YOU KNOW, OUR COUNTRY IS GOING THROUGH VERY DIFFICULT TIME AND IT'S SO IMPORTANT THAT WE STAY UNITED AND CONNECTED.

UH, MY, MY PURPOSE, UH, FOR SPEAKING TODAY IS PRETTY, PRETTY MUCH RELEVANT TO THE CONTRACT THAT IS ABOUT TO BE, UH, PROMULGATED BY, BY THE SEVEN OF YOU GUYS, WHETHER THE BOAT IS FOR OR AGAINST.

AND I WANT IT TO BE PART OF PUBLIC RECORD BECAUSE I FOLLOWED THIS PROCESS FOR, UH, REPLACING OR, OR, OR FINDING A NEW CITY MANAGER FOR OUR CITY.

I'VE BEEN WITH THIS.

I'VE BEEN IN THIS CITY FOR ALMOST 20 YEARS.

I WASN'T BORN HERE, BUT I GOT HERE AS SOON AS I COULD.

AND ONE OF THE THINGS THAT HAS STRIKED ME VERY, VERY COMPELLINGLY, UM, HAS BEEN THIS PROCESS.

UM, I'VE BEEN AROUND TO HAVE SEEN ABOUT MAYBE FOUR OR FIVE CITY MANAGERS.

AND THIS IS THE FIRST TIME I'VE SEEN A PROCESS THAT HAS BEEN NOT ONLY BOTCHED IN MANY RESPECT, BUT BLATANTLY DISREGARD THE OPINIONS OF THE PUBLIC, WHO BY AND LARGE WOULD EITHER SUPPORT THE CITY MANAGER OR IN SOME INSTANCES FIND THEMSELVES SUPPORTING ANOTHER CITY MANAGER AND ANOTHER LOCATION, MEANING THAT THEY WILL MOVE.

UM, I THINK THIS POSITION IS VERY CRITICAL AND IMPORTANT.

AND I THINK TO HAVE APPOINTED SOMEONE TO A POSITION WITHOUT HAVING A CONTRACT IN PLACE IS NOT ONLY A DERELICT OF RESPONSIBILITY, BUT A DIRECT DISRESPECT TO THE PEOPLE THAT FUNDS OVER A HUNDRED PERCENT OF THE PROCESSES AND SERVICES THAT CITY OF MISSOURI CITY PROVIDES BOTH 74 OR 5,000 INDIVIDUALS AND FAMILIES.

I THINK THAT AS I'VE GONE AND HAVE SPOKEN TO SEVERAL PEOPLE, PEOPLE ARE REALLY UPSET THAT WE HAVEN'T HAD AN OPPORTUNITY AS THE PUBLIC WHO HAVE ELECTED INDIVIDUALS, WHETHER WHETHER WE CHECKED YOUR BOX OR NOT.

BUT A LOT OF PEOPLE FELT AS THOUGH WE WERE NOT PART OF THE PROCESS AND THE PROCESS HAS BEEN SO FAST THAT SPEEDY GONZALEZ WOULD NOT BE ABLE TO OUTRUN IT.

AND I THINK FUNDAMENTALLY SPEAKING, THAT'S A HUGE DISSERVICE TO THOSE WHO RELY ON OUR ELECTED OFFICIALS AND EURO.

YOU ALL'S CAPACITY TO MAKE A PRUDENT DECISION THAT WILL LONG LIVE, RIGHT? MANY OF YOU GUYS, 10 YEARS, UH, AND WE WILL BE HERE.

UH, BUT AT THE END OF THE DAY, I'M NOT CERTAIN AS TO NOT ONLY THE INTEGRITY OF THIS PROCESS, BUT ALSO, UH, THE RATIONALE AND SOMEWHAT OF THE UNDERLYING, UH, CLANDESTINE MOTIVES THAT ARE PREDICATED HERE.

SO I WANTED THE RECORD TO REFLECT THAT MY VOICE CARRIES A PRETTY LOUD VOICE TO, UH, AND WE ARE CONCERNED.

UM, AND ALL OF YOU, OUR ELECTED OFFICIALS THAT ARE BASICALLY ACCOUNTABLE TO THE PEOPLE WHO, WHAT YOU IN AND EVEN TO THOSE THAT DIDN'T CAST THEIR VOTE FOR YOU, UH, INDIVIDUALLY YOU YOURSELVES ARE HOMEOWNERS AND TAXPAYERS JUST LIKE MYSELF AND OTHERS.

SO PLEASE UNDERSTAND THAT WE, THE PEOPLE ARE AFFECTED AND IMPACTED BY THE DECISION THAT ALL OF YOU MAKE ON A DAY TO DAY BASIS.

LATELY, I AM CONCERNED ABOUT THE DIRECTION OF OUR CITY THAT IS GOING WITH MANY OF THE DECISIONS BEING MADE HERE.

THIS IS NOT PERSONAL.

I HOPE YOU UNDERSTAND THAT.

AND THIS HAS NOTHING TO DO WITH ANYONE'S POLITICAL AFFILIATIONS OR PARTY LEVEL, RACE, ETHNICITY, GENDER, ANYTHING SUCH AS THAT.

THIS IS BASED ON THE INFORMATION THAT I GOT GATHERED HERE.

SO LET'S START WITH THE SELECTION PROCESS THAT WAS MADE TO CHOOSE A CITY MANAGER CANDIDATE FROM WHAT I UNDERSTOOD AND GATHERED, NO INPUT FROM THE TAXPAYERS WERE TAKING NO INPUT FROM THE BUSINESS COMMUNITY, NO INPUT FROM THE CIVIC AND RELIGIOUS LEADERS IN THE COMMUNITY, NO INPUT FROM THE MISSOURI CITY DEPARTMENT DIRECTORS, ESPECIALLY KEY STATE STAFF, THE CITY COUNCIL, SOMEONE HAD PIECEMEAL THIS EXECUTIVE SEARCH FIRM JUST TO DO SOME PARTS AND NOT THE MAIN PARTS UNDERSTANDING FROM OTHERS THAT THERE WERE ABOUT 48 APPLICATIONS RECEIVED OUT OF 48.

NINE OF THEM DID NOT MEET THE QUALIFICATIONS.

AND THEN IT CAME DOWN TO 37.

AND THEN FROM THERE ONLY 13 HAD SOME SORT OF EXPERIENCE THAT WAS THERE IN.

SO AMONGST ALL OF THIS, NO EXPLANATION WERE GIVEN BY THE MAYOR'S OFFICE AS TO WHY THE CITY COMMUNICATION DEPARTMENT RECEIVED THESE AND HANDLED THESE APPLICATIONS VERSUS OUR HR DEPARTMENT.

SO DO WE NOT TRUST OUR HR DEPARTMENT AND IN THE SEVERAL ARTICLES THAT APPEARED ON LOCAL NEWSPAPERS, THERE ARE QUOTES REFERRING TO LOOKING FOR A LICENSED CANDIDATE.

THIS IS WHAT I DON'T UNDERSTAND.

SO OLDEST JONES WAS, IT WAS THE BEST CANDIDATE BECAUSE HE'S A LICENSED TO CITY MANAGER THAT WAS COURTED BY MAYOR PORT, BUT THERE'S NO SUCH A THING AS CITY MANAGER LICENSE.

I DO SOME RESEARCH ON LICENSED AND OUT THAT THERE IS NO LICENSING FOR CITY MANAGERS.

I CHECKED ALSO WITH THE INTERNATIONAL CITY COUNTY MANAGEMENT ASSOCIATIONS, I CMA AND THERE'S NOT A LICENSE.

SO COUPLE OF THE THINGS THAT, THAT I DO WANT TO POINT OUT HERE IS THAT OUT OF THREE COUNCIL MEMBERS CHOSE SAME FIVE CANDIDATES OUT OF 50 PEOPLE.

I DON'T HAVE THE PICTURE TO SHOW YOU, BUT I THINK, YOU KNOW WHAT I'M REFERRING TO HERE.

WE WENT FROM SOMEWHERE AROUND 48 OR 52 FIVE, THEN TO TWO, AND ONLY TO FIND OUT ON THE NIGHT OF THE INTERVIEW THAT YOU GUYS WERE SUPPOSED TO HAVE WE'RE DOWN FROM ONE.

SO FOR THOSE OF YOU ON COUNCIL AND HAVE ANY EXPERIENCE IN THE CORPORATE WORLD, THEN YOU WOULD UNDERSTAND THE PROCESS OF HIRING A CEO.

NOW, LET ME STATE MY STRONG OPPOSITION TO THIS SO-CALLED UNORTHODOX PROCESS THAT YOU HAVE TAKEN HERE.

AND THE CHOICE THAT YOU'RE MAKING ALONG WITH THE CONTRACT, YOU WILL BE PUTTING IN FRONT OF THE CITIZENS OF OUR CITY.

THE LEAST YOU CAN DO IS TO HAVE THE COMMON DECENCY

TO PUT FORWARD A 90 DAY EVAL BEFORE THIS PERSON BECOMES FULLY INVESTED IN OUR CITY.

AS WE ARE PAYING THE PRICE OF YOUR ACTIONS BY GIVING OUT MONEY TO THE OUTGOING CITY MANAGER THAT WE LOST.

NOW ADD MORE BURDEN TO THE, UH, TO THE RESIDENTS OF THIS GREAT CITY.

I WOULD LIKE TO ADVISE YOU TO PLEASE THINK OF THE CITIZENS, THE STAFF, THE, THE ENTIRE MORALE OF THE CITY AND WHAT YOU'RE HEARING OUT THERE ON THE SOCIAL MEDIA TO KEEP IN MIND, YOU ARE HIRING OUR OTHER NEXT CEO FOR OUR CITY.

AND THIS COUNCIL FROM SEEING FROM WATCHING FROM OUTSIDE HAS BEEN DIVIDED AND THERE'S NO AMICABLE SOLUTIONS TO GET, TO EVEN HIRING A CITY MANAGER.

I HAD THE OPPORTUNITY TO BE ON CITY COUNCIL AND GONE THROUGH THE PROCESS OF HIRING A CITY MANAGER IN THE PAST.

AND SOME OF YOU WERE ON COUNCIL AND, YOU KNOW, THE PROCESS THAT WE HAVE TAKEN, WE DIDN'T AGREE ALL THE TIME, BUT AT THE END OF THE DAY, IT WAS A WATER CONFIDENCE FOR THE CITY MANAGER THAT WE BROUGHT INTO THE, INTO THE CITY AND INTO THE ORGANIZATION THAT SAYS A LOT TO OUR CITIZENS THAT SAYS A LOT TO OUR CITY AND TO OUR STAFF, THAT'S WORKING AT THE CITY.

SO PLEASE KEEP IN MIND AND THAT THANK YOU FOR YOUR TIME.

AND I HOPE YOU GUYS MAKE THE BEST DECISIONS FOR OUR CITY.

AND THEN, UM, UM, UNFORTUNATELY AS OPPOSED TO JUST GIVING CARTE BLANCHE, UH, AUTHORITY TO, UH, ANYONE TO NEGOTIATE ON MY BEHALF AS A CITY COUNCILMAN, WITHOUT AT LEAST, UH, GIVING CONSIDERATION

UM, A RULE IS FOR TAGGING THIS ITEM, UH, AT THE LAST MEETING AND ALLOWING THE COUNCIL MEMBERS, PARTICULARLY THOSE WHO WERE NOT GIVEN THE DECENCY TO ADEQUATELY REVIEW THIS CONTRACT IN A TIMELY FASHION, THE OPPORTUNITY TO DO SO.

A FEW THINGS THAT I WANT TO SHARE FOR THE CITY OF MISSOURI CITY TO RECEIVE A CONTRACT THAT SAID TO ENCUMBER THE CITY FOR A LARGE AMOUNT OF MONEY, WHICH SHOULD HAVE BEEN SENT DAYS, NOT HOURS BEFORE ALL OF US HAD AN OPPORTUNITY TO REVIEW, OR AT LEAST SOME OF US AND TAKE INTO ACCOUNT THE FULL IMPACT OF THE DECISION LIKE THIS WOULD HAVE ON THE CITY, THAT IT WOULD BE A VERY, VERY CONCERNING.

FURTHERMORE, WE HAVE A CITY ATTORNEY WHOSE JOB IT IS TO ADEQUATE REVIEW ADEQUATELY REVIEW AND ADVISE US ON SUCH MATTERS AS AN EMPLOYMENT CONTRACT THAT IS MAGNITUDE.

SO ALLOWING THE CITY ATTORNEY ROUGHLY AN HOUR AND A HALF OR SO TO REVIEW A CONTRACT THAT WAS SENT TO THE CITY ATTORNEY FROM THE MAYOR DIRECTLY, NOT FROM THE HUMAN RESOURCES DEPARTMENT, BOTH FOR THE HUMAN RESOURCE DEPARTMENT TO BE COPIED ON THAT.

UH, YOU KNOW, I THINK IT'S CONCERNING AS WELL BECAUSE THE CITY ATTORNEY HAS MADE THE NECESSARY LEGAL RECOMMENDATIONS TO MAKE SURE THAT THE CITY AND THE TAXPAYER'S DOLLARS ARE BOTH DETECTED.

AND THEN COUPLED WITH THE FACT THAT SOME OF US ON COUNCIL WHO ARE TASKED WITH MAKING THE ULTIMATE DECISION ON THIS CONTRACT, WE'RE GIVEN EVEN LESS TIME ON THE LAST MEETING PRIOR TO IT BEING TAGGED, TO REVIEW IT AS DISRESPECTFUL, INCONSIDERATE, AND DOWNRIGHT RIDICULOUS, IN MY OPINION.

AND I'M NOT COMPLETELY SURE WHY THE MAYOR HAS BEEN NEGOTIATING DIRECTLY WITH THE CANDIDATE HIMSELF WITHOUT HUMAN RESOURCES, COMPLETE INVOLVEMENT OR COORDINATION.

UM, OUR COMMITMENT IS TO THE TAXPAYERS AND TO THE CITY AND NOT TO THE COMPLETE INTEREST OF AN INDIVIDUAL OR INDIVIDUALS WHO ARE SEEKING EMPLOYMENT WITH MISSOURI CITY.

AND LASTLY, I JUST WANT TO SAY THIS LIKE MANY OTHER STANCES THAT HAVE BEEN TAKEN SPEAKS TO BAD JUDGMENT, LACK OF LEADERSHIP AND AN UNWILLINGNESS TO WORK WITH ALL COUNCIL MEMBERS TO DO WHAT IS RIGHT.

THIS IS ABOUT TRANSPARENCY.

THIS IS ABOUT FISCAL RESPONSIBILITY.

THIS IS ABOUT PROTECTING THE TAXPAYERS AND THE CITY OF MISSOURI CITY, TEXAS.

AND IN MY OPINION, THIS IS ABOUT QUESTIONABLE JUDGMENT.

SO AGAIN, I VEHEMENTLY OPPOSED THIS PROCESS FROM BEGINNING UNTIL THIS POINT NOW.

AND, UH, MY VOTE WILL BE NO MAYOR.

THIS IS COUNCIL, THIS COUNCIL MEMBER MORALIS.

SO IN AN EFFORT TO UNDERSTAND THE CANDIDATES PERFORMANCE BETTER, I THOUGHT I WOULD CONTACT CITY OF HADOW AND REQUEST A COPY OF THE CANDIDATES, PERFORMANCE EVALUATION.

AND GUESS WHAT? I FOUND NOTHING, ACCORDING TO THE HR DIRECTOR IN HUTTOE, THEY DIDN'T HAVE AN EVALUATION OF MR. JONES.

I THEN ASKED FOR AN EMPLOYEE SURVEY, MAYBE SOMETHING OF A CLIMATE SURVEY, WHICH I KNOW CERTAIN COUNCIL MEMBERS WERE ALWAYS VERY INTERESTED WHEN A SENIOR MANAGER SLICES IN CHARGE.

WHAT'S THE CLIMATE.
