[4. VETERANS MEMORIAL PROJECT UPDATE]

WHEN WE'RE GOING OVER TO ITEM NUMBER FOUR, UH, AND THAT'S TO GET THE VETERANS MEMORIAL PROJECT UPDATE.

I'LL TURN THAT OVER TO MR. MANGAN.

ALL RIGHT.

THANK YOU VERY MUCH.

UM, I APOLOGIZE.

I'M, I'M ON MY PHONE WITH THE, UH, AUDIO AND ON MY COMPUTER WITH THE VIDEO.

SO YOU MAY JUST SEE THE PICTURE AS I'M TALKING.

UM, BUT, UM, WE HAVE A QUICK POWERPOINT TO GO THROUGH, UH, TODAY, AND THIS IS IN YOUR PACKET, SO I'M NOT GOING TO READ, EXCUSE ME, UM, WORD FOR WORD, BUT WANTED TO GIVE, UH, THOSE THAT HAVEN'T BEEN ALONG FOR THE RIDE ON THE VETERANS MEMORIAL, JUST A LITTLE BIT OF THE HISTORY OF THE MEMORIAL.

UM, WE WE'VE BEEN WORKING ON THIS FOR A FEW YEARS AND, UH, WE STARTED HERE IN 2016 RE RELATED TO, TO THIS, UH, POWERPOINT, BUT, BUT THIS WAS GOING ON LONG BEFORE I GOT HERE.

UH, THE, THERE WAS A PUBLIC CONTEST FOR THE DESIGN OF THE VETERANS MEMORIAL AND, AND WHEN IT WAS FINALLY CHOSEN, IT KIND OF SAT THERE AND, UM,

[00:05:01]

THERE WAS NO FUNDS TO BUILD IT, THE, THE, THE DESIGN AND, AND THEN THE VETERAN, THE PARKS FOUNDATION WAS INITIATED IN 2016.

AND, UH, THE VETERANS MEMORIAL HAS BEEN THE FIRST PROJECT THAT THE, THE PARKS FOUNDATION HAS TACKLED IN RAISING MONEY TO THE, UH, FOR THE FOUND, UH, FOR THE, FOR THE VETERANS MEMORIAL.

UH, WE DID BREAK GROUND ON THIS, UH, LAST YEAR, UH, VETERAN'S DAY.

UH, WE WERE HOPING THAT WE WOULD BE WELL UNDER CONSTRUCTION BY NOW, BUT SEVERAL THINGS HAVE, UH, GONE AWRY AND INCLUDING, UH, KIND OF A SLOW DOWN IN FUNDRAISING, BUT ALSO WITH, UH, UH, COVID AND A LOT OF THE PEOPLE DESIGNERS, ENGINEERS NOT WORKING, OR, UM, ON A SKELETON STAFF, THINGS HAVE KIND OF, UH, SLOWED DOWN.

UM, BUT WE ARE SCHEDULED TO, UM, START CONSTRUCTION ON THAT, UM, PROJECT HERE THIS FALL TO THE NEXT SLIDE, PLEASE.

SO THIS IS A LITTLE BIT OF THE DOES, UH, JUST KIND OF A SKETCH OF THE DESIGN OF THE VETERANS MEMORIAL.

UH, THERE'S, THERE'S, IT'S VERY, VERY SYMBOLIC, UH, WITH THE FLAGS, THE TOWERS, THE STARS, UH, THE FOUNTAIN IN THE MIDDLE, ALL OF THE, HAVE A, A, UM, A, A SYMBOLISM TOWARD, UH, FOR VETERANS.

UM, AND YOU CAN READ THAT ON, ON, ON YOUR OWN TIME.

WHAT KIND OF, WHAT, WHAT IT'S GONNA LOOK LIKE VISUALLY GO TO THE NEXT SLIDE.

SO HERE'S THE FUNDING.

I KNOW THAT THIS IS, THIS QUESTION HAS COME UP QUITE A BIT, UM, AND OUR, OUR MAJOR DONORS, AS WELL AS THE AMOUNTS THAT, UH, THAT THEY'VE DONATED, THESE ARE NOT, THIS IS NOT AN EXHAUSTIVE LIST OF ALL THE DONORS.

UH, WE'VE HAD, UH, SEVERAL, YOU KNOW, A HUNDRED DOLLARS, $200, $500 DONATIONS AS WELL, UH, IN THESE EFFORTS, BUT HERE'S SOME OF THE MAJOR, MAJOR DONORS, HOW, HOW WE'RE GETTING THIS FUNDED, UM, WELLS FARGO WITH A A HUNDRED THOUSAND DOLLARS NIAGARA BOTTLING WITH 50,000, THE GEORGE FOUNDATION, UH, CAME UP WITH 200,000, UH, HEB 60,000, UH, BRICK PAVERS IS WHERE WE'RE AT THERE AND THE TOURS DISTRICT $250,000 ON TOURS.

AND THEN WE'VE, WE HAVE, UM, THE CITY OF MISSOURI CITY THAT $13,000 IS, UH, WHAT'S LEFT OVER FROM, UH, THE DESIGN, THE CITY FRONTED THE MONEY FOR THE ENGINEERING AND THE DESIGN OF THIS PROJECT.

AND SO THERE'S $13,000 LEFT OVER THERE FOR CONSTRUCTION, UM, TOOWONG ENGINEERS WITH $5,000, AND THEN WE'RE GOING TO USE $50,000 IN HOT TAX TO, UM, SO WE HAVE ABOUT, UH, $737,000, UH, FOR CONSTRUCTION, FOR CONSTRUCTION COSTS FOR, FOR THIS, UM, THE ORIGINAL COST ESTIMATE WAS, UM, JUST OVER $900,000 AND WE'VE DONE SOME THINGS TO, UM, THE VALUE ENGINEER, THE DESIGN, UH, STILL HAVING A STUNNING DESIGN AND, AND GETTING IT HOPEFULLY WITHIN THE $737,000 AND GO TO THE NEXT SLIDE.

SO THIS IS, UM, A VERY, UH, ACCURATE, UH, UM, WHERE WE'RE AT RIGHT NOW.

THIS IS WHAT WE'RE WORKING ON RIGHT NOW, UH, HERE IN THE CITY WITH, UM, WITH THE VETERANS MEMORIAL, YOU CAN SEE THAT, UM, WE ARE RIGHT AT THE BEGINNING OF SEPTEMBER, UM, ON TUESDAY, IF HE SAID, LOOK AT TUESDAY, SEPTEMBER 1ST, WE HAD A NON PRE-BID MEETING OUTSIDE, UM, WHERE THE VETERANS MEMORIAL IS GOING TO BE.

SO THAT THOSE THAT ARE LOOKING TO BID CAN ASK QUESTIONS.

UM, IT IS, UM, POSTED.

SO, UM, BIDS WILL BE ACCEPTED OR PEOPLE ARE NOW ABLE TO PREPARE THEIR BIDS.

AND, UM, WE ARE, UM, GOING TO OPEN THOSE BIDS AT, ON THE 15TH AT 2:00 PM.

SO WE'RE GETTING THERE.

UM, AND JUST A COUPLE OF WEEKS, HOPEFULLY WE'LL KNOW WHO'S GONNA HAVE THE CONTRACT AND HOW MUCH THIS THING IS GOING TO COST US.

AND, UH, WHICH MEANS THAT WE'RE GOING TO TAKE IT TO CITY COUNCIL ON OCTOBER 5TH.

AND WE'RE ASSUMING THAT, UH, UM, BY THE TIME THEY GET THEIR BONDS AND EVERYTHING IN LINE AND INSURANCE IT'LL TAKE ABOUT THREE OR FOUR WEEKS.

SO WE'RE ESTIMATING AROUND NOVEMBER 3RD, UH, TO, UH, HAVE MOVING, MOVING DIRT, UM, ONSITE.

UH, SO THAT'S KINDA WHERE WE'RE AT CURRENTLY WITH THE SCHEDULE.

NEXT,

[00:10:01]

NEXT SLIDE, PLEASE.

AND THIS IS JUST KIND OF A, UM, A VIEW, AN UPDATED VIEW OF WHAT, UH, OF WHAT THE, OF WHAT THE MEMORIAL WILL LOOK LIKE FROM THE GROUND LEVEL, UM, WITH THE BENCHES, THE COLUMNS, THE FOUNTAIN, THE STAR, THE GRASS, THE FLAGS, UM, THIS IS, THIS IS HOW IT WILL BE EXPERIENCED FROM, FROM THE GROUND LEVEL.

AND I THINK WAS THAT THE LAST SLIDE SYDNEY ON THIS ONE? YES.

AND I INCLUDED IN THE PACKET, THE APPROVED PARKS BOARD, PAVER THIS FOR EVERYONE TO SEE AS WELL.

AND THAT'S IN THE PACKET, NOT IN THE POWERPOINT, QUICK QUESTION, I'M SYDNEY.

UM, YOU KNOW, I HADN'T BEEN THAT INVOLVED UNTIL JUST RECENTLY, UM, ONCE THE, ONCE THEY ARE ASKED FOR OR NEEDED, UH, COST FROM, FROM MORE MEMBERS TO DESCEND, UM, I BELIEVE WE SAID, IF YOU COULD CON YOU CAN CONTRIBUTE HOWEVER MUCH YOU WANT.

UM, I THINK IT ALL SPLIT UP IN 13 WAYS.

IT WAS $40 OR 45.

UM, I COULD CHECK BACK TOMORROW WHEN I'M IN THE OFFICE TO SEE WHAT THE NUMBER WAS.

YEAH.

IF YOU, IF YOU JUST GIVE ME AN IDEA OF WHAT, UH, WHAT, WHAT, WHAT NEEDS TO BE PITCHED IN, THAT'D BE GREAT THAT WAY I CAN DO MY PART TOO.

YES, I DEFINITELY WILL.

AND SO THAT'S AN OPTIONAL ITEM AS WELL.

LET ME READ FROM THAT.

I MEAN, IT'S NOT MANDATORY.

IT WAS JUST A PROJECT THAT ONE OF THE MEMBERS BOUGHT.

SO IF YOU WOULD LIKE TO, IT'S, IT'S VERY MUCH OPTIONAL.

THERE'S NO PRESSURE AT ALL.

UH, AND JUST A SIGNIFICANT, WE SEND THEM THAT EMAIL THAT YOU HAD SENT OUT TO EVERYBODY, TO HIM.

I THINK THAT'LL COVER IT.

YES.

SYDNEY, WHERE DO WE STAND RIGHT NOW ON THE TOTAL DONATED SO FAR? UM, I BELIEVE WE'RE AT SOMEWHERE IN THE, EITHER THREE OR 400.

I WOULD HAVE TO LOOK AT THE BAR NUMBER INCLUDED IN THE EMAIL TOMORROW, CAUSE IT'S BOX 55.

IS THAT RIGHT? FIVE 75, FIVE 75.

JUST LET US JUST INCLUDE THAT IN THE EMAIL.

THAT'D BE GREAT.

OKAY.

IF NOTHING ELSE, I'M SURE THERE'S A GENEROUS DONOR, UH, THAT WILL MAKE SURE THAT WE MEET OUR PHOTOS.

SO, YOU KNOW, AGAIN, WE DON'T WANT TO PUT ANY PRESSURE ON ANYBODY OR, OR WHATEVER, YOU KNOW, JUST IF YOU WANT TO FEEL FREE, IF NOT, NO PROBLEM.

IT'S A PARKS BOARD THING.

I HAVE A COUPLE OF QUESTIONS FOR JASON.

YEAH.

YOU BET.

WHAT'S UP.

WELL, MY QUESTION IS WHERE DO WE KNOW WE'RE IN A CONCEPT DRAWING? DO I SEE WHERE THE PAVERS GO? YEAH.

UM, YEAH, I HAVE A DIFFERENT, I HAVE A DIFFERENT, UM, UH, RENDERING THAT WE CAN HAVE CINDY SEND OUT TOMORROW AS WELL, WHERE THE PAVERS ARE GOING TO GO.

UM, BUT BASICALLY IF YOU, UM, WELL ACTUALLY, WHY DON'T WE GO BACK TO THE ORIGINAL, THE, THE RE THAT SKETCHED, UH, UH, FOUR SLIDES BACK, IF WE CAN.

UM, THAT WAS THAT SKETCH, THAT SKETCH DESIGN THAT LOOKED LIKE FROM OVERHEAD.

THAT ONE RIGHT THERE.

THANK YOU.

UM, SO YOU SEE THAT WALKWAY BETWEEN THE PARKING LOT AND THE MEMORIAL, UH, THAT'S WHERE THAT'S WHERE THE PAVERS ARE, ARE GOING TO GO.

UM, THAT'S NOW THAT'S NOT THE PARKING LOT.

IT WAS, THIS IS JUST AN ARTIST'S RENDERING AT THE TIME.

THE THOUGHT WAS THAT'S MY GO TO COMMUNITY PARK BOAT.

WE DO NEED TO HAVE A, UH, AN ACCESSIBLE WALK, UH, BETWEEN THE PARKING AND, UH, THE MEMORIAL.

AND THAT IS THE WALK IS GOING TO BE MADE OUT OF, UH, DIFFERENT COLORED PAPERS.

UM, AND THE COLOR THAT WE'RE USING FOR, UM, THE ENGRAVED PAVERS WILL BE ONE OF THOSE.

SO, UM, IT WON'T BE ALL, UH, ENGRAVED PAVERS.

IT'LL BE SOLID, GREAT PAVERS, AND SOME SOLID PAVERS THAT WE'LL, THAT WE'LL CONSIDER THAT WE'LL MAKE UP THE, THAT, THAT WALK.

SO THAT WALK IN BETWEEN THE PARKING LOT AND THE, AND THE MEMORIAL, MY RELATED QUESTION IS I GUESS THE FOUNDATION SHOULDN'T GET SOME CONGRATULATIONS, HAVING FOUR DONORS WHO HAVE MADE OVER $50,000 DONATION.

EACH THOSE ARE PRETTY MUCH THE ONES THAT WE HAVE RELIED ON FOR ALMOST EVERYTHING.

YOU KNOW, I, WELLS FARGO GEORGE CENTER, UH, BUT THERE'S LESS THAN $10,000 HAS BEEN SOLD IN CAMBRIDGE.

IN FACT, IF YOU HAVE PAVERS START AT $300, MY CALCULATION SAYS WE'VE ONLY SOLD 18 PAVERS AT $500.

[00:15:01]

IF THEY ALL COST $500, THAT WOULD BE 18 PAVERS.

IF WE SOLD THEM AT $30, $300, WE'VE ONLY SOLD 30.

SO LET'S JUST TARGET FOR PAYER WAS SHITTY OF, YOU KNOW, 60, 70,000.

IT DOESN'T SEEM LIKE WE'VE BEEN TERRIBLY SUCCESSFUL IN SELLING THIS CONCEPT TO THE PUBLIC.

WE'RE UNDERWRITING IT THROUGH GENEROUS DONATIONS OF COMPANIES, BUT THE CONCEPT OF HONORING VETERANS, I HAVEN'T SEEN A CAMPAIGN FOR ANYTHING.

I'M JUST CURIOUS.

YEAH, CORRECT.

YEAH.

AND HONESTLY, THAT'S A, THAT'S A PARK FOUNDATION ISSUE, REALLY NOT, NOT A PARKS BOARD ISSUE, BUT I'D BE HAPPY TO TALK TO ABOUT THAT.

BUT THE THOUGHT WAS, WE'RE GOING TO SEE WHERE THE BIDS COME IN.

UM, BECAUSE WHEN WE, WHEN THE BIDS COME IN AND WE KNOW HOW MUCH WE HAVE, AND WE KNOW WHERE WE NEED TO BE, YOU KNOW, THAT'S WHERE THAT'S, WHEN WE'RE GOING TO FOCUS OUR, OUR PAVER, UM, UH, DRIVE, WE HAVEN'T DONE A CAMPAIGN.

THERE HASN'T BEEN A CAMPAIGN, JUST THE INFORMATION OUT THERE.

WE'RE KIND OF, WE'RE KIND OF GETTING THE HEADSTART AND GETTING THEM WARMED UP.

UM, AND IF IT COMES OUT THAT WE NEED X NUMBER OF DOLLARS, UH, THROUGH PAVERS OR X NUMBER OF DOLLARS THROUGH ADDITIONAL DONATIONS OR X NUMBER OF DOLLARS THROUGH ADDITIONAL GRANTS, UH, THEN, THEN WE'RE, UM, PREPARED, PREPARED TO DO, OR THE FOUNDATION IS PREPARED TO DO THAT.

SO, UM, YEAH, THERE HASN'T, THERE REALLY HASN'T BEEN A CAMPAIGN, UM, SET UP AND PUSHED OUT AND PUSHED FORWARD YET BY THE FOUNDATION YET, JUST BECAUSE WE REALLY DON'T KNOW WHERE THE BIDS ARE GONNA COME IN RIGHT NOW, YOU KNOW, VETERAN'S DAY IN NOVEMBER WOULD BE A GOOD TIME TO START PROMOTING IT.

JUST KIND OF HAVE IT OUT THERE FOR WHAT IT'S WORTH.

WELL, YOU ANTICIPATED CONSTRUCTION BEGINNING THOUGH, RIGHT? IN THE FALL.

YOU SAID THAT DOESN'T GIVE MUCH OF A WINDOW.

OH, WE CAN STILL BE RAISING FUNDS WHILE WE'RE MOVING DIRT.

FOR SURE.

OKAY.

BUT THE FOUNDATION HAS NOT ANNOUNCED ANYTHING AS TO THEIR TENSIONS OR DEADLINES OR ANYTHING AT THIS POINT.

UH, NOT, NOT UNTIL WE FIND OUT WHERE, WHERE WE'RE AT ON THE BEDS.

OKAY.

ANY OTHER QUESTIONS? COMMENTS.

ALRIGHT, JASON, THANK YOU VERY MUCH.

WE APPRECIATE THE UPDATE.

[5. REVIEW PARD CODE OF CONDUCT POLICY]

UM, MOVING ON TO ITEM NUMBER FIVE, UH, HARD CODE FOR CONDUCT POLICY.

MR. JASON.

OKAY.

OH YEAH.

I'M GOING TO TURN THE TIME OVER TO, UH, KEVIN, UH, HERE IN A SECOND.

THIS IS, UH, AGAIN, ONE OF THE THINGS THAT, UH, ACCORDING TO OUR INTERNAL PROCESS, THAT ANY, ANY TIME THAT WE IMPLEMENT A, A POLICY OR PROCEDURE THAT AFFECTS THE PUBLIC, WE WANT TO BRING IT TO YOU FOR YOUR INPUT FOR YOUR, UM, NOT NECESSARILY APPROVAL, BUT WE WANT YOUR TO PUT YOUR EYES ON IT.

WE WANT THE FRESH EYES AND, AND THOSE THAT REPRESENT THE RESIDENTS OF, OF MISSOURI CITY TO TAKE A LOOK AT THIS AND PROVIDE US SOME INPUT.

SO THIS IS THE DRAFT OF OUR, UM, OUR CODE OF CONDUCT.

UH, THIS IS SOMETHING WE, WHEN WE, WHEN WE TOOK A LOOK AT THIS, UH, THIS IS ONE OF, THIS IS ONE OF THE STANDARDS THAT WE NEED TO MEET FOR OUR CAPRA ACCREDITATION.

BUT WHEN, WHEN WE WERE LOOKING AT THIS, WE, WE THOUGHT, HEY, LET'S DO SOMETHING THAT'S, THAT'S, UM, BROAD THAT WE CAN USE FOR JUST BEING IN A PARK.

THIS IS THE CODE OF CONDUCT FOR BEING A PARK.

THIS IS A CODE OF CONDUCT FOR, UM, PLAYING IN A SPORT, A LEAGUE OR WHATEVER.

SO, UM, WE, WE REALLY LIKE, UH, THE, THE, THE WAY THIS CAME OUT, BUT WE ARE ALSO, UM, WILLING TO, YOU KNOW, HAVE YOU GUYS TAKE A GOOD LOOK, UH, HOPEFULLY YOU'VE HAD A CHANCE TO READ IT AND, UH, PROVIDE ANY FEEDBACK OR, UH, UM, THINGS THAT DON'T MAKE SENSE, UH, OR, OR THINGS THAT WE COULD IMPROVE UPON ON THIS.

SO I'LL GO AHEAD AND TURN IT OVER TO KEVIN, UH, GOOD EVENING EVERYONE.

AND THANK YOU, JASON, FOR THE BACKGROUND ON THAT.

UM, YEAH, WE BASICALLY WANTED THIS TO BE COMPREHENSIVE CODE OF CONDUCT, LIKE I SAID, TO, TO REALLY, TO APPLY TO ANYTHING THAT RELATES TO PARKS AND RECREATION WITHIN THE CITY.

UM, AND SO WE WANTED TO MAKE IT AS, AS, UM, AS BROAD, BUT ALSO AS, UM, SUCCINCT AS POSSIBLE.

UM, SO WE'VE KIND OF BROKEN INTO FOUR MAIN TENANTS, UM, RESPECT FOR ALL PERSONS.

SO BASICALLY DISRESPECTING OTHER PARTICIPANTS, UM, STAFF, UH, MAKING SURE WE'RE BEING COURTEOUS, UH, RE BEHAVING IN A RESPONSIBLE MANNER.

UM, NOT ENGAGING IN A BEHAVIOR THAT'S ENDANGERING PEOPLE, UH, OR UNACCEPTABLE BEHAVIOR, YOU KNOW, PROFANITY AND OBSCENE GESTURES AND, UH, FIGHTING OR PHYSICAL ABUSE AND THINGS LIKE THAT.

UM, RESPECT FOR ALL PROPERTIES.

SO MAKING SURE THAT, UH, WE'RE BRINGING AWARENESS TO THE FACT THAT CITY FACILITIES BELONG TO THE COMMUNITY.

[00:20:01]

WE WANT TO MAKE SURE THAT, YOU KNOW, THE PERSON THAT COMES IN AFTER YOU, UH, HAS THE SAME OPPORTUNITY TO ENJOY A SAFE, CLEAN, AND ENJOYABLE, UM, EXPERIENCE WITH THE FACILITY AND MAKING SURE THAT, YOU KNOW, RESPECTING OTHER PEOPLE'S PROPERTIES WHILE WE'RE ON CITY PROPERTY AS WELL, UM, RESPECTING THE EQUIPMENT.

SO NOT ATTEMPTING TO BREAK OR MISUSE ANY OF OUR CITY EQUIPMENT OR FIXTURES OR PLAYGROUNDS AND THINGS LIKE THAT, AND ALSO TO BE PROACTIVE AND CONTACT US IF THEY SEE SOMETHING THAT IS IN NEED OF REPAIR OR REPLACEMENT.

UM, AND FINALLY THE RESPECT FOR THE ENVIRONMENT, UM, MAKING SURE TO BRING AWARENESS THAT, UM, YOU KNOW, NOTHING CAN TURN SOMEONE'S OPINION ABOUT A PARK, UH, SOUR FASTER THAN SEEING A BUNCH OF LITTER AND TRASH OUT THERE.

UM, MAKING SURE WE'RE DISPOSING OF OUR WASTE PROPERTY AND CONSIDERING THE IMPACTS.

UM, BUT WHAT THAT DOES WHEN WE DON'T DO THAT, UM, NOT ONLY ON THE OTHER PEOPLE OUT THERE, BUT ALSO THE WILDLIFE AND OUR, AND OUR ENVIRONMENTAL QUALITY, UM, AND ALSO WHAT WE TAKE FROM THE PARKS, MAKING SURE THAT PEOPLE HAVE THE SAME OPPORTUNITIES TO EXPERIENCE, YOU KNOW, DISCOVERING NEW THINGS BY NOT TAKING COOL THINGS OUT OF THE PARK, UM, THAT TAKE IN AND AVOID DAMAGING LIVE TREES AND PLANTS AND BEING RESPECTFUL.

UM, AND SO IT'S, IT'S VERY, IT'S A LITTLE BIT BROAD, BUT IT'S ALSO, I THINK I'M ABLE TO TOUCH ON PRETTY MUCH MAKING SURE THAT PEOPLE ARE JUST BEHAVING RESPECTFULLY AND REALLY KIND OF CREATING A CULTURE OF HAVING OUR COMMUNITY BECOME GOOD STEWARDS OF OUR ENVIRONMENT AND OUR FACILITIES WHILE THEY'RE USING THEM.

GIVE THEM AS A COMMENT FEEDBACK, HAPPY TO HAVE IT AT THIS TIME.

I HAVE A QUESTION, KEVIN, SUSAN, CAN YOU HEAR ME? YES.

MA'AM UM, WILL THIS BE POSTED IN ALL AREAS AND HOW WILL PEOPLE, IF SOME OF THE CODE OF CONDUCT, I KIND OF CUT OUT THERE AFTER HE SAID AFTER THEY VIOLATED, UM, THE, I THINK THE IDEA IS THAT I GUESS THIS IS SOMETHING WE WANTED TO MAKE IT, THAT WE COULD PUT THIS UP ON A PARK SIGN, POSTED OUR FACILITIES, PUT IT ON OUR WEBSITE.

UM, AS FAR AS THE ENFORCEMENT GOES, UM, OBVIOUSLY SOMEONE HAS TO SEE IT SOMEONE, BUT IT GIVES US THE OBD-II THE ABILITY TO SEEK ENFORCEMENT OF VIOLATIONS TO THE FULLEST EXTENT AVAILABLE, UM, AS NECESSARY.

BUT AGAIN, I DON'T THINK IT'S INTENDED TO BE A PUNITIVE DOCUMENT.

IT'S REALLY MORE ABOUT EDUCATION AND AWARENESS.

AND, UM, AND, AND THAT'S THE KEY, I, THIS IS JASON, LET ME JUMP IN REAL QUICK.

THIS THAT'S THE KEY, UH, THIS, THIS ISN'T AN ORDINANCE, THIS ISN'T, UH, PASSED BY CITY COUNCIL.

UM, THIS DOESN'T HAVE, YOU KNOW, UH, LAW ENFORCEMENT TIED TO IT.

THIS IS, THIS IS JUST AN, AN EDUCATIONAL PIECE WHERE WE, WHERE WE HAVE THE OPPORTUNITY TO, UM, AND GET OUR RESEARCH SHOWS THAT NINE TIMES OUT OF 10, WHEN YOU EDUCATE PARK USERS ABOUT, UH, UM, NEGATIVE BEHAVIOR THAT, THAT, THAT FIXES IT.

UM, SO THAT'S, THAT'S REALLY THE KEY THERE IS TO TRY TO MAKE IT AN EDUCATIONAL, UM, INFORMATIONAL AND NOT PUNITIVE.

THIS IS MARY ROSS.

I HAVE A, I DON'T KNOW IF IT'S MORE OF A COMMENT THAN A QUESTION, BUT IN TODAY'S DAY WITH, DEPENDING ON THE DAY DAYS OF THE PANDEMIC AND KNOWING THAT IT'S GOING TO GET WORSE BEFORE BETTER, I GUESS, UH, IN THE PARKS AISLE, I DIDN'T GET TO READ EVERYTHING, BUT I READ ALMOST EVERYTHING AND I DIDN'T SEE THE REQUIREMENT, UH, THE REQUIREMENT FOR WEARING A MASS ON THE PROMPT CITY, PROP PARKS PROPERTIES.

AND IF SO, UH, IF, IF THERE'S A REQUIREMENT TO WEAR A MASK AND SOMEONE DOES NOT WEAR A MASK, UM, I GUESS THEM NOT WEARING A MASK, WOULD THAT FALL UNDER, DO NOT ENGAGE IN ANY BEHAVIOR THAT WOULD ENDANGER HEALTH, SAFETY, OR WELLBEING OF OTHERS AND HOW CAN CAN, OR WILL THAT BE ENFORCED? SO IT'S A PRETTY BIG DEAL.

NOBODY WANTS TO CATCH THIS COVID DISEASE.

YEAH.

MARY, THANKS FOR BRINGING THAT UP.

AND, AND, UM, I THINK IT'S IMPORTANT TO NOTE THAT WE DO NOT REQUIRE MASKS, UH, IN CITY PARKS, UH, THE MASS ORDER, NO, UM, PEOPLE ARE, ARE ALLOWED TO BE IN CITY PARKS.

WE ACTUALLY ENCOURAGE, UH, THERE'S BEEN RESEARCH THAT SHOWS THAT OUTSIDE IS ONE OF THE BEST PLACES YOU CAN BE, UH, FOR THIS OR THIS COVID, UH, THING.

AND, AND WE'VE SEEN AN UPTICK IN, UH, THE PEOPLE, PEOPLE USING PARKS, UH, AS PART OF THE, UH, YOU KNOW, AS A WAY TO, TO RECREATE CAUSE MOVIE THEATERS HAVE BEEN CLOSED AND, YOU KNOW, EVERYTHING ELSE INDOORS.

AND SO WE ARE, WE ARE ENCOURAGING PEOPLE TO, TO BE OUTSIDE, TO BE ON THE TRAILS, TO, UH, BE HEALTHY.

[00:25:01]

UH, WE DO HAVE SOME, SOME ELEMENTS OF OUR PARKS THAT ARE CLOSED.

UM, OUR RESTROOMS ARE CLOSED.

UM, OUR PLAYGROUNDS ARE TECHNICALLY CLOSED, EVEN THOUGH THEY DO STILL GET SOME USE.

UM, AND THOSE SIGNS ARE POSTED.

AND, UH, THE, THE, AND THE, THE MASS QUARTER HAS BEEN ISSUED BY THE MAYOR AND THE MAYOR'S OFFICE.

AND IT EXPLAINS WHAT THE REQUIREMENT IS.

SO YEAH, YOU DO HAVE TO WEAR IT AT THE RECREATION CENTER CAUSE WE ARE OPEN FOR LIMITED OPERATIONS.

THEY'RE VERY GOOD ABOUT WEARING MASKS IN DOORS AND WE DO ENFORCE THAT.

UM, AND, UM, SO, SO BUSINESSES, BUSINESSES ARE REQUIRED TO, TO ENFORCE THAT.

AND THERE IS, THERE IS SOME PENALTIES THAT CAN BE, UM, UH, ASSESSED, UH, FOR THOSE THAT AREN'T, UH, FORCING IT, BUT THE PARKS IT'S, IT'S DEFINITELY NOT A REQUIREMENT TO BE WEARING MASKS OUTSIDE.

THAT'S THE THING THAT'S ENCOURAGING IN ONE WAY.

I MEAN, EVERYBODY DOESN'T WANT TO HAVE TO DO THEM.

I'LL DO IT ALL THE TIME, BUT I, I, I DON'T KNOW.

I JUST, I WAS SURPRISED NOT TO SEE AT LEAST A DISTANCE DISTANCE, A REQUIREMENT, UH, THAT PEOPLE UNRELATED TO EACH OTHER MAINTAIN A CERTAIN DISTANCE FROM EACH OTHER.

AND MAYBE I'M JUST BEING A LITTLE TOUGH, BUT WELL, NO, I THINK YOU BRING UP SOME GOOD POINTS, BUT, YOU KNOW, REMEMBER WE WANTED SOMETHING THAT WAS VERY BROAD AND NOT VERY NOT SPECIFIC.

UM, AND SO IN MY OPINION, THAT WOULD, THAT WOULD FALL INTO THE RESPECT, RESPECT TO OTHERS, UM, YOU KNOW, KEEPING THAT RESPECTFUL DISTANCE AND, AND IT GIVES US THAT, THAT FREEDOM TO BE ABLE TO, OKAY, AS PART OF OUR CONDUCT CODE OF CONDUCT, WE'RE ASKING PEOPLE TO RESPECT OTHERS, PLEASE RESPECT OTHERS BY KEEPING SIX FEET DISTANCE, RIGHT? LIKE WE CAN, WE CAN POST THOSE SIGNS AND WE CAN EDUCATE AND EDUCATE THAT WAY.

SO IT GIVES US THAT FLEXIBILITY TO, UM, TO UTILIZE THIS CODE OF CONDUCT, TO, TO EDUCATE PEOPLE ABOUT WHATEVER IT IS, WHETHER IT'S SOMETHING LIKE COVID OR WHETHER IT'S PEOPLE FIGHTING OVER PAVILIONS OR, OR, OR WHATEVER THE CASE MAY BE.

WELL, LET ME JUST SAY, I'M NOT EVEN TOUCHING THAT OTHER STUFF.

I'M TALKING ONLY ABOUT COLBY.

THAT'S ALL, THAT'S THE ONLY THING I HAVE QUESTIONS ABOUT JUST FOR THE RECORD, UH, TOOLS IS ON THE LINE.

I KNOW WHEN I STARTED OUT, WE PROBABLY HAD SOME TECHNICAL DIFFICULTIES, BUT LET THE RECORD SHOW THAT, UH, SUSAN IS ON THE LINE NOW.

UH, ARE THERE ANY OTHER QUESTIONS WITH REGARDS TO THIS ITEM? YEAH, THIS IS FROM SAYING, I HAVE A QUESTION.

HAVE WE HAD ANY INCIDENTS, YOU KNOW, WITH THE PARKS AND THE DISTANCING IN THE MASS? HAVE WE HAD ANYTHING COME UP? NO, WE HAVEN'T HAD ANY MAJOR ISSUES RELATED TO COVID, UH, IN OUR PARKS OTHER THAN THE FACT THAT WE CLOSED THE PLAYGROUNDS AND PEOPLE TEAR DOWN THE CAUTION TAPE AND, AND STILL STILL PLAY ON THE PLAYGROUND.

SO THAT'S REALLY, THE ONLY ISSUE IS SOME PEOPLE HAVE GOTTEN INTO BALL FIELDS THAT ARE CLOSED, BUT, UM, UM, THAT, THOSE, THOSE ARE REALLY THE ONLY, ONLY ISSUES WE'VE HAD, UM, IN THE REC CENTER.

UH, WE'VE HAD A COUPLE OF PEOPLE THAT HAVE, UH, INDICATED THAT, UH, THEY HAVE HEALTH CONCERNS AND, UM, THAT THEY, THAT THEY CAN'T WEAR A MASK.

AND, AND, UH, SO WE'VE, UH, ACCOMMODATED THOSE PEOPLE AS WELL.

UH, BUT SO FAR EVERYBODY'S BEEN, BEEN REALLY GOOD.

I HAVE A COMMENT ON THAT, PENNY.

HI, THIS IS DON.

AND I GO TO WORK EVERY MORNING FOR A WALK.

AND I WOULD SAY HALF OF THE PEOPLE THERE WEAR A MASK DURING THE WALK, AND IF WE'D COME ACROSS A THEM, WHEN THEY WANT TO PASS US, CAUSE WE'RE SLOWER, WE MOVE OFF TO THE SIDE AND THEY MOVE UP TO THE OTHER SIDE AND GO BY.

SO PEOPLE ARE RESPECTING OTHER PEOPLE'S SPACE.

I SEE THAT EVERY MORNING.

AND THEN IF WE STOP TO TALK TO SOMEONE, WE ARE A DISTANCE APART, EVEN THOUGH WE HAVE MASKS.

SO I'M ENCOURAGED BY THAT, AT LEAST IN ONE PART.

I THINK THAT'S A GOOD IDEA BECAUSE I DON'T THINK WE WANT TO BE IN A POSITION TO HAVE TO TRY TO POLICE THIS BECAUSE WE CAN'T POLICE IT.

AND I'LL WEIGH IN HERE A LITTLE BIT TOO.

AND, AND JASON, I, I, I GUESS IT'S A QUESTION OF SOME SORT, BUT I THINK THE, THE INTENTION, IF I'M CORRECT, IS THAT THIS IS A CODE OF CONDUCT THAT CAN BE USED IN PARKS FOR THE DURATION OF PARKS IN MISSOURI CITY WITH MODIFICATIONS IN THE FUTURE.

WE NEED TO.

UM, BUT WHEN IT COMES TO

[00:30:01]

THE KOBE STUFF, THIS IS, THIS IS REALLY MORE OF A QUESTION ABOUT CITY ORDINANCES, RIGHT? UM, YEAH, YEAH.

TO A CERTAIN EXTENT YOU'RE RIGHT.

UH, YES.

THIS IS SOMETHING THAT WE WANT TO USE, YOU KNOW, UM, IN PERPETUITY, UH, THROUGH OUR PROGRAMS, THROUGH OUR PARKS FOR, UM, YOU KNOW, HOW PEOPLE INTERACT WITH EACH OTHER, WE WANT TO EDUCATE PEOPLE THAT THIS IS, THIS IS EVERYBODY'S PARKS, THAT'S RESPECT EACH OTHER.

LET'S RESPECT OUR PARKS, DISRESPECT, OUR LAND LET'S RESPECT THE NATURE.

UM, LET'S RESPECT OTHER PEOPLE'S PROPERTY.

UM, BUT, UH, YEAH, THE COVERT STUFF, IT'S, IT'S NOT, NOT SETTING ORDINANCE, BUT MORE, UM, BECAUSE IT'S A, UM, DECLARED STATE OF EMERGENCY.

IT'S A, IT'S, IT'S AN EXECUTIVE ORDER.

SO ANYTHING RELATED TO THE CITY OF MISSOURI CITY MAYOR FORD CAN CREATE THE ORDER TO, UM, MANDATE MASKS OR, OR, OR WHATNOT.

SO, UM, UM, NOT, NOT QUITE ORDINANCE, BUT YES, FROM A CITY LEVEL, FROM A, UH, IT'S, IT'S MORE OF A CITY LEVEL ISSUE FOR THE COPING STUFF.

YES.

I HAVE A QUESTION FOR KEVIN OR WILL THE COACHES RECEIVE THIS STATEMENT, UH, IS A PAPER STATEMENT IN THEIR HANDS.

I RECALL ONE OF THE INCENTIVES FOR ME TO GET INTO COACHING YEARS AND YEARS AGO WAS HOW SOME OF THE PEOPLE, THE COACHES SHOUTED AT THE KIDS DEMANDED THINGS OF THE KIDS THAT WERE NOT PHYSICALLY PROPER FOR THEM, BUT THEN AGE.

AND I THINK THEY SHOULD HAVE THIS PIECE OF PAPER BECAUSE I'VE HAD THIS DISCUSSION WITH SOME OF THE PEOPLE THEN ABOUT A RESPECT FOR JUMPER.

WELL, WE CAN DEFINITELY DISSEMINATE IT TO THE RSA GROUPS AND, UH, ADVISE THEM TO GIVE IT OUT TO THEIR INDIVIDUAL COACHES.

UM, BUT FOR LIKE USER GROUPS THAT CAN JUST COME OUT AND RENT THE FIELDS ON AN HOURLY BASIS, UM, WE CAN GIVE IT TO THEM WITH A RENTAL AGREEMENT, BUT WE CAN'T GUARANTEE THAT IT'S GOING TO GET TO THE INDIVIDUAL HANDS AND EVERY SINGLE COACH, BUT THAT'S, I GUESS THE WHOLE IDEA TO POST IT PUBLICLY AT THE PARKS, PUT IT ON THE WEBSITE, UH, POSTS AT THE FACILITIES.

SO THAT THERE'S REALLY, I MEAN, REALLY NO EXCUSE AT THAT POINT THAT IF SOMETHING HAPPENS, WELL, WE HAVE A CODE OF CONDUCT THAT YOU'RE CLEARLY VIOLATING.

SO YEAH, WE CAN DEFINITELY SEND IT OUT TO THE, THE USER GROUPS THAT WE HAVE ACCESS TO.

THANK YOU.

ANY OTHER QUESTIONS OR COMMENTS? I JUST WOULD LIKE TO SAY THAT, I THINK THAT THE WAY THAT Y'ALL PUT THIS INTO THESE CATEGORIES IS FANTASTIC AND I DO GREATLY APPRECIATE THAT.

SO THANKS TO JASON AND KEVIN AND BOTH FOR GETTING IT DONE THAT WAY.

[6. DISCUSS NOMINATIONS FOR THE CITY VOLUNTEER PROGRAM AND THE WINNER FOR THE DEPARTMENTAL VOLUNTEER OF THE YEAR AWARD]

ALL RIGHT.

WITH THAT BEING SAID, THANK YOU VERY MUCH.

YOU DID A VERY GOOD JOB, KEVIN, UH, WITH YOUR PRESENTATION AND SEE WHETHER WE WENT TO ITEM NUMBER SIX, UH, DISCUSSING NOMINATIONS FOR THE CITY VOLUNTEER PROBLEM AND THE WINNER FOR THE DEPARTMENTAL VOLUNTEER OF THE YEAR AWARD.

JASON.

UH, YES.

SO STEER, WE DECIDED THAT WE WE'RE GOING TO HAVE THE DEPARTMENTS VOLUNTEER OF THE YEAR, UM, BE THE NOMINATION OR OUR NOMINATION FOR, UM, THE, THE CITY VOLUNTEER OF THE YEAR, BE THE DEPARTMENT, UH, VOLUNTEER OF THE YEAR AWARD.

UM, AND SO WE, UM, WANTED TO, TO BRING THAT TO YOU ALL FOR, UM, IDEAS, THOUGHTS, NOMINATIONS, IT DOESN'T HAVE TO BE DONE TONIGHT IN THIS MEETING.

UM, WE WOULD BE HAPPY TO, UH, TAKE YOUR EMAILS, IDEAS, UH, DIFFERENT THINGS LIKE, UH, UM, JUST, JUST THOUGHTS THAT YOU MAY HAVE ABOUT PEOPLE WHO HAVE, UH, GIVEN, UH, TO, UH, THE DEPARTMENT OR HAVE JUST BEEN VOLUNTEERS, UH, IN THE AREAS OF, UH, PARKS, RECREATION, CONSERVATION, UM, WHATEVER, WHATEVER THE CASE MAY BE.

AND, UM, AND WE CAN START, START THE PROCESS OF, UM, OF GETTING OURSELVES A DEPARTMENT VOLUNTEER OF THE YEAR.

THANK YOU VERY MUCH FOR THAT BACKGROUND INFORMATION.

AND SO, UH, I'LL OPEN IT UP FOR COMMENTS, DISCUSSION NOMINATIONS, OR ACTIONS TO THE GROUP WITH REGARDS TO, UH, NOMINATIONS FOR THE VOLUNTEER PROGRAM.

UM, ANY FEEDBACK OR COMMENTS FROM ANYONE RIGHT NOW, AND I GUESS, UH, W CAUSE WE HAVE SOME NEW FOLKS ON BOARD.

UM, CAN YOU GIVE THEM A LITTLE BACKGROUND, UH, JASON, IF

[00:35:01]

YOU DON'T MIND FOR OUR NEW PARKS BOARD MEMBERS, UH, WITH REGARDS TO THE, UH, VOLUNTEER PROGRAM, UH, IN THE WINTER AND KIND OF HOW WE GOT TO THIS POINT.

UM, SO WHAT SPECIFICALLY ARE YOU LOOKING FOR? WE, WE, UM, THE, THE CITY, THE CITY HAS, UH, IN RECENT YEARS DEVELOPED A VOLUNTEER PROGRAM, THE MVP PROGRAM, UM, THIS IS A WAY TO KIND OF COORDINATE, UM, ALL OF THE VOLUNTEERS WITHIN THE CITY, UM, PROVIDES A CLEARING HOUSE FOR BACKGROUND AND, AND, UH, TRACKING, TRACKING, UH, HOURS AND, AND, UH, MAKING SURE THAT VOLUNTEERS ARE GOING THROUGH A CORRECT PROCESS OF ORIENTATION, BACKGROUND CHECK, ET CETERA, ET CETERA.

SO ANY OF THE VOLUNTEERS THAT VOLUNTEER WITHIN THE PARKS AND RECREATION DEPARTMENT, UM, GO THROUGH THAT, THAT PROCESS OF GOING THROUGH, UM, THE MVP PROGRAM OR PART OF THEIR PROGRAM IS AN ANNUAL, UM, WINTER, UH, OF, OF THE CITY'S VOLUNTEER OF THE YEAR.

UH, THE LAST COUPLE OF YEARS, UH, OUR DEPARTMENT, UM, THE PARKS BOARD, I MEAN, THE PARKS BOARD HAS HAD THE DESIRE TO HAVE A UNIFIED NOMINATION FOR, UM, FOR THAT MVP AWARD.

UM, THROUGHOUT THAT PROCESS, UM, WE HAVE, YOU KNOW, AS, AS THE CITY WAS DEVELOPING THEIR PROCESS, WE WERE ALSO IN THE PROCESS OF, OR THE Y'ALL, THE PARKS BOARD WAS IN THE PROCESS OF DEVELOPING AN AWARD FOR, FOR A PARKS AND REC VOLUNTEER OF THE YEAR AND NAMING IT AFTER, UM, ONE OF OUR FORMER STAFF MEMBERS, UH, EBONY, UH, EBONY G.

SO, UM, THEY WERE KIND OF GOING ON SIMULTANEOUSLY AND WE THOUGHT, WHY DON'T WE JUST MARRY THE TWO, UM, HAVE A DEPARTMENTAL, UH, VOLUNTEER OF THE YEAR.

AND, UH, THAT PERSON WILL RECEIVE A NICE LITTLE, UH, AWARD FROM, FROM, FROM THE PARKS BOARD.

UH, AND THEN THAT PERSON BECOMES THE NOMINEE FOR, UM, FOR THE CITY'S PROGRAM.

UH, LAST YEAR, I BELIEVE IT WAS, UH, DIANE AND, AND ADRIAN, UM, DEVELOPED THE WRITEUP FOR OUR NOMINATION.

UM, AND, UH, SO, SO DIANE, DIANE, YOU, YOU, YOU WERE INVOLVED WITH THAT, WEREN'T YOU? I THINK IT MIGHT'VE BEEN, UH, NOT SURE JOHN PAM, WE WERE ALL INVOLVED.

YES, YES.

YEAH.

SO LAST YEAR WAS THE FIRST YEAR THAT WE'VE KIND OF GONE THROUGH THIS PROCESS AND WE JUST WANT TO MAKE SURE THAT WE CONTINUE THIS PROCESS AND, AND, UH, FIND SOMEONE WHO'S WHO'S WORTHY OF, OF THE WORK THAT GOES ON AND IS SUPPORTIVE OF, UH, THE WORK THAT WE DO, UH, AND CREATING A BETTER LIFE AND QUALITY OF LIFE FOR MISSOURI CITY RESIDENTS.

THANK YOU VERY MUCH.

I APPRECIATE THAT.

IT KIND OF GIVES THE NEW MEMBERS A LITTLE BACK WHEN, UH, WITH THAT BEING SAID, UH, I'LL, I'LL OPEN IT UP FOR DISCUSSION FOR NOMINATIONS AND CLARITY TONIGHT IS NOT THE ONLY NIGHT, UH, THAT WE MAY HAVE NOMINATED MISSIONS.

I MEAN, WE'LL, WE CAN ALSO PUT THIS ON.

I THINK WE COULD STILL MAKE SURE BY THE NEXT MEETING, WE HAVE A CONSENSUS ON WHAT WE WOULD WANT TO NOMINATE.

UH, BUT, UH, AGAIN, WE JUST WANT TO KIND OF START THE THOUGHT PROCESS AND DISCUSSION, UH, ANY COMMENTS OR WHAT HAVE YOU, TOM AND REGGIE, UM, NICKEL'S ALREADY BEEN, UM, CITY VOLUNTEER OF THE YEAR.

DO YOU KNOW? OKAY.

OKAY.

BUT THERE'LL BE A CONFLICT OF INTEREST AND HE'S ON THE PARKS FOUNDATION OR I DON'T THINK SO.

OKAY.

CAUSE THEY'VE DONE A LOT FOR THE STUDY.

THEY'RE ALSO INSTRUMENTAL IN THE MEMORIAL TREE PROGRAM.

THEY JUST RECENTLY GOT ON THE MISSOURI CITY GREEN BOARD.

SO THAT'S JUST A THOUGHT, IT'S A GOOD ONE.

YEAH.

ANY OTHER SUGGESTIONS OR COMMENTS OR ANYONE WHO'S A CHLORINATOR WANT TO SPEAK UP? WE ALSO UNDERSTAND THAT THIS IS A PUBLIC MEETING AND IF THERE'S SOMEONE THAT, YOU KNOW, YOU'RE TRYING TO SURPRISE OR SOMETHING LIKE THAT, THEN BY ALL MEANS, WRITE SOMETHING UP IN AN EMAIL, SEND IT TO SYDNEY.

WE CAN, WE CAN COMPILE, UM, UH, THE IDEAS AND, UM, BRING IT, BRING IT BACK TO Y'ALL UM, AT THE NEXT, UH, THE NEXT NEXT MEETING.

OKAY.

WELL, UH, THINK ABOUT IT.

WE'LL I MEAN, WE ALREADY GOT A ONE SUGGESTION, I THINK.

UM, UH, DIANE,

[00:40:01]

CAN I SAY THAT YOU'RE A NOMINATION? YES.

YES.

OKAY.

SO WE'LL WAIT TO HEAR IF WE GET ANY MORE.

AND OBVIOUSLY WE KNOW THAT THE VAST AMOUNT OF GOOD THINGS THAT THEY'VE DONE FOR THE CITY AS A WHOLE AND ESPECIALLY THE U.

UH, SO WITH THAT BEING SAID, I WANT TO MAKE SURE I KEEP MOVING FORWARD.

IF THERE'S NO OTHER DISCUSSION

[7. STAFF REPORTS]

ON THIS, WE'LL MOVE ON TO ITEM NUMBER SEVEN, STAFF REPORTS, TAP REPORTS, LET'S START WITH, UH, PARK PROJECTS, UH, MR. RANDY.

SO, UH, YOU HEAR ME? YES.

I CAN TELL YOU'RE STARTING OFF AT AMERICAN LEGION.

UH, PROJECT IS PRETTY MUCH FINISHED.

UM, MAYBE A FEW LITTLE DETAILS THAT WE KEEP OUT TO BE CORRECTED IF YOU'LL GET A CHANCE TO GO BY THE PARK AND, AND SEE THE NEW FACILITY AND, UM, FEEL FREE TO DO IT.

CAUSE IT LOOKS A LOT DIFFERENT THAN IT DID A YEAR AGO.

THIS TIME, UM, PARK ASSESSMENT IS CONTINUAL ITEM ON THIS PROJECT LIST.

UH, UH, THE IN HOUSE STAFF, WE'RE STILL WORKING ON A FEW LITTLE PROJECTS HERE AND THERE AS WE, AS WE GO THROUGH TIME.

UM, MOSLEY PARK, UM, APOLOGIZE.

LAST BOOK.

WE HAD THIS ON THERE, UM, MOSTLY ABOUT THE PARKING LOT AND FOR WHATEVER REASON, UM, DID NOT INCLUDE A PHOTO OF THE PARKING LOT.

SO I WANTED TO INCLUDE THAT THIS MONTH ON THAT, UM, TO GET A CHANCE TO GO BY MOSLEY.

UH, THERE'S, THERE'S ACTUALLY NEW PARKING LOT THERE AND, UH, THINGS ARE LOOKING ALONG BETTER FROM AN APP ON THE NEXT PROJECT IS THE PARK SIGNAGE PROJECT.

AND THERE'S THREE PARKS IN LINE FOR NEW PARK SIGNS.

UH, ONE OF THEM, UM, THE PICTURE OF THE OLD ONE IN YOUR PACKET IS, UH, HAS BEEN THERE FOR PROBABLY CLOSE TO AROUND 15 YEARS OR SO.

SO THE NEXT PAGE SIDNEY WAS NICE ENOUGH TO KNOW HOW TO GET THE PDF DRAWINGS OF THE THREE PROPOSED SIGNS, UH, ON THE PIECE OF PAPER FOR ME, I APPRECIATE THAT SYDNEY THAT'S SHOW ME HOW YOU DID THAT.

ANYWAY.

UM, WE'VE GOT MOSLEY PARK, WRONG PARK AND INDEPENDENCE PARK THAT ARE SCHEDULED.

THE, THE SIGNS, UM, ARE UNDER FABRICATION WITH THE CONTRACTOR.

AND, UH, USUALLY THAT WAS AROUND A SIX WEEK PROCESS.

SO HOPEFULLY BY NEXT MONTH, WE WILL HAVE A LITTLE MORE INFORMATION ABOUT THE POSSIBLE CONSTRUCTION TIME ON THAT.

UM, FIRST FELONY TRAIL IMPROVEMENTS OF, UH, THE CITY'S CONTRACTOR THAT DOES FOR YOUR PARENTS AND SIDEWALKS HAS BEEN, UH, WORKING WHEN HE COULD THROUGHOUT JULY AND AUGUST ON THAT SECTION OF TRAIL.

AND THERE IS ONLY ONE SMALL PIECE THAT IS REMAINING TO BE POURED AROUND.

I THINK HIS RIM ROCK AND, UH, THE, UH, SECTION ALL THE WAY DOWN TO HERE TO COLONY.

SO, UH, THAT'S A BIG IMPROVEMENT.

WE'VE HAD A LOT OF ISSUES WITH THAT OLD DG TRAIL BACK IN THERE WITH DRAINAGE AND EVERYTHING AROUND IT.

SO HOPEFULLY, UH, THE CONCRETE TRAIL WILL BE A BIG IMPROVEMENT AND THAT'S ABOUT ALL OF THE PROJECT, UH, CHANGES, UH, FOR THIS MONTH.

SO ANYONE HAS ANY QUESTIONS FEEL FREE TO ASK THEM IF NOT, THAT MEANS NO REPORT, HEY, RANDY, I'D LIKE TO REAL QUICKLY POINT OUT THE FIRST COLONY TRAIL.

LIKE THAT'S A, THAT'S A HUGE THING FOR AT LEAST ME AND THE RESIDENTS IN THIS PART OF HER SCHOLARLY.

IT WAS A BIG SIGN OF, UH, TRUST FROM, FOR THE RESIDENTS HERE.

THEY'RE THEY THEY'VE, THEY'VE KIND OF, UH, COME TO TERMS WITH THE FACT LIKE, YEAH, MISSOURI CITY IS ACTUALLY KITTEN DOES CARE ABOUT US A LITTLE BIT.

SO IT'S A HUGE IMPROVEMENT.

I DID SEE THE PART OF THE TRAIL THAT, UH, WE'RE STILL WORKING ON.

UH, AND IT'S NOT, IT'S NOT DISASTERS OR A HORRIBLE, SO I DO APPRECIATE THE FACT THAT YOU'RE, YOU GUYS HAVE TAKEN THAT AND THEN RUN WITH IT.

UM, AND THEN JUST SO YOU KNOW, UM, RIGHT NOW FIRST COLONY AND, AND JASON, YOU SHOULD ALSO KNOW THOSE TWO.

I THINK, UH, ANTHONY HAS ALREADY TALKED TO YOU ABOUT THIS, BUT, UM, FIRST COLONY IS CURRENTLY GOING THROUGH THEIR, THEIR CIP PROCESS WHERE THEIR, THEIR CAPITAL IMPROVEMENT PROCESS.

UM, AND WE ARE LOOKING FOR PROJECTS, UH, SIMILAR TO THIS ONE THAT WE COULD TAKE ON.

AND SO BRANDY TO YOU, YOU AND I HAVE TALKED ABOUT, UH, TRAIL ADDITIONS AND ALL THAT KIND OF STUFF.

UH, I NOW SIT ON THAT FIRST COLONY BOARD.

SO, UM, MAYBE THERE'S A WAY FOR US TO KIND OF PARTNER UP WITH, UH, THE HOA AND FIND WAYS TO DO SOME THINGS THAT WE HADN'T BEEN ABLE TO DO BEFORE.

SO I'D LIKE TO TRY TO FIND SOME TIME WITH YOU AND ME AND JASON TO, TO KIND OF WALK THROUGH THOSE THINGS THAT WE WANT TO DO SO I CAN, UH, BRING THEM TO THE BOARD.

SURE.

AWESOME.

WHAT ARE YOU DOING TOMORROW? UM, I WILL BE TALKING TO YOU GUYS TOMORROW.

I'M OFF I'M OFF TOMORROW, SO YEAH, LET'S GO.

[00:45:05]

ALRIGHT.

ANY OTHER QUESTIONS OR COMMENTS FOR RANDY'S REPORT? ALRIGHT.

WITH THAT BEING SAID, UH, WE'RE GOING TO PARK OPERA, MR. HAMILTON, UH, UM, BARRY, UH, BARRY'S ON VACATION, UH, TODAY, TOMORROW TO THE LONG WEEKEND.

SO, UH, YOU JUST WANT TO MAKE SURE THAT YOU UNDERSTOOD THAT, UH, IT'S IN, UH, IT'S IN THE PACKET AND IF YOU HAVE ANY QUESTIONS TO PLEASE LET ME KNOW OR SYDNEY KNOW, WE'LL GET THOSE ANSWERS.

I'VE GOT, I'VE GOT ONE QUESTION ON THIS.

UH, THERE'S A PARKS, UH, CLEANUP THAT'S GOING ON.

I BELIEVE IN, UH, UH, A HUNTER'S GLEN YARD.

UH, YEAH.

OKAY.

SO FOR THAT ONE, UH, I'VE GOT A QUESTION THAT, UH, THAT THERE WAS A BOY SCOUT TROOP THAT IS, HAS REACHED OUT TO ME AND SAID, HEY, WE WOULD LIKE TO BE A PART OF THIS OR THAT CUB SCOUT TROOP.

UM, BUT THERE'S A 10 YEAR OLD MINIMUM LIMIT.

IS THERE ANY ROOM FOR US TO, TO, TO ALLOW YOUNGER CUB SCOUTS TO BE A PART OF THAT SO THEY CAN GET THEIR, THEIR MERIT BADGES? OR IS THERE A HARD STOP ON 10? FOR SOME REASON? I DON'T QUITE UNDERSTAND.

I THINK A, I THINK IF THEY'RE WITH A PARENT, YOU'RE OKAY AT OUR LAST PART CLEAN UP, WE HAD PEOPLE WAY YOUNGER THAN THAT WITH THEIR PARENTS WORKING TOGETHER AND, AND, UH, I THINK IT WAS JUST THE UNDER OWN.

OKAY.

THAT'S A, THAT'S WHAT I EXPECTED, BUT I JUST WANTED TO MAKE SURE BEFORE I GO TO ALABAMA, THEY SHOULD GO AHEAD AND APPLY.

ABSOLUTELY.

I HAVE A QUICK QUESTION FOR JASON THAT RELATED TO THE CLEANUPS, JASON AT THE CITY SPONSORED CLEANUPS BY OUR DEPARTMENT.

YEAH, THEY ARE.

OKAY.

IT JUST SEEMS TO ME, CORRECT ME IF I'M WRONG.

IT DOESN'T OVERTLY SAY, BUT THERE SEEMS TO BE A POLITICAL INVOLVEMENT BY SOME FOR OFFICE.

AND I'M JUST WONDERING HOW THAT'S COMING ABOUT.

I'LL GIVE YOU A LITTLE BIT OF THE HISTORY.

UM, UH, LAST YEAR, END OF LAST YEAR, WE WENT TO THE CITY COUNCIL AND, UM, HAS, UH, WENT TO THEM WITH, UH, SOME EXPENSES THAT WE NEEDED TO PROVE TO DO SOME CONTRACT LITTER CLEANUP IN OUR PARKS, UH, BECAUSE WE SPENT A LOT OF MANPOWER TAKING OUT THE GARBAGE AND PICKING UP GARBAGE.

UM, AND ONE OF THE COUNCIL MEMBERS SAID THAT THAT THAT WAS A, THAT THEY WOULD LIKE TO GIVE BACK AND THEY WOULD LIKE TO, UM, ORGANIZE WITH US, UM, SOME PARK CLEANUPS WHERE WE ARE THERE AND WE ARE OVERSEEING IT, BUT THEY ARE THE PEOPLE WHO ARE GATHERING THE VOLUNTEERS.

UH, SO THEY ARE PROVIDING A RESOURCE TO OUR DEPARTMENT.

UM, THAT IS, THAT IS VALUABLE.

UM, MY JOB IS TO NOT GET INTO POLITICS.

MY JOB IS TO NOT BE INVOLVED IN POLITICS.

AND SO I'M NOT GONNA, I'M NOT GONNA ADDRESS IT.

UM, FROM THAT STANDPOINT, I'LL PICK THIS ONE, LET ME TAKE THIS ONE.

SO JUST TO HELP OUT, CAUSE I DON'T LIKE TO PUT THE STAFF IN ANY OF THAT KIND OF STUFF RIGHT THERE.

UH, AND I THINK WE REALLY KIND OF WANT, WANNA FOCUS IN ON, ON THEIR RESOURCES.

AND SO, UM, THANK YOU FOR TRYING TO ADDRESS IT, BUT I THINK IT WOULD BE APPROPRIATE MORE SO FOR ME TO ADDRESS IT AND, AND UM, I THINK YOU CLEARLY DID DO A GOOD JOB IN RESPONDING TO IT, BUT, UH, UM, YOU KNOW, AND I'M NOT SUPPORTING ANYBODY OR ANYTHING LIKE THAT, BUT I JUST DON'T THINK THIS IS THE FORUM TO TALK ABOUT THE PUBLIC MEETING ABOUT POLITICAL.

AND I'M SURPRISED MY ATTORNEY DIDN'T SNUCK ME IN THE HANDS.

UH, BUT, UH, I THINK IT WOULD BE MORE APPROPRIATE.

THAT WOULD BE SOMETHING DIFFERENT.

UH, SO ANY OTHER COMMENTS OR QUESTIONS, UH, WITH REGARDS TO HERE'S A POOR CAUSE I HAVE TO STICK TO THEM.

THIS IS CLAUDIA.

WHEN I JUST FIGURE, I'VE ASKED THE QUESTION ABOUT HOW DID YOU GET INVOLVED IF WE DO WANT TO COME TO ASSIST TOO, I HAVE TWO QUESTIONS, BUT MY FIRST ONE IS HOW WE COULD JUST COME INTO THIS WITH A KLEENEX.

YEAH.

WE HAVE A REGISTRATION PROCESS.

IT'S A SONG ON OUR WEBSITE WHERE WE CAN RENT WHERE YOU CAN REGISTER FOR THAT.

YEP.

PERFECT.

AND THEN THE OTHER QUESTION, I DON'T KNOW IF THIS IS THE RIGHT SPOT IN THE MEETING, BUT I HAD SEEN SOME QUESTIONS ON MY NEIGHBORHOOD, FACEBOOK PAGE ABOUT THE, UM, EDIBLE TRAIL AND THE SECTION OF IT THAT'S RIGHT BY WALMART AND HOW, UM, RE LIKE THEY POSTED PHOTOS AND IT'S SUPER, SUPER MESSY.

UM, AND THEY'RE SAYING THAT IT'S BECAUSE OF WALMART.

SO THEY WERE TRYING TO FIGURE OUT HOW WE COULD POSSIBLY TRY TO ENGAGE WALMART MAYBE IN, IN PARTICIPATING IN TRYING TO KEEP THAT PIECE OF THE TRAIL CLEAN.

AND THEN TODAY SOMEBODY WENT BACK AND ACTUALLY DID A CLEANUP AND THEN, UM, POSTED PHOTOS AND IT LOOKS AMAZING.

IT'S ONE OF THE PEOPLE THAT LIVE IN THE NEIGHBORHOOD, BUT I JUST WANTED TO SEE IF THERE WAS ANY CONVERSATION

[00:50:01]

IF THERE'S ROOM FOR THAT, WITH THE, UH, BUSINESSES WITH WALMART.

UM, CAUSE THAT PART OF THE TRAIL DOES KIND OF LOOK PRETTY DIRTY PRETTY OFTEN BECAUSE I THINK IT'S TRASH, THAT'S COMING FROM THEIR PARKING LOT.

UM, YEAH.

SO, UM, I KNOW THAT COUNCIL MEMBER MARULA HAS TALKED TO WALMART ON NUMEROUS OCCASIONS ABOUT THAT BECAUSE THAT IS A, AN ONGOING CONCERN.

UM, I LOVE TO HEAR STORIES ABOUT INDIVIDUALS ARE, UH, BEING PROACTIVE AND, AND HELPING US OUT, UM, KEEPING, UH, KEEPING OUR PARKS, CLEAN OUR TRAILS CLEAN, UH, THAT THAT'S SO AWESOME TO HEAR.

AND I WOULD LOVE TO, UM, YOU KNOW, IF WE CAN FIND OUT WHO THESE PEOPLE ARE SO THAT WE CAN THANK THEM FOR THEIR EFFORTS, THAT WOULD BE A GREAT, ALISON, ARE YOU ON THE LINE BY CHANCE? ALISON, ARE YOU ON KEVIN? IS ALLISON ON I'M HERE? OKAY.

ALISON ALISON IS, UM, OUR RECREATION PROGRAM, UH, SPECIALIST AND ONE OF HER JOBS, SHE DOES A SENIOR PROGRAM, BUT SHE ALSO DOES THE VOLUNTEER PROGRAMS. AND SO, UM, ALISON, UM, CAN, CAN ANSWER ANYBODY'S QUESTION REGARDING THE PARK CLEANUPS OR, UM, SIGNING UP FOR PARK CLEANUPS OR, OR ADDITIONAL PARK MINUTES FOR TRAIL CLEANUPS.

ALISON DID I, DID I ANSWER ALL THE QUESTIONS RIGHT ON HOW TO REGISTER AND STUFF? IT'S IT'S ON OUR WEBSITE, RIGHT? OR THEY JUST CALL YOU, IT IS ON THE WEBSITE.

SO IF YOU GO TO THE PARKS AND RECREATION WEBSITE, THE, ON THE CALENDAR PORTION DOWN TOWARDS THE BOTTOM, YOU'LL CLICK ON THE DATE, WHICH THE DATE IS SEPTEMBER 15.

I THINK IT'S NOT THIS COMING SATURDAY, BUT THE NEXT, IF YOU CLICK ON THAT AND THEN IT'LL SEND YOU A HURDLE, SEND YOU TO THE CALENDAR PAGE AND THAT WILL HAVE THE LINK FOR THE REGISTRATION OR TO MAKE IT EASIER.

YOU CAN ALSO JUST CALL UP TO, UM, THE REC AND TENNIS CENTER OR MYSELF, AND WE CAN GET YOU REGISTERED THAT WAY AS WELL.

AWESOME.

THANK YOU.

AND I'LL SHARE, I'LL GO BACK AND SEE IF I CAN FIND THE PHOTOS BECAUSE IT LOOKS PRETTY COOL WHAT THEY WENT AND DID.

UM, CAUSE SOMEBODY WAS COMPLAINING AND SOMEBODY ELSE WAS LIKE ACTUALLY WENT AND GLEANED AND WERE LIKE, BE THE CHANGE.

DON'T JUST COMPLAIN.

SO I THINK IT'S, IT WAS REALLY NEAT.

SO I'LL SHARE THE PHOTO WITH Y'ALL AND THE NAME OF THE PERSON WHO WENT INTO THE CLEANUP.

THANK YOU.

WE APPRECIATE IT.

UH, VERY QUICKLY, UM, RIGHT BEFORE COVID UM, IS THERE A CITY GREEN DID A CLEAN UP WITH THE WIDE SCHOOL AND THE TEACHERS AND SOME OF THE PARENTS FROM THE WHITE SCHOOL RIGHT THERE BY WALMART, AS YOU SAY, CLAUDIA, THAT'S ONE OF THE WORST SPOTS.

WE ALSO HAD THE WALMART MANAGER OUT THERE.

I THINK HIS FIRST NAME IS GAY AND ANTHONY MEROLA THOUGHT THIS IS THE COUNCILMAN WAS OUT THERE.

SO I GUESS ALISON, MAYBE IF WE DO THIS SORT OF THING AGAIN, WE SHOULD GO THROUGH A GAME JUST SO YOU'LL BE ABLE TO DOCUMENT.

SO YOU DON'T HAVE TOO MANY PEOPLE OUT THERE AT ONE TIME, SO YOU KNOW, WHICH GROUPS ARE GOING TO BE OUT THERE.

ABSOLUTELY.

AND WE CAN BE ACROSS, IT MAY BE TIME FOR US TO ROUSE UP PEOPLE AGAIN, BUT AGAIN, WITH, UH, WITH THE, THE CLEANUP IS DIFFICULT WITH COVID, BUT I GUESS BECAUSE WE'RE OUTSIDE, IS THAT OKAY WITHOUT MASK? DO YOU WANT MASK OR HOW DOES THAT WORK WITH THE PLAIN MAPS? WHAT'S THE PAST, GO AHEAD.

SKIP IT OR NOT.

NO, YOU GO AHEAD.

THAT'S YOUR DEAL.

I WAS JUST GOING TO SAY WE, WE DID ENCOURAGE PEOPLE TO WEAR MASKS, ESPECIALLY WHEN WE'RE CONGREGATING AT THE VERY BEGINNING TO SIGN IN AND EVERYTHING LIKE THAT.

HOWEVER, IF YOU'RE OFF ON YOUR OWN AND YOU'RE SEPARATED FROM THE GROUP, IT'S NOT EXTREMELY ENFORCED, BUT IT IS STILL VERY MUCH ENCOURAGED AND MAYBE HE FAMILIES TOGETHER OR WHATEVER THAT WAY.

OKAY.

EXCELLENT.

THANK YOU.

ALL RIGHT.

UM, ANY OTHER COMMENTS YOU HAVE NOW? WE'LL MOVE ON OVER TO MR. KEVIN BROWN'S REPORT.

I'M SORRY.

I'M SORRY, MR. CHAIR.

I HAD A COMMENT.

I JUST COULDN'T UNMUTE FAST ENOUGH.

NOT A PROBLEM.

I APOLOGIZE FOR BEING QUICK ON THE DRAW.

NO, NO, NO PROBLEM.

UM, SO I GUESS I'LL WORRY ABOUT THAT.

I'M ALWAYS CONCERNED ABOUT BOY SCOUTS AND GIRL SCOUTS.

I WANT TO TOUCH ON A SUBJECT THAT GOT A LITTLE TOUCHY, BUT IT WAS JUST, JUST WITH ALL GOOD INTENTION AND THAT'S THAT IT SEEMED LIKE THIS LAST DISCUSSION KIND OF SOLVED THAT PROBLEM.

MAYBE THAT THE, THE, THE, THE, UH, BOY SCOUTS, IF THEY WANT TO PARTICIPATE IN ANY CLEANUP, THEY WOULDN'T HAVE HAD TO COME BEFORE YOU GUYS ANYWAY.

SO IF THEY WOULD CALL ALISON, MAYBE IS THAT THE ANSWER TO THAT AFTER THE CALL ALISON VICKERY OR, AND, AND, AND B, AND YOU COULD DIRECT THEM TO HOW THEY WOULD REGISTER.

IS THAT NOT A PROBLEM? THE REASON I HAD THE 10 YEAR OLD MINIMUM ON THE REGISTRATION AND WHY THEY WERE HAVING TROUBLE REGISTERING IS EXACTLY WHAT JASON SAID IS WE DON'T REALLY WANT 10 YEAR OLDS OR YOUNGER TO SHOW UP BY THEMSELVES.

WE'D RATHER THEY HAVE AN ADULT PRESENT WITH THEM.

HOWEVER, IT FITS WITH THE GROUP OF BOYS SCOUTS, THE MAIN OR GIRL SCOUTS OR ANYTHING,

[00:55:01]

ANY KIND OF GROUP LIKE THAT.

THE MAIN REASON WHY I WANT THEM TO REGISTER IS FOR A POINT OF CONTACT JUST IN CASE OF INCLEMENT WEATHER OR ANYTHING LIKE THAT.

UM, SO IF YOU HAVE EVEN JUST A REPRESENTATIVE FROM THE GROUP REGISTER, IF THAT'S THAT THE ADULT, THEN THAT WOULD BE SATISFACTORY.

AND THEN WHEN THEY ARRIVE ON THE DAY OF THE PARK CLEANUP, THEN THEY WOULD JUST SIGN THE WAIVER FAIR.

AND THAT THAT'S ALL THAT'S NECESSARY.

THAT'S JUST MOSTLY THE POINT OF CONTACT.

THAT'S THE MOST IMPORTANT REASON TO REGISTER AND MAYOR ROSS, JUST SO YOU KNOW, I'M, I'M, I'M, UH, THE ASSISTANT CAB MASSETER FOR, FOR ONE OF THE BOY SCOUT, DARK HOME SCOUT TRIPS EVERY YEAR.

UM, I'M MORE THAN HAPPY TO GET THIS INFORMATION TO THE COUNCIL FOR, FOR CAMP SCOUTS AND THE BOY SCOUTS I'M NOT ABLE TO DO FOR THE GIRL SCOUTS.

SO IF YOU HAVE A CONTACT AT THE GIRL SCOUT SIDE, TO BE ABLE TO SEND THAT INFORMATION OVER TO, UM, A LOT, NO, I'M JUST TRYING, I CHIMED IN, BECAUSE I'M ALL ABOUT YOUTH PARTICIPATION BECAUSE THEY LEARN RESPONSIBILITY TO PARTICIPATION LIKE THIS, BECAUSE IT WAS, IT WAS A, IT WAS A GOOD CONVERSATION THAT WAS KIND OF TIPPING THE WRONG WAY.

AND I'LL CHAIR RIGHTLY INTERVENE.

BUT THE END OF THE CON THE, OF OUR DISCUSSION SEEMED TO SOLVE THAT PROBLEM.

I JUST THOUGHT IT WAS A WIN WIN FOR THE, FOR, FOR THE YOUTH.

AND SO THAT'S WHY I CHIMED IN.

YEAH, NO, I'M GLAD YOU DID.

AND HONESTLY, I THINK YOU AND I MIGHT BE ALLIES IN THIS WHOLE THING BECAUSE I'M THE, I'M THE SAME WAY.

I LOVE MY CUB SCOUT PROGRAM.

I LOVE THE GIRL SCOUT PROGRAM.

MY DAUGHTER WAS A GIRL SCOUT FOR YEARS.

UM, I JUST DIDN'T KNOW IF YOU HAD SOME KIND OF INSIDE INFORMATION INSIDE OF GIRL SCOUTS, IF NOT, IT'S FINE.

I DO HAVE SOME FRIENDS THAT ARE GIRLS SCOUT LEADERS THAT I CAN WORK WITH THEM TO MAKE SURE THAT THEY HAVE THE SAME INFORMATION PUT OUT ACROSS OUR COUNCILS BECAUSE THE, THE, THE CUB SCOUTS AND THE GIRL SCOUTS AND THE BOY SCOUTS HERE IN THIS AREA, THEY ALL REPORT BACK UP TO ONE THING I WANT TO MAKE SURE THAT IT'S CLEAR THAT MISSOURI CITY IS OPEN TO ATTENDING PARTS OF PROGRAMS LIKE THIS.

OKAY.

THANK YOU GUYS.

GOOD DIALOGUE.

THAT'S IT'S, IT'S A GOOD GROUP.

UM, MR. BROWN, THE SIR, UH, SO THE SUPERINTENDENT IN PORT FOR AUGUST IS IN THE PACKET, UM, HAS ALL THE AUGUSTS PROGRAMS AND ACTIVITIES THAT WE WERE ABLE TO OFFER.

UM, ADDITIONALLY, THAT'S NOT LISTED, UH, WE HAD OUR FIRST ADULT ARCHERY WORKSHOP LAST SATURDAY, AND WE HAD FIVE PARTICIPANTS SHOW UP FOR THAT, INCLUDING, UH, ONE OF OUR ESTEEM, PARKS BOARD MEMBERS.

I'M SURE HE'LL BE HAPPY TO CHIME IN HERE IN A SECOND.

UM, BUT IT SEEMED LIKE EVERYONE REALLY ENJOYED IT.

AND IT'S DEFINITELY SOMETHING THAT WE'RE GONNA OFFER AGAIN.

UM, AND THEN I JUST WANT TO TAKE THE OPPORTUNITY, UM, AS YOU CAN SEE, AND AS WE ALL KNOW THE LAST COUPLE OF MONTHS, WE'VE, WE'VE BEEN VERY LIMITED ON WHAT WE'VE BEEN ABLE TO OFFER.

WE'VE BEEN ABLE TO DO, UM, FROM A PROGRAMMING PERSPECTIVE, FROM FACILITIES PERSPECTIVE, UM, FROM JUST BEING ABLE TO DO OUR JOBS AND PROVIDE OPPORTUNITIES FOR THE CITIZENS.

SO I JUST WANT TO TAKE A SECOND TO, UM, COME IN MY STAFF, UM, FOR NOT ONLY A WORKING THROUGH THIS TIME OF UNCERTAINTY AND DEALING WITH, UM, SOMETHING THAT NONE OF US FORESAW OR HAD THE ABILITY TO PLAN AHEAD.

UM, AND WE'VE BEEN DOING THIS SHORTHANDED, WE'VE BEEN DOING IT, UM, WITH MULTIPLE STAFF MEMBERS OUT IN SOME OF OUR STUFF, THEN DOING THE WORK OF POSITIONS.

AND, UM, SO THANKFULLY, UM, AS OF MONDAY, WE ARE BACK TO FULLY STAFFED AND WE HAVE A NEW RECREATION SPECIALIST WHO IS ON THE LINE TONIGHT, JACKSON, FOR AS RUBIO.

I'M NOT GOING TO THROW THEM INTO THE FIRE AND EMBARRASS HIM AND MAKE HIM TALK TONIGHT, BUT I'M SURE YOU'LL SEE HIM AROUND.

HE IS A NEW FAMILY AND YOUTH PROGRAMS SPECIALISTS.

UM, AND HE CAME FROM, UH, LOS ANGELES.

WHO'S WORKED FOR A COUPLE OF YEARS WITH SOME AGENCIES IN LOS ANGELES AREA, AND RECENTLY SPENT ABOUT A YEAR WORKING WITH HARRIS COUNTY PARKS AND REC BEFORE WE SNATCHED THEM UP.

SO HE JUST STARTED ON MONDAY AND WE'RE SUPER HAPPY TO HAVE HIM.

AND SO WHEN IT'S SAFE, APPROPRIATE, AND EVERYONE'S ABLE TO SEE EACH OTHER IN PERSON MAKES SURE TO COME BY AND SAY HELLO AND INTRODUCE YOURSELF.

AND, UH, WE HAPPY TO SEE WHAT HE CAN BRING TO THE CITY.

UM, ADDITIONALLY ON THE NOTE OF WHAT WE'RE ABLE TO OFFER MOVING FORWARD, WE ARE GOING TO BE ABLE TO START EXPANDING SOME OF OUR PROGRAM OFFERINGS, UH, ON AGAIN, A LIMITED CAPACITY WITH, UM, KEEPING IN MIND SAFETY AND THE, THE APPROPRIATE GUIDELINES.

UM, SO NEXT WEEK WE'RE GOING TO START OFFERING INDOOR PICKLEBALL RESERVATIONS AGAIN.

UM, ON WEDNESDAY WE HAVE YOUTH ARCHERY CLASSES STARTING ON SEPTEMBER 14TH, THE PARK CLEANUP, WHICH HAS BEEN MENTIONED, UM, IT'S SATURDAY,

[01:00:01]

SEPTEMBER 12TH IS THE DATE.

I THINK SOMEONE SAID THE 15TH SATURDAY, THE 12TH FROM EIGHT 30 TO 10, 100 SKULL IN, AND THEN WE'LL HAVE OUR FIRST, UM, FRIDAY NIGHT FLIX SERIES AT A COMMUNITY PARK ON FRIDAY, SEPTEMBER 18TH.

THAT'LL BE A DRIVE IN DRIVE UP MOVIE SHOWING THE LEGO MOVIE, UM, AND THAT'LL BE AVAILABLE FOR PEOPLE TO START SHOWING UP, UM, AT CHECKING IN AT 6:30 PM, WE'LL START THE MOVIE AT DUSK.

UM, BUT MAINLY WE'RE JUST EXCITED THAT WE'RE FINALLY ABLE TO START GETTING THINGS OFF THE GROUND AND SLOWLY EXPANDING WHAT WE'RE ABLE TO DO AND GET TO GET OUT SAFELY SOCIALIZE AND, UM, ENJOY LEISURE ACTIVITIES.

SO, ALL RIGHT.

ANY QUESTIONS FOR KEVIN QUESTIONS ARE
