THE CITY OF MISSOURI CITY IS COMMITTED TO ENSURING THE SAFETY AND SECURITY OF ALL THOSE LIVING IN AND VISITING MISSOURI CITY AND FIRE IS A SERIOUS PUBLIC SAFETY CONCERN, BOTH LOCALLY AND NATIONALLY AND HOMES ARE THE LOCATIONS WHERE PEOPLE ARE THE GREATEST RISKS FOR FIRE AND HOME FIRES KILLED MORE THAN 2,630 PEOPLE IN THE UNITED STATES IN 2017.

ACCORDING TO THE NATIONAL FIRE PROTECTION ASSOCIATION AND FIRE DEPARTMENTS IN THE UNITED STATES RESPONDED TO 357,000 HOME FIRES AND COOKING IN IS THE LEADING CAUSE OF HOME FIRES IN THE UNITED STATES WHERE FIRE DEPARTMENTS RESPONDED TO MORE THAN 173,000 ANNUALLY BETWEEN 2013 AND 2017 MISSOURI CITY RESIDENTS SHOULD STAY IN THE KITCHEN WHEN FRYING FOOD ON THE STOOP, ON THE STOVE TOP, KEEP A THREE FOOT KID FREE ZONE AROUND COOKING AREAS AND KEEP ANYTHING THAT CAN CATCH FIRE AWAY FROM STOVE, TOPS AND RESIDENTS WHO HAVE PLANNED AND PRACTICE A HOME FIRE ESCAPE PLAN ARE MORE PREPARED AND WILL THEREFORE BE LIKELY TO SURVIVE A FIRE AND WORKING SMOKE ALARMS CUT THE RISK OF DYING AND REPORTED HOME FIRES IN HALF AND THE TWO AND THE 2025 PREVENTION WEEK THEME SERVE UP FIRE SAFETY IN THE KITCHEN EFFECTIVELY SERVES TO REMIND US TO STAY ALERT AND USE CAUTION WHEN COOKING TO REDUCE THE RISK OF KITCHEN BUYERS.

WELL, NEIGHBORHOODS NEED ATTENTION TO NEIGHBORHOODS LIKE FOND METAL AND ALL COMMUNITIES.

OF COURSE, YOU ALSO TOOK OUT A SIGNIFICANT TAX BASE.

THE GOLF COURSE THEN BECAME CITY PROPERTY.

WHAT ABOUT SUBDIVISIONS IN MISSOURI CITY THAT HAVE TO CONTINUE TO PAY TAXES ON THEIR FEES? THERE'S SOME RELIEF THERE FOR ALL OF MISSOURI, SO YOU TO ENJOY JUST NOT QUAIL VALLEY.

SO I WOULD LIKE TO REINFORCE THE ISSUE OF THE FOND METRO BRIDGE.

WE STILL DON'T HAVE A BRIDGE IN FOND MEADOW.

WE HAVE A COUNCIL WITH FOUR PEOPLE WHO WOULD PROBABLY VOTE FOR THIS, BUT IT NEVER CAME UP AS AN AGENDA ITEM.

THIS AGENDA NEEDS TO BE TAKEN CARE OF QUICKLY.

THE CHILDREN ARE FINE.

METAL DON'T NEED TO BE CRAWLING THROUGH A HARRIS COUNTY DRAINAGE DITCH TO GET TO A PLAYGROUND.

SO THERE'S OTHER PRIORITIES IN MISSOURI CITY, ALONG WITH SMALL BUSINESSES AND THAT'S THE INDIVIDUAL NEIGHBORHOODS.

YOU CAN HELP ONE NEIGHBORHOOD OUT BY TAKING OVER THEIR AMENITY AND PUMPING 38 MILLION PLUS INTO IT.

BUT YOU CAN EVEN HELP OTHER NEIGHBORHOODS OUT BY HELPING THEM REDUCE THEIR TAX BASE BECAUSE THEY HAVE TO PAY PROPERTY TAXES ON THE VALUE OF THEIR AMENITIES.

MAYOR, MAYOR, AND COUNCIL IN THE 2017 MOBILITY BOND PROGRAM FOR MOBILITY PROJECTS WERE AUTHORIZED.

UM, WHILST THOSE PROJECTS IS THE EXTENSION OF KNIGHT ROAD, UH, OR SORRY, THE EXTENSION OF WHAT'S PLANTATION ROAD FROM THE LIMITS OF MY DRAWER, EXTENDING THE EAST, UH, TO THE, UH, TO FURTHER A LITTLE WEST OF HIGHWAY SIX.

HOWEVER, THAT PROJECT HAS A PRICE TAG OVER 4.3 MILLION, AND WE DO NOT HAVE THE RIGHT OF WAY FOR THE PROJECT AS THE, UH, MAYOR AND COUNCIL ARE MADE AWARE DURING THE CIP PROCESS.

UH, WE TRY TO COME OUT WITH A PROJECT THAT'S NEEDED AND ALSO THAT'S SOMETHING THAT WE CAN AFFORD BECAUSE THE CITY HAS TO MATCH WITH 50%, UH, FUNDING FOR THIS PROJECT.

AND ONE OF THE PROJECTS, THAT'S SOME, BOTH INTEREST TO MISSOURI CITY AND FOR PENN COUNTY IS THE CITY HALL DRIVE RECONSTRUCTION.

THAT'S THE DRIVE COMING OFF OF TEXAS PARKWAY THAT SERVES BOTH THE CITY HALL CAMPUSES, AS WELL AS THE FORT BEND COUNTY LIBRARY THAT HAS THE PRICE TAG OF APPROXIMATELY 1.8 MILLION.

AND WE DO HAVE OUR MATCHING CONTRIBUTIONS FROM METRO AND COUNTY IS WILLING TO COMMIT $1.1 MILLION UP TO $1.1 MILLION FOR THE PROJECT TOWARDS DESIGN AND CONSTRUCTION COSTS.

AND THE BASED ON THE PAYMENT ASSESSMENT WE DID THE PAYMENT IS IN POOR CONDITION AND NEED OF RECONSTRUCTION.

UH, SO WHAT YOU HAVE FOR YOU, UH, FOR, IN FRONT OF YOU TO NIGHTMARE AND COUNCIL IS AN INTERLOCAL AGREEMENT WITH FORT BEND COUNTY FOR THE RECONSTRUCTION OF THIS PROJECT.

IT WOULD ALSO REQUIRE THE APPOINTMENT OF A CIVIL SERVICE COMMISSION, WHICH WOULD BE DONE BY THE CITY MANAGER OR CHIEF EXECUTIVE OFFICER SUBJECT TO RATIFICATION BY THE COUNCIL.

AND THEN THAT, THAT BOARD, THAT COMMISSION WOULD BE REQUIRED TO ADOPT THE SET OF LOCAL RULES TO, UH, ADDRESS THE VARIOUS SUBJECT MATTER AREAS COVERED UNDER THE CIVIL SERVICE STATUTE, CHAPTER ONE 43 OR THE TEXAS LOCAL GOVERNMENT CODE.

AND, UM, NOW NEARLY A MONTH LATER, WE'VE BEEN ASKED TO RATIFY A DECISION, UM, THAT WAS ALREADY MADE BY YOU.

WE HAVE THE CARE EXACT TIME FUNDS THAT ARE COMING FROM FORT BEND COUNTY AND HARRIS COUNTY.

THE TOTAL AMOUNT IS 4 MILLION, $108,775.

AND THAT IS WHAT WE'RE GOING TO BE DISCUSSING IN DETAIL TONIGHT.

UH, WE ARE GOING TO REMOVE THE SECTION THAT SPECIFIC TEAM EMERGENCY STICK LEAVE, AND JUST INCLUDE THOSE EXPENSES WITH THE EXISTING EXPENSES, BECAUSE WE HAVE NOT ONLY EMERGENCY SICK LEAVE, BUT ALSO HOURS THAT WERE WORKED TOWARDS THE COBIT EVENT THAT IS INCLUDED IN THAT AMOUNT.

UH, WE HAD ORIGINALLY $500,000 FOR $2,500 GRANTS FOR SMALL BUSINESS, BUT NOW WE'RE LOOKING AT DOING A LEASE MORTGAGE ASSISTANCE PROGRAM FOR SMALL BUSINESS THAT WOULD PROVIDE A GRANT UP TO $15,000, UM, THAT PREVIOUSLY IN A PRESENTATION YOU RECEIVED, UH, IT WAS DOCUMENTED THE NUMBER OF BUSINESSES THAT WE BELIEVE ARE ELIGIBLE.

AND, UH, WE BELIEVE THAT $1.5 MILLION WILL BE ABLE TO ASSIST THOSE ELIGIBLE BUSINESSES.

THE AMOUNT FOR RENTAL MORTGAGE AND UTILITY ASSISTANCE REMAINS THE SAME AT 500,000 AND THEN COUNCIL, YOU ALSO APPROVED THE CONSULTING AGREEMENT WITH IMPACT.

THEY ARE ASSISTING US WITH GRANTS MANAGEMENT.

THEY'RE ALSO ASSISTING US WITH THE SMALL BUSINESS ASSISTANCE AND, UH, RMU RENT, RENTAL MORTGAGE AND UTILITY ASSISTANCE PROGRAMS. THEIR TOTAL CONTRACT IS 319,000, BUT A 15,000 OF THAT IS FOR UPDATING THE, UH, SCOOP PLAN.

SO THIS SECTION, WE JUST SHOW THAT 300, 4,000 AND THAT CONTRACT WAS ALREADY APPROVED AND IS IN THE PROCESS.

NOW, UH, WE STILL HAVE THE PPE FOR SENIOR LIVING AND, UH, SENIOR CITIZENS.

THAT'S AT 75,000 NEXT PRIORITY FOUR.

SOON THEREAFTER, SEVERAL GRP PARTICIPANTS EXPRESSED THE HARDSHIP OF THE OCTOBER 1ST EFFECTIVE DATE SINCE THEY ALREADY HAD THEIR SEPTEMBER BOARD MEETING.

AND THEY WOULD HAVE TO THEN EXHORT THE INCREASE IN FEE COST UNTIL THEY COULD MEET LATER IN OCTOBER.
