RIVERS THAT ARE BEING DESIGNATED, UH, TO SUPPORT THE DRAINAGE FACILITIES, UM, THE DEVELOPER IS LOOKING AT TO USE THEM ALSO AS SOME OPEN SPACE, GREEN SPACE, UM, RECREATIONAL OPPORTUNITY TO, UM, ON SITE THOUGH, THE PARK BOARD FELT THAT BECAUSE OF THE LOCATION.

SO THIS, THE LAYOUT OF THIS SUBDIVISION, THEY WOULD HAVE AN INTERNAL, UM, KIND OF GREEN SPACE AREA.

THAT'S PROBABLY THE LARGEST PIECE OF THE PARKLAND PERFORMANCE, BUT THEY'RE ALSO PROPOSING THERE'S TWO RIVERS THAT THEY'RE, UM, DESIGNATING ALONG THE STAFFERS, FIRE FRONTAGE.

UM, THAT WOULD BE JUST OUTSIDE OF, YOU KNOW, THE MAIN COMMUNITY BOUNDARIES.
