I WAS AT A PUBLIC, UH, UH, GATHERING COMMUNITY GATHERING ON SUNDAY, OCTOBER 11TH, UH, IN MY NEIGHBORHOOD AND, UH, DEHYDRATION.

I COLLAPSED AND I WAS RUSHED TO THE EMERGENCY SERVICES AT THE HOSPITAL AND, UH, DUE TO THE PRESENCE OF MR. GREG IBARRA AND, UH, THE OTHER, UM, UM, MEMBERS OF THE COMMUNITY PRESENT OVER THERE AND THE MISSOURI CITY FIRE POLICE, UH, OFFICIALS PRESENT OVER THERE.

I WAS RUSHED TO THE, UH, GIVEN TIME THE ASSISTANCE MEDICAL ASSISTANCE.

AND FOR THAT, I WOULD WANT TO RECOGNIZE, UH, UH, ALL THESE INDIVIDUALS AND THE MISSOURI CITY FIRE AND POLICE DEPARTMENT.

UM, I'M HERE TO ADDRESS COUNCIL ABOUT ACTION TAKEN AT THEIR SEPTEMBER 8TH SPECIAL LAW, UM, SPECIFICALLY AUTHORIZING CITY STAFF TO ENGAGE IN NEGOTIATIONS WITH CORE VALLEY FOR THE ONGOING OPERATIONS OF THE MUSTANG VALUE WASTEWATER TREATMENT PLANTS.

UM, I'M SURE TO EXPRESS CONCERNS ON BEHALF OF THE BOARD, UH, MUD BOARD, UH, WITH RESPECT TO AWARDING AND AUTHORIZING AWARDING THIS CONTRACT TO QUELL VALLEY WHEN THE HIGHEST SCORING VENDOR WAS C ENVIRONMENTAL, UH, IN RESPONSE TO THE RFP, UM, A LITTLE BIT OF BACKGROUND, UM, OR MY LOVE 48 DID A SITE INSPECTION OF THE MUSTARD VALLEY WASTEWATER TREATMENT PLANT A COUPLE OF YEARS AGO AND, UH, FOUND A NUMBER OF ISSUES AND DRAFTED A LETTER TO CITY COUNCIL, UM, IN NOVEMBER, 2019, UH, LISTING THOSE ISSUES AND ASKING THAT THE CITY SOLICIT PROPOSALS FOR A NEW OPERATOR AND THE FOLLOWING MONTH, THE CITY STAFF RESPONDED AND SAID THAT THEY DO THAT PUT TOGETHER A COMMITTEE, UM, AND INCLUDE PARTICIPANTS FROM FORT BEND LED 48 AND 47 ON THAT COMMITTEE TO MAKE THAT CHOICE.

UM, THE CITY DID THAT SET UP THE COMMITTEE.

THEY, UH, DEVELOPED AN RFP SCORING CRITERIA AND RANKED EVERYONE BY THE CRITERIA, ET CETERA.

AND OUR BOARD PRESIDENT DONNA GIBLIN WHO WHO'S ON THE LINE AS WELL, UH, WAS A MEMBER OF THAT COMMITTEE.

UM, HOWEVER, THE CITY STAFF THEN WENT ON TO RECOMMEND NEGOTIATIONS WITH, UM, AN ENTITY THAT WASN'T THE HIGHEST SCORING, UM, UH, VENDOR, UH, FELL VALLEY.

UM, SO WE'RE NOT QUITE SURE WHY THAT HAPPENED.

IT DIDN'T SEEM LIKE A REASONABLE CHOICE AND YOU KNOW, THAT 47 AND 48 ARE PAYING, UH, WELL OVER THE MAJORITY OF THE OPERATING COSTS FOR THIS PLANT, THEY'RE MAKING A VERY LARGE CONTRIBUTION FOR THE CAPITAL PROJECT, UH, THE REHAB AND EXPANSION PROJECT THAT LIKE GOING, GOING ON WITH RESPECT TO THIS PLANT.

AND SO THEY'RE NOT UNDERSTANDING WHY THEY DON'T HAVE A SAY WITH RESPECT TO THE OPERATOR.

UM, AND THEY'RE JUST ACT ASKING CITY COUNCIL TO RECONSIDER SEE ENVIRONMENTAL'S PROPOSAL, UH, BEFORE TAKING ANY ACTION WITH RESPECT TO ENGAGING OR RE-ENGAGING FELL VALLEY.

ONE OF THE THINGS THAT WE'RE VERY PROUD OF, UH, IN LATE 2015, GOING INTO 16, THE INSURED SERVICE OFFICE RATING, WE WENT FROM A LOWER RATE INTO A ISO CLASS, ONE ISO CLASS, ONE RATES, FIRE DEPARTMENTS, BASED UPON THE STAFFING LEVEL OF THEIR TRAINING, THEIR WATER SUPPLY, THEIR FIRE HYDRANTS, AS WELL AS THE PROXIMITY OF FIREHOUSES TO THE AREA, THEIR RESPONSES, THE HIGHEST RATING THAT YOU COULD HAVE IS ISO CLASS ONE WHILE AT 10 MEANS THAT YOUR DEPARTMENT DIDN'T MEAN IT OUT OF 2,859 CITIES IN THE STATE OF TEXAS THAT HAVE AN ISO RATING ONLY 69 OF THEM.

THAT MEANS THAT YOUR DEPARTMENT, MISSOURI CITY FIRE AND RESCUE SERVICES IS IN THE TOP 3% WITH AN ISO CLASS ONE RATING NATIONALLY OUT OF 39,000.

THE 4,418 FOR OUR INCIDENTS WAS A LOWER PERCENTAGE, ONLY 79.

AND WE DO KNOW THAT MORE PEOPLE WERE HOME WHEN WE HAVE LESS FIRE.

SO WE'VE BEEN SEEING THAT TREND, UH, THROUGHOUT, UH, COVID-19 HAS BEEN IMPACTING THE COMMUNITY, UH, AS WELL AS STRUCTURE FIRES, SOMETIMES FRIES, AND CAN BE FAR AS IN A, IN A TRASH BIN OR A VEHICLE VERSUS ACTUAL STRUCTURE FIRES LIKE A RESIDENCE OR A BUSINESS OR A WAREHOUSE.

QUITE OFTEN, PEOPLE DON'T KNOW ANYTHING ABOUT THE OTHER CALLS WHERE YOU GO ON FALSE ALARMS, HAZARDOUS CONDITIONS, CALLS WHERE A PERSON JUST NEEDED OUR HELP AND JUST MAYBE WERE LOST OR SOMETHING.

SO THOSE ARE NOT EMERGENCY SERVICE CALLS, GOOD INTENT OR WEATHER RELATED COSTS.

UH, AND WE, WE GET SOME OF THOSE WHEN WE HAVE MAYBE SOMEBODY WHO NEEDS A LITTLE HELP WITH SOMETHING THEY'VE BEEN LOST, THEY'VE LOCKED HER KEYS IN THE CAR SOMETIMES, AND WE STILL HAVE GOING SOME PET CALLS.

BUT WE ALL KNOW THAT REALLY JACK WELSH IS ALSO CENTRAL TO THIS BUSINESS STRATEGY THAT HE BROUGHT THROUGH GE GENERAL ELECTRIC.

UH, ONE OF THE DEFINITIONS FOR SIX SIGMA IS A METHOD THAT PROVIDES ORGANIZATIONS, TOOLS THAT IMPROVE THEIR CAPABILITIES OF THEIR BUSINESS PROCESSES.

THERE'S INCREASED PERFORMANCE AND THEN DECREASES VARIATION TO HELP LEAD TO DEFECT, REDUCTION AND IMPROVEMENT IN PROFITS, EMPLOYEE MORALE, AND QUALITY OF PRODUCTS OR SERVICES.

SO THAT'S SOMETHING THAT WE DO ALL THE TIME.

THAT'S OUR PIECE THAT TIME TO WHEN WE ARRIVE ON CALL THAT'S EIGHT MINUTES AND 30 SECONDS, THAT'S OUR RESPONSE TIME GO FROM THE TIME IT GOES IN FROM MS. OFTENTIMES KEEPING IN MIND THAT IF THEY'RE IN THEIR STATION, THEIR TRAINING, THEY HAVE TO GET UP, GO TO THEIR UNIT IN A SAFE MANNER, DON THEIR SAFETY GEAR, GET IN, PUT THEIR SEATBELT ON, MAKE SURE THE DOORS ARE UP AND CLEAR SAFELY BEFORE THEY CAN GO OUT OF THE STATION, THEN PROCEED LOOKING WHEREVER THEY ARE FOR TRAFFIC PROCEEDING OUT, IF THEY'RE COMING FROM A FIRE STATION.

SO OFTENTIMES IT, THAT'S WHY IT TAKES UP TO TWO MINUTES TO DO THAT IN ROUTE TO ARRIVAL.

SO THAT'S THE TRAVEL TIME.

THAT'S THE TIME NOW THAT THEY'RE OUTSIDE THE STATION TWO, THEY ACTUALLY ARRIVE UP TO THE PROPERTY, THE ADDRESS, THE CAR ACCIDENT, UH, AND THEN THEY EITHER CALL OVER THE RADIO.

I HIT A BUTTON, A UNIT AND SAY THE WRONG THING THAT'S ARRIVAL.

WE TRAIN A LOT OF THINGS THAT DEAL WITH EMS. UH, AND THESE THINGS ARE REQUIRED EVERY FOUR YEARS FOR OUR CE HOURS, 72 HOURS FOR, UH, EMT.

ADVANCED EMT IS 108 HOURS, EMT PARAMEDICS, 144 HOURS.

IF WE JUST LOOK AT WHAT THE TEXAS COMMISSION ON FIRE PROTECTION ANNUALLY, IT'S 20 HOURS.

AND THESE ARE THE THINGS THAT THEY COME OUT AND LOOK AT WHERE THEY'RE NOT, UH, WE'RE, WE'RE, WE'RE GETTING SOME TRAINING ON, UH, EMS, TECHNICAL COMPANY LEVEL PROFESSIONAL OFFICERS AT THE MALIBU, BUT JUST WANTING TO REALLY LET YOU KNOW THIS.

A LOT OF PEOPLE DO NOT KNOW THAT WE ALSO EIGHT TEXAS COMMISSION FIRE PROTECTION TRAINING FACILITY.

SO WE'RE CERTIFIED TO BE ABLE TO TEACH STRUCTURAL FIREFIGHTING, A DRIVER OPERATOR, FIRE INVESTIGATOR, FIRE INSPECTOR PLANS, EXAMINER A FIRE INSTRUCTOR, ONE AND TWO AND FIRE OFFICER ONE AND TWO.

SO MANY OF YOUR FIREFIGHTERS NOT ONLY TEACH OTHER FIREFIGHTERS ON THE DEPARTMENT, BUT THEY TEACH OTHER FIREFIGHTERS AROUND FORT BEN AND AROUND THE STATE OF TEXAS.

AND OCCASIONALLY I'VE HEARD OF SOME OF OUR FIREFIGHTERS GOING OUTSIDE THE STATE OF TEXAS TO TEACH.

SO I THINK HE OUGHT TO BE PROUD OF IT.

IN ADDITION TO THAT, WE CAME UP, UH, WITH A NEW, ONLINE, EASY APP APPLICATION FOR ALL OUR POLICIES AND PROCEDURES.

AND SO THAT'S SOMETHING THAT OUR FIREFIGHTERS CAN USE THE ACCESS FROM THE WEB ON AN ONLINE AND THROUGH A COMPUTER OR ON THEIR PHONES, AND THEY CAN ACCESS THEM OUT THERE IN THE FIELD.

YOU SAW A LITTLE BIT WHEN WE TALKED ABOUT THE SMOKE DETECTOR LIFT, THAT'S A PARTNERSHIP WITH THE RED CROSS AND WE'VE GONE OUT AND HAD THREE CAMPAIGNS AND INSTALLED OVER 85 SMOKE DETECTORS.

THAT'S A, THAT'S A PARTNERSHIP, NOT ONLY WITH THE RED CROSS, BUT WITH LOCAL SUPPLIERS WHO DON'T MAKE THOSE TO THE CITY FOR US TO GO OUT AND INSTALL THOSE IN THE COMMUNITY.

WE HAVE A LOT OF COMMUNITY ENGAGEMENT EVENTS OVER 134 DOCUMENTED ONES.

THOSE ARE ONES THAT WE'VE DOCUMENTED, NOT IMPROMPTU, NOT JUST STOPS, BUT ACTUALLY DOCUMENTED EVENTS.

WE HAD OVER 300 HOURS AND WE ALSO HAD TWO OPEN HOUSES DURING THAT YEAR, AS WELL AS WE, UH, VISITED 20 SCHOOLS AND DAY SCARES, UH, TOUCHING OVER 1700 STUDENTS.

WE HAD A FEW PROMOTIONS THERE.

WE WON'T TOUCH ON THEM ALL WHILE WE WANT TO CONGRATULATE ALL THOSE PEOPLE THAT EITHER CAME ON BOARD OR THAT WERE PROMOTED, UH, AS WELL AS, UH, FINISHING UP THE COLLABORATION WORK BETWEEN OUR FIREFIGHTERS.

WE HAD ABOUT SEVEN TO EIGHT OF OUR FIREFIGHTERS, BATTALION CHIEFS ON A COMMITTEE OVER THE LAST YEAR, WORKING ON, UH, IDEAS AND CONCEPTS, UH, DEVELOPING THOSE, UH, AND IT CULMINATED IN THE COMPLETION OF THE PLANS FOR STATION SIX NOW, WHICH IS BEING REVIEWED BY OUR, UH, DEPARTMENT MEMBERS AND THE STAFF WILL BE ARCHITECTS.

AND SO THEY WERE AWARDED THAT THIS YEAR, A LOT OF WORK WENT INTO THAT.

SO IT MEETS THE LATEST STANDARDS, UH, THAT ARE OUT THERE BY NFPA TO NATIONAL FIRE PROTECTION, UH, ADMINISTRATION, NEXT SLIDE.

SO WHAT'S OUR FOCUS FOR 2021 QUICKLY.

IT'S REALLY THE COMPLETE DESIGN AND SUPPORTING ELEMENTS FOR STATION SIX, UH, TO INCLUDE THE LAND ACQUISITION THAT HAS BEEN DONE.

THIS IS KEVIN BROWN, RUTGERS AND SUPERINTENDENT ON BEHALF OF THE PARKS AND RECREATION DEPARTMENT.

WE'RE HERE BEFORE YOU DENIED TO PRESENT THIS ITEM, UH, THE PARKS AND RECREATION DEPARTMENT IS PURSUING THIS GRANT OPPORTUNITY THROUGH TEXAS PARKS AND WILDLIFE.

THE IN QUESTION IS THE COMMUNITY OUTDOOR OUTREACH PROGRAM, WHICH SEEKS TO PROVIDE FUNDING TO TAX EXEMPT ORGANIZATIONS FOR PROGRAMMING THAT ENGAGES UNDERREPRESENTED POPULATIONS IN TEXAS PARKS AND WILDLIFE.

MISSION-ORIENTED UNDER RECREATION CONSERVATION AND ENVIRONMENTAL EDUCATION ACTIVITIES.

UH, THIS GRANT WOULD PROVIDE US THE OPPORTUNITY TO ENHANCE OUR OUTDOOR RECREATION PROGRAMS THAT WE CURRENTLY PROVIDE SUCH AS ARCHERY AND FISHING, AS WELL AS CREATING NEW OPPORTUNITIES FOR OUTDOOR RECREATION AND EDUCATIONAL, UM, ACTIVITIES SUCH AS KAYAKING, FAMILY, CAMPING AND NATURE, UH, CLINICS AND WORKSHOPS.

UM, THIS IS A NON-MATCHING REIMBURSEMENT GRANT, UH, MEANING THAT IF WE ARE NOT AWARDED THE GRANT, UH, NO FUNDS WILL BE REQUIRED.

MILLIONS OF WOMEN ARE LIVING WITH BREAST CANCER AND SURVIVAL RATES HAVE IMPROVED, MOSTLY IMPORTANT, THANKS TO, UM, EARLY DETECTION AND ADVANCES IN TREATMENT.

UM, AS WE ACKNOWLEDGED OCTOBER BREAST CANCER AWARENESS MONTH, I WANT TO SAY THAT AS A CITY, WE STAND WITH THOSE IMPACTED BY THIS DISEASE.
