I WANT TO START OFF BY REVIEWING YOU ALL THE HISTORICAL LOOK OF THE CITY'S MAIN WEBSITE, BASED ON THE RECORDS, THE INITIAL WEBSITE WAS LAUNCHED IN 2008 AS A WORDPRESS CMS DESKTOP DESK TOP SITE, WHICH YOU ALL MAY SEE ON THE BOTTOM CENTER OF THE SCREEN FROM THERE. THE NEXT ITERATION WAS IN 2011, WHICH IS SHOWN AT THE TOP, RIGHT WHEN THE CITY INITIATED A CONTRACT WITH CIVIC PLUS TO HELP DESIGN AND LAUNCH THE NEW WEBSITE. AND AS FAR AS COSTS, THE INITIAL PAYMENT TO CIVIC PLUS FOR THAT WEBSITE WAS ABOUT $60,000 WITH AN ANNUAL HOSTING FEE OF ABOUT $6,400. IN 2012, COMMUNICATION STAFF MADE SOME DEVELOPMENT AND DESIGN LAYOUT CHANGES ON THE HOMEPAGE TO INCLUDE A ROTATION FEATURE PROMINENTLY DISPLAYED TO CITY INITIATIVES, IMAGES, AND MESSAGES. AND WE ALSO ADDED A QUICK LINKS SECTION TO HIGHLIGHT OTHER ESSENTIAL PROGRAMS AND SERVICES. THERE WERE NO BUDGET COSTS OR OUTSOURCE SOURCING ASSOCIATED WITH THESE UPGRADES AS THEY WERE DONE INTERNALLY BY TEAM MEMBERS. EVEN THOUGH THE AVERAGE TIME FOR A REDESIGN OF MUNICIPAL WEBSITES IS TWO TO FIVE YEARS. THE CITY ONLY DID THE MUCH NEEDED REDESIGN OF THE WEBSITE IN 2016. AND AFTER ABOUT A YEAR LONG INTERNAL AND EXTERNAL ENGAGEMENT PROCESS, THE NEW SITE WAS LAUNCHED NOVEMBER, 2017 AS LISTED ON THIS SLIDE. THE WEBSITE REDESIGN AND UPGRADE WAS BOTH THE CITY COUNCIL AND THE CITY MANAGER PRIORITY PROJECT FOR FISCAL YEAR 2017. THE INITIAL PROCESS INCLUDED SITE VISITS, WEEKLY INCOMPARABLE WEBSITE AND BEST WEB AWARDEES AND NEGOTIATING AN AGREEMENT WITH CIVIC PLUS, WHICH INCLUDES ANOTHER REDESIGN IN THE FUTURE. ONE OF THE KEY COMPONENTS OF THE REDESIGN WAS COMMUNITY OUTREACH AND ENGAGEMENT. AND AS SUCH, WE HOSTED [00:05:01] SEVERAL MEETINGS AND DISCUSSIONS WITH RESIDENT GROUPS, CITY, COUNCIL, STAKEHOLDERS, EMPLOYEES, AND BUSINESSES. IN ADDITION, UH, MARKET RESEARCH FROM CREATIVE CONSUMER RESEARCH ALSO CONDUCTED AN INDEPENDENT INTERNAL EXTERNAL PROJECT SURVEY AND A PUBLIC INPUT SYMPOSIUM. IN ADDITION TO ENGAGE OUR BUSINESS COMMUNITY, WE PARTNERED WITH THE UNIVERSITY OF HOUSTON MASTER OF PUBLIC ADMINISTRATION PROGRAM WHERE A STUDENT POLLED LOCAL BUSINESSES TO GET THEIR INPUT AND FEEDBACK ON THE CITY WEBSITE. ONCE WE RECEIVED ALL OF THOSE DATA POINTS, WHICH WERE ABOUT 300 RESPONSES OF THE TEAMWORK CIVIC PLUS TO FINALIZE THE LAYOUT WITH FINAL APPROVAL FROM THE CITY MANAGERS, CITY MANAGER'S OFFICE, AND THEN UPDATING WAS PROVIDED TO THE CITY COUNCIL, THE NEXT KEY COMPONENT OF THE REDESIGN CONTENT ANALYSIS PHASE, WHERE EACH DEPARTMENT HAD A LIAISON THAT PARTNERED WITH COMMUNICATIONS TO REVIEW ALL OF THEIR WEB PAGES. DURING THIS PROCESS, THE TEAMS ALSO WERE REQUESTED TO UPDATE ANY OUTDATED CONTENT AND VISUALS ONCE COMMUNICATIONS RECEIVED, THOSE CHANGES, ALL UPDATES WERE DONE BY STAFF. ALSO SOME OF THE FEEDBACK WE RECEIVED INCLUDED SEVERAL TEAMS WANTING THEIR OWN UNIQUE PRESENCE OR THEIR OWN WEBSITE. AS SUCH STAFF WILL BE REVIEWING THE USAGE OF THESE PAGES, AND WE WILL READ SOME TO FURTHER ENHANCE OUR USERS EXPERIENCE FOR THOSE DEPARTMENTS THAT WILL HAVE THEIR HEADS ROOM. WE WILL ENSURE TO HOUSE ANY KEY TOPICS OR INITIATIVES ON THE HOME PAGE OR MAKE THOSE PAGES EASY, OR MAKE THAT INFORMATION EASILY ACCESSIBLE TO THE PUBLIC. AND THEN WE'RE WORKING WITH CIVIC PLUS TO TRANSITION OUR CURRENT MOBILE APP FOR FLAG IT TO THE CIVIC PLUS PLATFORM, TO CREATE A SEAMLESS EXPERIENCE FOR THE PUBLIC AND IMPROVE EFFICIENCIES BY HAVING THE WEBSITE AND MOBILE APP THROUGH THE SAME PROVIDER, THERE WILL ALSO BE UNIFORMITY FOR THE BRAND AND EASE OF ACCESS FOR USERS. SO, UM, WE CAME UP, WE WORKED WITH A CONSULTANT LANDSCAPE ARCHITECT, AND WE'VE COME UP WITH, UH, A CONCEPT PLAN THAT WE'RE HERE TO PRESENT TO YOU TONIGHT. UH, WE PRESENTED THIS TO THE PARKS BOARD WITH A POSITIVE RECOMMENDATION. AND, UM, UM, IF YOU LOOK AT THE OVERVIEW RIGHT HERE IS WHAT YOU'RE LOOKING AT RIGHT HERE IS, IS, UH, KIND OF THE SAME AERIAL VIEW. UH, IF YOU NOTICE THE PARKING HASN'T CHANGED, SO, AND THE DRAINAGE THERE HASN'T CHANGED. AND SO, UM, OUR CURRENT CONTRACT IS DATED FROM BACK IN 2002 AND 2002, A LOT OF LEGISLATIVE CHANGES THAT HAS BEEN, AND BECAUSE OF THAT, DPS, UH, WOULD LIKE TO GET A NEW CONTRACT IN PLACE THAT COVERED SOME OF THIS LEGISLATIVE CHANGES. UM, AND SO THAT'S WHY WE'RE BRINGING THIS TO YOU GUYS NOW. UM, OUR CURRENT CONTRACT SAID IF WE CHOOSE TO, WE CAN DISCONTINUE PARTICIPATING IN THE PROGRAM WITH THE 30 DAY NUMBNESS TO, UM, DPS. SO WE'LL COME BACK OVER BRIEFLY SOME OF THE ADVANTAGES AND DISADVANTAGES ON THE ADVANTAGE SIDE, UM, FROM A LEGISLATIVE PERSPECTIVE, DIDN'T REALLY CHANGE THE PORTION OF THE FEE THAT THE CITY GETS TO KEEP, OR THE DOLLAR AMOUNT THAT EACH VENDOR GETS TO KEEP. IT JUST CHANGED WHAT THE STATE IS ALLOWED TO KEEP. UM, AND ON THE ADVANTAGE SIDE WOULD BE, UM, THIS TOOL IS SUPPOSED TO BE USED TO INCENTIVIZE PEOPLE TO RESOLVE THEIR CASES, UM, SO THEY CAN GET THEIR LICENSE. UM, I BELIEVE IT WAS EVERY SEVEN YEARS AND I THINK THEY RECENTLY CHANGED IT TO THEY'RE EIGHT OR NINE YEARS NOW, UM, THAT YOUR LIFE IS GOOD FOR BEFORE YOU HAVE TO. UM, AND SO THE WAY IT WORKS IS THE HOLDER ON YOUR LICENSE UNTIL YOU PAY THAT ON PC. NOW, WHEN WE PUT ON THE SIDE AFTER DEFENDANTS WITH WARRANTS OR WITHOUT THAT, BECAUSE ONE OF THE DISADVANTAGES THAT YOU'LL SEE ON THE NEXT SLIDE IS THAT THEY CAN PAY THAT ON ME AND GET THE HOLD OFF OF THEIR LICENSE, NOT NECESSARILY RESOLVE AND CLOSE OUT THEIR CASE WITH THAT. SO TO GO INTO THE DISADVANTAGES, THAT CERTAINLY IS ONE OF THEM, UM, WHICH IS THE NUMBER ONE BULLET POINT HERE, UM, WITH THE LEGISLATIVE CHANGES THAT WENT INTO EFFECT THIS YEAR. UM, IT CREATED A BUNCH OF EXTRA STEP FROM A PROCESSING PERSPECTIVE WHEN WE'RE PUTTING CASES INTO WAR AND THEN AS WELL ON THE BACK END WHEN WE'RE PULLING IT FROM LAUREN AND NOW TRYING TO, UM, CLOSE THINGS OUT WITH THOSE ADDED STEPS. UM, THERE DID COME AN ADDITION, AN ADDITIONAL OPERATION COSTS, UM, SPECIFICALLY WITH POSTAGE. UM, AND YOU'LL SEE HERE IN JUST A LITTLE BIT ABOUT MANPOWER. WHAT WE FOUND ALSO WITH THESE CHANGES IS THAT WE'VE HAD SOMEWHAT OF A NEGATIVE IMPACT ON OUR CUSTOMER SERVICE. UM, AND I KNOW THERE'S A COUPLE OF PRONGS TO THAT. UM, WHAT WE SEE OFTEN WITH OUR DEFENDANTS THAT ARE JAILED, THEY'LL BE MAGISTRATED, THEY'LL GET THEIR PAPERWORK WHEN THEY LEAVE AND THEIR PAPERWORK TO THEM INDICATE THAT THEY ARE DONE AND THERE'S YOUR AMOUNT BECAUSE THEY'RE BEING GREAT. UM, BUT THIS OMNI BEING IS NOT ONE NOW THAT CAN BE DISCHARGED FOR JAIL TIME SERVICE. SO THEY STILL ACTUALLY OWE THAT $30 THERE. NOW WE HAVE TO TRY TO GET IN TOUCH WITH THEM AND EXPLAIN TO THEM, OKAY, WAIT A MINUTE, YOU DON'T REALLY HAVE A ZERO BALANCE. UM, YOU DO ACTUALLY OWE THIS FEE. SO THAT'S CAUSED A LITTLE BIT OF A NEGATIVE IMPACT. UM, WE GET SOME PUSHBACK ON THAT, UM, AS YOU CAN IMAGINE, UM, AND WITH THE DIFFERENT CHANGES NOW WE'VE HAD TO PUT IN A COUPLE EXTRA STEPS OF JUST, I CALL IT QUALITY CONTROL OR IN INTERNAL CHECKS AND BALANCES TO MAKE SURE THAT THE INITIAL PROCESSOR HAS HANDLED EVERYTHING PROPERLY. AND THEN, UM, WE HAVE ANOTHER PERSON THAT HANDLES THAT SPECIFICALLY, ANOTHER PERSON THAT HANDLES, UH, THE WARRANT SPECIFICALLY JUST TO DOUBLE-CHECK [00:40:01] THAT THE FIRST TWO PEOPLE DID MISS SOMETHING. UM, CAUSE WE'RE REALLY TRYING TO MINIMIZE ANY KIND OF A NEGATIVE EXPERIENCE FOR OUR CUSTOMERS. UM, ANY MISUNDERSTANDINGS THEY MAY HAVE ABOUT THE PAPERWORK AND WHAT THE ACTUAL STATUS OF THEIR THEIR CASES ARE. AND WE DO, UM, KIND OF GO TO GREAT LENGTHS TO TRY TO CLARIFY WHAT THE SITUATION IS WITH THEIR CASES AND THAT THEY DO ACTUALLY STILL OWE A BALANCE AND WHAT IT IS AND WHY THEY WERE MAYBE TOLD ONE AMOUNT AND WHY THAT PAPERWORK REFLECTS ONE WAY, BUT IT ISN'T SOMETHING ELSE. NEXT SLIDE PLEASE. SO I DID IT TWO MONTHS SNAPSHOTS, UM, FROM, UH, SEPTEMBER AND OCTOBER OF LAST YEAR TO KIND OF SEE WHERE WE ACTUALLY STAND FROM A COST ANALYSIS, UM, WITH JUST PARTICIPATING IN THE PROGRAM. SO FROM A PRE WARRANT STANDPOINT, UM, I GOT WITH THE CLERKS INVOLVED IN THAT PROCESS WITH HOW I TAKE THEM WITH THIS OMNI STEP SPECIFICALLY, UM, AND WHAT THEY'RE PAID. AND SO WE HAVE 353 CASES THAT WERE PROCESSED IN THOSE TWO MONTHS AT THE RATE THAT IS SHOWN THERE FOR A TOTAL AMOUNT. AND THEN WE LOOKED AT POST-WAR, WHICH HAS FOUR PEOPLE TOUCHING IT. AND WE HAD 480 CASES THAT WE WERE PULLING OUT A WARRANT FOR THOSE TWO MONTHS. AND WE GOT YOUR DOLLAR AMOUNT. I RAN THE REPORT TO SEE HOW MUCH MONEY WE BROUGHT IN THAT. WE ACTUALLY GOT THE KEY, UM, FROM OMNI IN THOSE TWO MONTHS AND 215 CASES. UM, SO A LITTLE OVER $800 AS YOU CAN SEE, SO ARE OUR EXPENSES TO PARTICIPATE VERSUS WHAT WE COLLECTED. YOU CAN SEE IT, DOES THAT WEIGH IT, UM, BY QUITE A BIT. SO WE'RE A LITTLE BIT IN THE RED THERE AS FAR AS, YOU KNOW, WHAT IT TAKES TO PARTICIPATE. UM, AND THEN, SO I LOOKED AT THAT AND THEN I KIND OF WENT OUT THERE AND DID SOME RESEARCH, UM, TO WHAT, WHAT OTHER CITIES, LIKE WHAT ARTICLES ARE OUT THERE AS TO FAR AS WHETHER THEY THINK IT'S EFFECTIVE, UM, WHO PARTICIPATE AND, UM, THERE'S SOME NON-PROFIT ORGANIZATIONS THAT LOOK INTO THESE THINGS AND GO TO THE LEGISLATION AND STUFF, UM, ON THESE TOPICS. UM, SO ON HERE MOST RECENTLY, ACTUALLY THIS JUST HAPPENED LAST WEEK, UM, WHERE HARRIS COUNTY COMMISSIONER'S COURT, THEY ACTUALLY VOTED AND AGREED TO TERMINATE THEIR CONTRACT WITH CVS. UM, SO THEIR, THEIR COURTS THAT'S NEW. UM, BUT THEN TEXAS APPLESEED, UM, HAS A COUPLE OF QUOTES. I PULLED FROM SOME ARTICLES THAT SAY THAT IT'S NOT NECESSARILY AN EFFECTIVE TOOL, UM, AND IT KIND OF HAS MORE OF A NEGATIVE IMPACT ON CITIZENS. UM, AND DOESN'T THEN ALLOW THEM TO GET OUT OF A CYCLE OF HAVING NOT HAVING THEIR LICENSE. AND THEY ENDED UP GETTING MORE TICKETS TO THE CAN'T GET FOR LICENSING AND COMPOSITION CYCLE. UM, AND NEXT SLIDE. AND THEN, UM, THERE'S A COUPLE OF OTHER, UH, QUOTES ON HERE. UH, I THINK THE FIRST ONE IT'S NOT QUITE BEEN SAID THAT IT'S NECESSARILY UNCONSTITUTIONAL, BUT FROM THE WIDOW ARTICLE READ, IT'S GOING TO BE COMING AROUND LEGISLATION WISE. UM, I KNOW SOME OTHER STATES THAT THEY'VE CHALLENGED THAT, THAT I WRITE ON. UM, AND THEN, UM, THERE WAS A BLURB IN HERE ABOUT THE DOW'S MUNICIPAL COURT VERSUS THE FORT WORTH MUNICIPAL COURT. UM, ONE COURT USED IT AND ONE DIDN'T AND THEY REALLY DIDN'T SEE MUCH OF A DIFFERENCE IN THEIR COLLECTION OUTCOME. UH, SO I THOUGHT THAT THAT WAS KIND OF INTERESTING. AND WE HAVE A STAT HERE THAT OUT OF, UM, TEXAS, WE HAVE A LITTLE OVER 1200 CITIES, ABOUT 732 OR SO PARTICIPATE, WHICH IS ABOUT A 60% PARTICIPATION RATE FOR THE STATE. UM, JUST AS FAR AS THOSE THAT ACTUALLY PARTICIPATE IN THE PROGRAM. SO NEXT I THINK, UM, STAFF'S RECOMMENDATION AT THIS TIME WOULD BE TO NOT CONTINUE PARTICIPATING WITH THE PROGRAM BASED ON THE, IT HAS FOR THE CITIZENS AND THE COST. IT HAS TO THE CITY. AND WE WOULD JUST GIVE OUR 30 DAY NOTICE INSTEAD OF I'M GOING TO SAY RENEW THE CONTRACT, IT'S NOT UP FOR IT, DOESN'T EXPIRE, BUT DOING THE NEW CONTRACT WITH THE NEW VERBIAGE, UM, THAT'S WHAT OUR RECOMMENDATION WOULD BE AT THIS POINT. AND OF COURSE THERE'S A MATCH. UH, THE MATCH IS GOING TO BE DEALT WITH THROUGH, UM, A SEPARATE, UM, FUNDING SOURCE. WE BELIEVE THROUGH COUNTY. IF I'LL USE THAT TERM TO ALLOW A STATE TO LOCAL GOVERNMENTS TO MAXIMIZE THEIR PARTICIPATION IN THIS. UM, BUT FEMA PUBLIC ASSISTANCE, UH, THOSE FUNDING SOURCES CAN BE CHRIS, UH, REQUESTED THROUGH, UH, T-TO, UH, WHICH IS WORKING WITH THE STATES ENTITY THAT IS SUPPORTING OR ALIGNMENT WITH FEMA. UM, IT'S COVERING CAT COSTS AS WE CALL THAT, WHICH IS, UM, UH, WORKFORCE AND 75%. THAT'S A 25% COST SHARE TO THE CITY. HOWEVER, AS WE'VE MENTIONED, THOSE, UH, WOULD PROBABLY BE COVERED BY THE ACTUAL CARES ACT FUNDING, WHICH THEY ALLOWED TO DO IT AT THIS POINT IN TIME. THOSE YOU FAMILIAR WITH CVG AND HURRICANE DISASTERS MAY RECALL THAT, UM, WE CAN USE CBG FUNDS FOR THE STATE LOCAL MATCH, SIMILAR WHAT THEY'RE ALLOWING FOR THE CARES ACT FUNNY AS WELL, UH, VOLUNTEER HOURS AND DONATE RESOURCES ARE ALSO A WAY TO REDUCE THAT DEBT. UM, AND LIKE I SAID, IT DOES HAVE SPECIFIC REIMBURSEMENT AND TIMEFRAME, AND VICKI COULD GIVE YOU MORE SPECIFICS ON THAT. UH, SHE'S THE ACTUAL FEMA REPRESENTATIVE THAT, UH, THE EXPERT IN THE AREA. AND THAT WOULD HELP UP TO 200 BUSINESSES AND 200 CITIZENS IF, UM, AT $2,500, UM, WITH TESTING BECOMING AS, UM, IT'S A DELAY IN GETTING TESTING AND A LONG TIME TO GET THE RESULTS BACK. SO WE RECOMMENDED, UM, HAVING SOME OF MY FUNDS SET ASIDE IF WE HAD TO PAY OUR PRIVATE LOCATION, ATTEST EMPLOYEES, JUST TO GET THAT BACK A LITTLE BIT QUICKER AND HAVE DEDICATED TESTING. AND, UH, SAME WITH HOTEL, STABLE QUARANTINED STAY. THIS IS SOMETHING THE COUNTY'S DOING AND OTHER CITIES ARE DOING. IF WE HAVE FIRST RESPONDERS, THEY'RE IN CONTACT DAILY WITH PEOPLE WHO ARE POSITIVE, IF THEY HAVE TO QUARANTINE, UH, WE WANT TO GIVE THEM A PLACE TO STAY. IT'S JUST THE ONE THING THAT WAS RECOMMENDED TO HAVE WHERE WE DON'T HAVE EMPLOYEES GOING IN SPRAYING FOR IT. UH, BUT THE CITY DETERMINED THAT 90% WAS A SUFFICIENT AMOUNT BY WHICH THE CITY COULD REQUIRE, UH, FOLKS WHO ABUT THE PROPERTY OR THE STREET THAT'S BEING NAMED, UH, TO ESSENTIALLY IT'S THE PERCENTAGE BY WHICH THEY HAVE TO GET PEOPLE TO AGREE TO CHANGE THE NAME. AND SO BACK IN 2017, THAT WAS THE NUMBER THAT WAS AGREED UPON. BUT AS MENTIONED IN THE COVER MEMO, THIS MATTER IS UP TO YOU ALL'S DISCRETION. UH, THEREFORE I'M GUESS I'M ASSUMING THAT WITH EVERYTHING GOING ON IN THE WORLD, UH, COUNCIL MEMBER BONEY SUGGESTED THAT THE CITY CONSIDER LOWERING THAT THRESHOLD TO MAKE IT EASIER FOR THE PUBLIC TO PETITION, TO HAVE A STREET NAME CHANGE. BUT AGAIN, THIS MATTER IS UP TO YOU ALL'S DISCRETION. SO, UM, IF YOU'D LIKE TO MAKE ANY OTHER CHANGES TO IT, OR IF YOU HAVE ANY COMMENTS, UH, CERTAINLY HAPPY TO, TO TRY TO ADDRESS THOSE OR TO MAKE THOSE CHANGES. NOW, THIS IS ANTHONY. AS YOU ALL KNOW, IT'S QUITE EXPENSIVE FOR, UH, RESIDENTS AND BUSINESSES TO CHANGE STREET NAMES, NOT ONLY UNTIL THE CHANGE OF THE STREET SIGN ITSELF, BUT OF, UH, KIND OF MAILING ADDRESSES, THINGS LIKE THAT. SO IT'S AN EXPENSIVE AND KIND OF TEDIOUS PROSPECT. UM, I DO KNOW THAT THERE ARE SOME CITIES THAT ARE CONSIDERING ALL THE, NOT NECESSARILY IN OUR AREA. I KNOW IN SOME OTHER STATES I'VE SEEN WHERE OTHER CITIES ARE CONSIDERING LOWERING THEIR PETITIONS REST HOLDS AS WELL OR A STREET NAME CHANGES. I DID NOT, UH, ASK STAFF TO PROVIDE A REVIEW OF CURRENT, UH, STREET NAME, CHANGE PERCENTAGES, IF THAT IS DESIRED, WE CAN CERTAINLY DO THAT AND BRING THAT BACK TO YOU ALL. OKAY. THANK YOU. THERE'S BEEN SEVERAL, UH, EMAILS, PHONE CALLS THAT I RECEIVED FROM RESIDENTS, PARTICULARLY IN, IN MY DISTRICT WHERE WE HAVE AN AREA OF SUBDIVISION THAT HAS, UH, NAMES, UH, THAT, OR IN SOME PEOPLE'S MINDS, SOMEWHAT OFFENSIVE. I DID SPEAK WITH THE HOA PRESIDENT, UH, FOR VICKSBURG AND, UH, THEY WERE IN THE PROCESS OF ALSO, UH, SHARING WITH THE, UH, RESIDENTS IN THAT AREA THAT, UH, THIS WAS A MATTER THAT, UH, HAD COME BEFORE ME AND THAT, UH, THIS IS SOMETHING THAT THE CITY IS BEING ASKED ABOUT ON A CONTINUOUS BASIS. AND THERE ARE PETITIONS THAT ARE OUT THERE, UH, ABOUT THIS MATTER AS WELL. UH, THE OTHER THING THAT I TOOK INTO CONSIDERATION AND THAT, UH, WE'RE MOVING IN A DIRECTION AND THE CITY SEEMINGLY WHERE A LOT OF PROPERTIES ARE, UM, UH, ARE BEING RENTED. AND SO IT, IT BECOMES A LITTLE CHALLENGING. UH, IF YOU HAVE 10 P 10 HOUSES ON THE STREET TO GET, UH, PROPERTY OWNERS, THE ACTUAL HOMEOWNERS, UH, TO, TO, TO AGREE ON SOMETHING LIKE, LIKE THIS. SO LOWERING THE THRESHOLD FROM 90% TO A, A MORE MODEST 70%, UH, IS SOMETHING THAT I FEEL LIKE, YOU KNOW, WOULD HELP THIS CITIZENS DECIDE ON WHETHER THIS IS SOMETHING THAT THEY WANT TO UNDERTAKE. AND IT GIVES THEM A LOT MORE, UH, ABILITY TO MAKE THAT DECISION ON THEIR OWN WITHOUT HAVING MAYBE ONE PERSON OR TWO PEOPLE, DEPENDING ON THE SITUATION, HOLD UP, UH, WHAT THEY'RE WANTING TO DO, UH, YOU KNOW, IN THEIR PARTICULAR AREA. FOR INSTANCE, WE HAVE, UH, ONE OF THE STREETS IN VICKSBURG NAMED AFTER NATHAN BEDFORD, FORREST, UH, IF YOU KNOW ANYTHING ABOUT NATHAN BEDFORD, FORREST, HE NOT ONLY WAS A CONFEDERATE ARMY GENERAL DURING THE AMERICAN CIVIL WAR, BUT HE ALSO IS, UH, MOST PROMINENTLY KNOWN [01:15:01] AS A KU KLUX KLAN GRANT. WASN'T THE VERY FIRST, UH, AND SO, YOU KNOW, WHEN YOU HAVE SITUATIONS SUCH AS THIS, UH, SITUATION, UH, YOU KNOW, YOU WANT TO GIVE THE PEOPLE, UH, MORE OF A VOICE TO BE ABLE TO EXPRESS THEMSELVES. AND I FEEL LIKE JUST LOWERING THIS THRESHOLD OF 70% WOULD BE ABLE TO DO THAT. UM, I DO NOT DISAGREE WITH YOU COUNCIL MEMBER BONING. THAT'S EXACTLY WHY I HAVE THEM REVISING THE SIGN ORDINANCE. UM, AS YOU KNOW, AND MANY OF THE OTHER COUNCIL MEMBERS KNOW THAT WE'RE ON COUNCIL, THIS WAS BROUGHT TO OUR ATTENTION, UH, PROBABLY ABOUT TWO, MAYBE THREE YEARS AGO IN REFERENCE TO NAMES AND VICKSBURG AND OTHER CONFEDERATE NAMES AROUND THE CITY. UM, SO I, I DON'T DISAGREE WITH YOU. I COMPLETELY AGREE. IT'S, IT'S KIND OF SHAMEFUL THAT OUR CITY IS RIDDLED WITH CONFEDERATE NAMES, KKK NAMES, AS WELL AS PLANTATIONS. UM, SO I MEAN, I SUPPOSE I COMPLETELY SUPPORT IT. SO, UM, I'M SORRY, YOU BRING UP A GREAT POINT TOO, MARY, UM, IN THAT, UH, WE, WE RECENTLY SAW OVER AND, UH, THE PEOPLE OF SIENNA PLANTATION THE LEADERSHIP OVER THERE MADE A DECISION TO DROP THE PLANTATION NAME. AND NOW IT'S SIANNA, UH, OVER AND OVER IN HARRIS COUNTY. UH, THE COMMISSIONER'S COURT JUST VOTED TO CHANGE THE NAME OF ONE OF THEIR STREETS, UH, FROM ROBERT E. LEE ROAD TO ANOTHER NAME ALSO, UH, IN HOUSTON A COUPLE OF YEARS AGO, UH, THE STREET DOWLING, UH, WAS RENAMED TO AMASS A AVENUE. UH, OF COURSE THOSE DECISIONS MADE BY THE LEADERSHIP, BUT I THINK THAT BY GIVING THE PEOPLE THE OPPORTUNITY TO AT LEAST HAVE A VOICE AS TO WHETHER, UH, CONSIDERING THE COST AND THINGS OF THAT NATURE, THAT WOULD BE A DECISION THAT THEY WOULD HAVE TO MAKE. UH, AND THEN OF COURSE, IF THEY DO, UH, INITIATE A PETITION AND IT COME BEFORE US, IT WOULD BE UP TO US TO MAKE THAT DECISION. BUT THANK YOU. YEAH, NO PROBLEM. YEAH, MAN, THIS IS ANTHONY MARILLAS. DO WE WANT TO MAYBE KEEP THAT SITUATION AT A HIGHER PERCENTAGE AND LEAVE IT AT 70 FOR THOSE SITUATIONS THAT DO HAVE OFFENSIVE NAMES THAT DO HAVE REALLY BAD HISTORY THAT WE AS, AS A COUNCIL WANT TO CHANGE. IF I MAY HOP IN HERE REALLY QUICKLY, I WOULD RECOMMEND THAT, UH, ANY REGULATION BE BASED, NOT ON THE CONTENT OF WHAT'S ON THE SIGN, UM, BUT ON SOME OTHER, UM, BENCHMARK OR STANDARD THAT YOU ALL MIGHT CREATE BECAUSE WHEN, OR IF THE CITIES STARTED OR WOULD START TO, UH, DIFFERENTIATE BASED ON WHAT'S IN THE SIGN. SO I WOULD RECOMMEND THAT IF THERE'S SOME OTHER STANDARD THAT YOU WOULD LIKE TO CONSIDER MAYBE A COMMERCIAL STREET VERSUS A RESIDENTIAL STREET, UM, THEN, UM, MAYBE CONSIDER A DIFFERENT STANDARD VERSUS WHAT'S IN THE ACTUAL SITE.
