[00:00:01]

NOW SEVEN O CLOCK AND IT'S IS THURSDAY, NOVEMBER 5TH, 2020.

AND WE HEAR ABOUT BY CALL THE CITY OF MISSOURI CITY PARKS BOARD, UH, MEETING TO ORDER.

UH, OH, MY INTERCONNECT IS A LITTLE UNSTABLE, BUT THAT'S ALL RIGHT.

IT'LL BE ALL RIGHT.

UM, EXCUSE ME, WE'LL DO A ROLL CALL.

AND BEFORE WE START OUR ROLL CALL, UH, I DID GET AN EMAIL FOR, UH, THE RECORD.

UH, I DID GET AN EMAIL FROM SUSAN.

UH, SHE HAD A FUNERAL TO ATTEND TO TODAY, UH, AND ALSO, UH, IF BEFORE BOTH SUSAN BACKER AND DARKER AND VICTORIA OR VICKY PORTER WILL NOT BE IN ATTENDANCE, THIS MEETING.

SO I'LL WALK THE RECORD TO REFLECT THAT AS WELL.

UH, I'LL GO DOWN THE LIST AND DO A ROLL CALL.

OKAY.

BUT IT'S NEITHER HE'S HERE.

I SEE HIM ON THE CALL.

DON JOHNSON HERE.

HE'S HERE.

THANK YOU VERY MUCH.

UH, THOMAS JOHNSON, THOMAS SANE.

I DON'T SEE IT ON THE CALL.

YOU MAY JOIN US LATER.

UH, LESLIE MACK, LAST NAME, MATT.

I DON'T SEE HIM ON THE CALL.

YOU MENTIONED YESTERDAY.

I DO NOT SEE HIM ON THE CALL.

ALL RIGHT.

UM, MAY ROSS MS. MARY ROSS? I DON'T SEE HER.

AND THEN I KNOW SUSAN'S NONE.

YEAH.

MR. MARTIN.

YEAH.

YEAH, I'M HERE, BUT I'M HAVING ISSUES WITH I'M HERE, BUT I HAVE ISSUES WITH MY SCREEN.

SO I'LL NEED TO PRE NEED REBOOT.

MAYBE NOT A PROBLEM.

WHY WAS YOU HERE? THAT'S GOOD ENOUGH.

ALL RIGHT.

OKAY, VICTORIA, SHE'S NOT HERE.

RAJ.

RAJ, DON'T SEE RODS.

HE'S NOT THERE, BUT MS. GILTNER HERE.

LOVELY.

MS. GILL.

THANK YOU VERY MUCH.

MA'AM JR.

I'M HERE.

I CAN'T TAKE OUT MY CAMERA, BUT I'M HERE.

OKAY.

OKAY.

AND THEN, UH, MS. AUDIO QUALITY.

SO IN ATTENDANCE TONIGHT SO FAR, WE HAVE, UH, LARRY BUDDY, DON BRYAN, DIANE JR.

ONE, TWO, THREE, FOUR, FIVE, SIX.

I HAVE SIX MEMBERS AND I HAVEN'T, UH, I DO NOT HAVE ENOUGH FOR FOUR.

I DO NOT HAVE ONE ACCORDING TO THE CITY CODE.

UM, I BELIEVE IT'S FOR A QUORUM.

I'M DOUBLE CHECKING THAT NOW.

OKAY.

OKAY.

I GOT SIX MATT.

I MADE THAT FOR ACTION ITEM.

WE CAN STILL MOVE FORWARD WHILE YOU'RE CHECKING THAT.

SO THANK EVERYBODY THAT DID ATTENDANCE TONIGHT.

AND I KNOW THERE'S A LOTS OF THINGS GOING ON AND I KNOW WE'RE WITH IN DAMACHE AND HOLIDAYS COMING UP AND ALL THAT KIND OF GETS STOPPED.

IT'S THIS IT'S THAT POINT ON, BUT, UH, WE'LL CONTINUE TO MAKE SURE THAT WE TAKE CARE OF THE CITY BUSINESS.

SO ITEM ONE, WE'VE CALLED IT THE ORDER AND DID A ROLL CALL.

[2. CONSIDER APPROVAL OF THE OCTOBER 1, 2020 PARKS BOARD MEETING MINUTES]

WE'LL MOVE ON OVER TO ITEM.

NUMBER TWO, AS WE FLASHED THE SCREEN OVER TO ITEM NUMBER TWO, UM, ITEM NUMBER TWO IS TO CONSIDER APPROVAL OF THE OCTOBER 1ST, 2020 PART BOARD MEETING MINUTES.

AND WITH I'M GOING TO TAKE THE ATTORNEY WORD THAT WE'RE GOOD TO GO UNTIL HE TELLS ME OTHERWISE, UH, YOU

[00:05:01]

WOULD HAVE GOTTEN THOSE MINUTES EMAILED TO YOU.

AND I WOULD ASK TO GIVE YOU A MOMENT TO REVIEW THOSE MINUTES.

AND IF THERE'S NO OBJECTIONS, I'LL ENTERTAIN A MOTION TO APPROVE.

I THINK THEY NEED TO BE A CORRECTION.

I THINK THERE, I THINK THERE MIGHT NEED TO BE A CORRECTION.

UM, I CAN'T PULL IT UP RIGHT NOW, BUT I SAW IT EARLIER UNDER BOARD REPORTS, THOMAS SCENE.

I THINK IT WAS, I THINK IT'S ACTUALLY THANKSGIVING RE W R E I T H RATHER THAN R E F F DIANE KIND OF THE SAME ONE.

OKAY.

I THINK THAT'S THE ONLY THING I NOTICED THAT WAS AN ERROR.

OKAY.

I MAY HAVE MISSED A LITTLE BIT OF WHAT YOU WERE SAYING THERE.

I BELIEVE IT WAS, UM, THOMAS SAENZ, BOARDMAN OR REPORT AND IT SHOULD BE THANKSGIVING READS.

W R E I T H RATHER THAN R E F F.

I WAS LIKE, IT WAS ODDLY ODDLY WORDED.

I, I CAN'T SEE IT ON MY SCREEN RIGHT NOW, BUT I SAW IT EARLIER.

OKAY.

WHERE'S JULIA.

YEAH, I'M HERE.

OKAY.

AND SHE'LL PUT, MAKES NOTE OF THAT.

UH, IS THERE ANY OTHER CHANGES OR, OR MODIFICATIONS REQUIRED FOR THE MEETING MINUTES FROM OCTOBER 1ST? IF NOT, I WILL ENTERTAIN A MOTION TO APPROVE THE MINUTES, SUBJECT TO THE CORRECTIONS AS NOTED BY MS. GILDER.

I HAVE A MOTION THAT'S UH, BY BUDDY SECOND BY DIANE, ALL THOSE IN FAVOR, SAY AYE.

AYE.

ANY OPPOSED? WELL, WE'LL MOVE ON OVER TO ITEM.

NUMBER THREE, ITEM NUMBER THREE IS A PUBLIC COMMENTS.

THIS IS AN OPPORTUNITY FOR US TO HEAR FROM THE PUBLIC.

WHAT WE WOULD ASK THAT YOU DO IS TO STATE YOUR NAME AND AN ADDRESS, AND THEN YOU CAN PRESENT THE INFORMATION THAT YOU NEED TO, AND, UH, WE'LL, UH, GUIDE IT IN THE RIGHT DIRECTION WITH THAT BEING SAID, DO WE MISS DOING ANYBODY THAT SIGNED UP? JUST BE, UH, FOR THE PUBLIC COMMENTS AND IF NOT, UH, DO WE HAVE ANYONE THAT WOULD LIKE TO SPEAK? DO WE HAVE ANYONE SIGNED UP TO SPEAK FIRST, RECEIVE ANY REQUEST FOR COMMENT? THANK YOU VERY MUCH.

MA'AM IS THERE ANYONE ON THE CALL THAT WOULD LIKE TO SPEAK AT THE PUBLIC COMMENT PORTION AT THIS POINT IN TIME? ALL RIGHT.

WITH THAT BEING SAID,

[4. PRESENT ENCROACHMENT POLICY]

WE'LL MOVE ON OVER TO ITEM NUMBER FOUR, ITEM NUMBER FOUR IS THE, UH, PRESENTATION OF THE ENCROACHMENTS POLICY.

UH, THIS ENCROACHMENT POLICY IS FOR, IT'S NOT AN ACTION ITEM.

IT IS HERE FOR BOARD INPUT ONLY FOR BOARD INPUT, AND IT IS NOT AN ACTION ITEM.

AND SO, UH, WITH THAT BEING SAID, UH, YOU'VE GOTTEN, THEY ACTUALLY SENT OUT AN AMENDMENT, UH, THIS EVENING, WHICH ADDED A FEW MORE MODIFICATIONS TO IT.

UH, BUT I WILL MR. HAMILTON, UM, BARRY, DO THE PRESENTATION.

HELLO, BARRY, UNMUTE YOURSELF.

HE'S HAVING A LITTLE TECHNICAL DIFFICULTY.

HOW'S THAT WORK? CAN YOU HEAR ME NOW? OH YEAH, YEAH,

[00:10:01]

YEAH.

I HAD TO KILL MY ON MY PHONE.

WELL, THIS IS OUR DEFENSE AGAINST ENCROACHMENT POLICY AND PROCEDURES.

IT JUST SET AN OUTLINE ON WHAT HAPPENS.

LET'S SAY SOMEBODY BUILDS A GAZEBO OUTSIDE THEIR FENCE AND OUR PARK OF HOW WE'D HANDLE IT.

FIRST.

WE TALKED TO THEM AND THEN IF THEY DON'T RESPOND, I'LL CALL THE DIRECTOR.

AND ONE OF US WILL CALL CODE ENFORCEMENT AND THEY WILL TRY AND GET IT HANDLED.

IF IT CAN'T BE HANDLED THAT WAY, THEN WE WILL REMOVE THE PROPERTY AND STORE IT WHERE THEY CAN COME PICK IT UP AND RESTORE OUR PARKLAND TO ITS ORIGINAL OR BETTER STATE.

AND WE'RE JUST PRESENTING THIS TO YOU GUYS FOR REVIEW.

AND ANY COMMENTS YOU MAY HAVE THIS IS ALSO GONE BEFORE THE, UH, LEGO DEPARTMENT, UM, AND OUR CITY ATTORNEY.

I DON'T KNOW IF YOU HAVE ANY COMMENTS WITH LIGHT, ADD THE DOCUMENT ITSELF, MR. CITY ATTORNEY? UH, NO, NO.

I HAD SOME INPUT IN, UH, IN DRAFTING.

IT I'VE MADE SOME RECOMMENDATIONS WHERE, UM, OTHER PROCESSES ALREADY IN PLACE MIGHT, UM, KIND OF OVERLAP WITH THIS SUCH AS HOW, UM, THE STATE LAW SAYS WE COULD HANDLE REMOVING ABANDONED VEHICLES AND THINGS LIKE THAT.

BUT YOU KNOW, OTHER THAN THAT, YOU KNOW, THE BASIC, THE BASIC PROCESSES AS BARRY, UH, EXPLAINED IT, UM, YOU KNOW, JASON OR HAS DESIGNATED WHAT'S CALL CODE ENFORCEMENT TO MAKE CONTACT WITH THE, UH, WHATEVER OWNER OF THE PROPERTY THAT WE COULD FIND.

AND THEN, UM, IF IT'S NOT REMOVED AND, UH, THIS POLICY WOULD GIVE, UH, PARKS AND RECREATION STAFF, THE AUTHORITY TO REMOVE IT AND GIVE THE OWNER AN OPPORTUNITY FOR IT TO BE CLAIMED SO, SO BARRY, THE ONLY QUESTION I HAVE IS, UH, IS THERE A, A REASON WHY RIGHT NOW IS THE TIME MARINE TO THE BOARD OR IS IT LIKE, UH, WELL, STATE LAW CHANGED? SO EVERYTHING ELSE CHANGES BECAUSE WE KNOW IT'S PART OF OUR CAPRA ACCREDITATION AND WE'RE JUST TRYING TO GET EVERYTHING WRAPPED UP THERE'S POLICIES AND PROCEDURES THAT WE'LL BRING TO YOU FOR REVIEW AND COMMENTS AS WE GET THEM SET TO OUR SATISFACTION.

WELL, IT SEEMS VERY REASONABLE AND WE HAD MANY INCIDENCES WHERE THIS HAS HAPPENED, NOT TOO MANY, USUALLY IT'S, IT'S JUST ABANDONED PROPERTY AND YOU CAN TELL THAT THEY BROKE SOMETHING ON IT AND DIDN'T WANT TO TAKE IT HOME.

IT SEEMS VERY THOROUGH.

IS THERE ANY COMMENTS OR OTHER QUESTIONS, UH, AS A PARKS BOARD, WE WOULD LIKE TO SUGGEST TO CITY STAFF WITH REGARDS TO THE POLICIES AND PROCEDURES FOR HANDLING ENCROACHMENTS.

I DO HAVE A QUESTION.

SO WITH THIS, UH, POLICY AND PROCEDURE, THIS IS SOMETHING THAT BASICALLY IS, IS AT THE STAFF LEVEL.

IT DOESN'T HAVE TO GO BEYOND THE STAFF LEVEL WITH REGARDS TO THIS.

AM I CORRECT? MR. CITY ATTORNEY? YEAH.

THIS WOULD BE THE, UM, THE POLICY THAT CITY STAFF WOULD WORK UNDER.

OKAY.

SO THIS WOULD NOT HAVE TO GO BEFORE CITY COUNCIL, CORRECT? I BELIEVE THE, I THINK IT'S GOING TO BE ADOPTED BY THE CITY COUNCIL BY ORDINANCE, BUT, UM, YOU KNOW, THEY WOULDN'T HAVE TO MAKE A DECISION ABOUT REMOVING ENCROACHMENTS, UM, AFTER IT'S ADOPTED JAMES.

I'M SORRY, I DIDN'T, I DIDN'T HEAR YOU.

I'M NOT SURE IF IT'S ME OR YOU DID IT.

ANYONE ELSE HERE? YEAH, WE CAN HEAR HER.

WE HEARD HIM.

OKAY.

OKAY, GOOD.

WELL, AGAIN, THIS IS A NON-ACTION ITEM AND SO, UH, THERE IS NO ACTION REQUIRED.

UH, IF NO ONE ELSE DOES ANYONE ELSE HAVE ANY COMMENTS THAT WE'D LIKE TO MAKE OR SUGGESTIONS WE'D LIKE TO MAKE WITH REGARDS TO THIS POLICY? ALRIGHT, IF NOT, WE'LL

[5. STAFF REPORTS]

MOVE ON OVER ITEM NUMBER FIVE, STAFF REPORTS, WE'LL START WITH THE, UH, UH, PARKS, MR. HAMILTON.

YEP.

PARK PROJECTS WERE FAIRLY WELL CAUGHT UP.

WE MADE SOME MAJOR STRIDES AND COMPLETED A LOT OF THEM IN THE LAST COUPLE OF MONTHS.

WHAT'S STILL IN EFFECT.

WE STARTED A NEW PARTIAL ONE AT AMERICAN LEGION, PUTTING IN,

[00:15:01]

UH, SIDEWALKS AND REPLACING SOME OF THE DECOMPOSED GRANITE TRAIL.

IT SHOULD BE COMPLETELY INSTALLED ON SATURDAY.

AND ALL IT WILL BE LEFT IS TO DO SOME DRAIN INLETS AND A LITTLE BIT OF FINAL GRADING.

BUT I THINK IT MADE A GREAT IMPROVEMENT OUT THERE.

THEY'VE ALREADY POURED HALF OF IT.

AND WHAT ELSE? AND WE HAVE TWO NEW PARK SIGNS IN THE WORKS.

WE JUST HAVE NOT DECIDED WHICH PARKS THEY'RE GOING TO GO IN.

AND WE HAVE TWO NEW PLAYGROUND REPLACEMENTS THAT WE'RE WORKING ON.

WE'VE ALREADY MADE THE ORDER FOR THEM.

ONE IS GOING AT HUNTER'S TRAIL PARK AND THE OTHER ONE WILL BE REPLACING THE OLD STRUCTURE OUT AT COMMUNITY TO BRING IT MORE IN LINE WITH ALL THE NEW COURSES WE'VE PUT IN OVER THE PAST YEAR AND A HALF.

WELL, THAT'S ABOUT ALL OF THE PARK PROJECTS IN MOTION RIGHT NOW.

OKAY.

OPERATIONS OR OPERATIONS.

I HAVE A COMMENT OR QUESTION HERE.

OKAY.

UM, I NOTICED ON YOUR, UH, LIST, IT HAD SEVERAL SMALL JOBS DONE IN PARKS.

AND I WAS WONDERING ABOUT THE TRAIL IN WHICH YOU, YOU HAD SIGNS UP THAT WARN THE WALKERS ABOUT UNEVEN TRAIL.

IS THERE A POSSIBILITY OF FIXING SOME OF THE RUTS THAT, UH, IN, UH, IN THE TRAIL, WE REALLY CAN'T DO ANYTHING WITH THE RUTS WHAT'S CAUSING IT ARE THOSE LIVE OAK TREES BETWEEN THE TRAIL AND RIDGEVIEW STREET AND THE ROOTS ARE JUST GOING UNDER IT AND BUCKLING IT.

WE'RE LOOKING IN THE FUTURE AT DOING THAT AND PUTTING IN ROOT BLOCKS AND CHANGING IT ALL TO CONCRETE, BUT THAT'S DOWN THE ROAD, THAT'S AN EXPENSIVE PROPOSITION.

SO AT THE VERY LEAST, WE, AT LEAST WE WARNED PEOPLE THAT THEY'RE THERE.

IF THEY KEEP GETTING WORSE THAN WE WILL COME UP WITH ANOTHER ACTION UNTIL WE CAN TOTALLY REPLACE IT.

WELL, I WAS THINKING MORE ON THE WESTERN SIDE WHERE THERE ARE BREAKS IN THE TRAIL AND LITTLE CRACKS THAT HAS NOTHING TO DO WITH ANY TREES AROUND.

AND IT WAS JUST A GREAT SINGLE TRAIL.

OH, JUST ASPHALT CRACKING.

YES.

THAT GOT COMES UP EVERY FEW YEARS.

AND I WORKED WITH PUBLIC WORKS AND THEY COME OUT WITH THEIR ASPHALT MACHINE AND FILL THEM IN.

I CAN SPEAK WITH THEM ABOUT THAT.

I'LL MAKE A NOTE RIGHT NOW.

THANK YOU.

I'VE TWISTED MY ANKLE.

THAT'S WHY I'M SAYING THIS.

YEAH, THAT WOULD KEEP IT IN MIND.

THANK YOU.

YOU'RE WELCOME.

ANY OTHER QUESTIONS ON PARK FOR BARRY? ALL RIGHT.

IF NOT BARRY, YOU CAN MOVE ON OVER TO OPERATIONS.

OPERATIONS WAS ALMOST COMPLETELY STANDARD ACTIVITIES OTHER THAN A FEW, UH, RECREATION ACTIVITIES, THE LOGISTICAL SUPPORT WE PROVIDED, WHICH IS A GOOD THING.

AT LEAST WE'RE GETTING BACK OUT THERE A LITTLE MORE, EVEN WITH COVID.

DOES ANYBODY HAVE ANY SPECIFIC QUESTIONS? ALL RIGHT.

THANK YOU VERY MUCH, BARRY.

UH, LET'S GO TO RECREATIONS.

UH, THAT WOULD BE MR. BROWN.

HEY, GOOD EVENING, EVERYONE.

UH, THE REPORT FOR OCTOBER IS IN THE PACKET.

AND AS BARRY MENTIONED, WE HAVE BEEN ABLE TO START OFFERING A FEW MORE THINGS AND WE'RE EXCITED.

WE'VE GOT A COUPLE OF, UM, OTHER EXCITING ACTIVITIES COMING UP.

SO STARTING THAT PROCESS OF TRYING TO GET BACK TO A NORMAL OPERATIONS.

UM, AND I JUST WANT TO POINT OUT ONE THING THAT WE DID HAVE RECENTLY, UH, NORMALLY IN OCTOBER WE HAVE OUR TRICKS AND TREATS EVENT.

I BOTH LOVE RUM PARK.

AND OF COURSE THIS YEAR WE HAD TO MODIFY THAT TO A DRIVE THROUGH OPERATION.

WE NORMALLY AT THE NORMAL EVENT, UM, HAVE ABOUT 2000 OR A LITTLE OVER 2000 PARTICIPANTS.

AND THIS YEAR FOR THE FIRST TIME DOING THE DRIVE BOOB AND WE HAD ABOUT 930 PARTICIPANTS.

SO, UM, STILL HAD A GREAT TURNOUT, UM, REALLY APPRECIATE ALL OF OUR VENDORS AND SPONSORS WHO ARE OUT THERE, UH, TAKING PART IN THAT EVENT.

AND EVERYONE THAT WAS THERE HAD A GREAT TIME.

SO, UM, THAT WAS COOL.

UM, COUPLE OF THINGS WE HAVE COMING UP, WE SUBMITTED OUR TEXAS PARKS AND WILDLIFE GRANT APPLICATION YESTERDAY.

UM, SO WE'LL LOOK FORWARD TO HEARING, UM, FROM THEM IN THE COMING MONTHS.

UH, WE HAVE A FRIDAY NIGHT FLICKS COMING UP NEXT FRIDAY ON NOVEMBER 13TH, THERE'LL BE SHOWING GUARDIANS OF THE GALAXY AT COMMUNITY PARK.

UH, WE'RE HAVING A BIG FISH FISHING TOURNAMENT.

IT'S GOING TO BE A VIRTUAL TOURNAMENT FROM NOVEMBER SIX THROUGH 16.

[00:20:02]

JUST GO OUT TO ANY OF OUR PARKS, CATCH A FISH, TAKE A PICTURE OF IT.

WE'VE GOT SOME MEASURING STICKS OUT THERE.

YOU CAN USE TO MEASURE YOUR CATCH AND SUBMIT THEM TO ADAM LAUGHTERS.

AND WE'LL SEE WHO THE BEST FISHERMAN IN MISSOURI CITY IS, UH, IN NOVEMBER 16TH.

SO, UH, DEFINITELY, UH, GO OUT AND TAKE PART IN THAT IF YOU'RE A FISHERMEN OFFICIAL WOMAN, UM, WE HAVE VIRTUAL BINGO ON NOVEMBER 19TH AT 10:00 AM, ROASTING A BLOOD DRIVE AT THE REC CENTER ON NOVEMBER 30TH.

AND IN DECEMBER, WE'RE NOT DOING OUR TRADITIONAL SNOW FESTIVAL, BUT WE DO HAVE A NUMBER OF KIND OF SMALLER SATELLITE EVENTS THAT WE'RE GOING TO BE SPACING OUT FOR THE FIRST COUPLE OF WEEKS IN DECEMBER, UM, SNOWMAN WE'RE ON A BUILD YOUR OWN, UM, GINGERBREAD PLAYGROUND INSTEAD OF A GINGERBREAD HOUSE, UH, DOING, UM, UH, CONFERENCE CALLS WITH SANTA CLAUS, UH, CALLS WITH CLAWS THROUGH ZOOM.

AND, UM, WE'RE WORKING ON THE TREE LIGHTING CEREMONY AND MAYBE A MOVIE EVENT AS WELL IN DECEMBER.

SO ONCE THAT GETS FINALIZED, THERE'LL BE SOME MORE INFORMATION COMING OUT.

SO THAT'S WHAT WE'VE GOT.

GO, COMING UP.

HAPPY TO ANSWER ANY QUESTIONS YOU GUYS HAVE ANY QUESTIONS FOR KEVIN? HAVE YOU GOTTEN MUCH RESPONSE ON WALK THE WILDERNESS? UM, I DON'T KNOW FROM FAD, ANY ONE SUBMIT THAT THEY'VE BEEN MAYBE ONE OR TWO PEOPLE HAVE SUBMITTED, THEY FINISHED IT.

UM, I'LL HAVE TO CHECK WITH ADAM TOMORROW.

OKAY.

CAUSE I HAVE, UM, OUT OF 10 PARKS, I'VE BLOCKED EIGHT OF THEM WITH MY YOUNGEST SON AND THE PARKS LOOK FANTASTIC.

THEY LOOK SO NICE AND WEATHER'S BEEN PERFECT.

AND UM, WE, FOR MISSOURI CITY GREEN, WE PUT IT ON OUR WEBSITE AND WE SUGGEST THAT PEOPLE TAKE A KROGER BAG, HEB BAG, WHATEVER, AND PICK UP TRASH ALONG THE WAY.

THERE IS NO TRASH, THE PARKS ARE SO CLEAN.

THEY LOOK RIGHT.

AND, AND WE REALLY APPRECIATE YOU GUYS, UM, SUGGESTING THAT AND PUTTING THAT OUT THERE ON YOUR WEBSITE AS WELL ON, RIGHT.

AND WE ALSO PUT IT ON NEXT DOOR.

THE OTHER THING I WANT TO SAY IS, UM, MISSOURI CITY GREEN ALSO PARTICIPATED IN THE DRIVE-THROUGH LAST SATURDAY.

AND I KNOW THERE WAS MAYBE HALF THE NUMBER OF PEOPLE, BUT IT WAS SUCH A GREAT TURNOUT FOR US.

IT SEEMS LIKE WE GOT OUR MESSAGE ACROSS SO MUCH EASIER WITH THE PEOPLE CONTAINED IN THEIR CARS.

THEY WERE SO EXCITED ABOUT MICHAEL RECYCLE.

WE HAD THE BEST TIME WE HAD SUCH A GREAT TIME AT THAT EVENT.

YOU DID A WONDERFUL JOB, YOU KNOW, I KNOW YOU THINK YOU TAPPED IT DOWN, BUT I REALLY THINK YOU DID A FANTASTIC JOB.

THANK YOU.

I WANT TO ASK KEVIN ABOUT TENNIS, TENNIS LEAGUES.

IT'S BEEN EIGHT MONTHS OF COURTS HAVE BEEN CLOSED.

APPARENTLY YOU CAN ONLY USE THE COURTS IF YOU PAY.

I'VE NOTICED A SIGNIFICANT NUMBER LADIES LEAGUE.

THEY'RE NOT LEAGUES, BUT I UNDERSTAND THAT'S THE ONLY POLICY.

I DON'T UNDERSTAND WHY THAT'S ALLOWED WHEN LEAGUE PLAY IS NOT ALLOWED WELL LEAGUE PLAY.

UM, WASN'T OUR DECISION THAT WAS THROUGH HTA AND US, THE ACTUAL LEAGUES CANCELED OR TO MY IN-HOUSE LEAGUES AND HOW FLAKES WE MADE THE DECISION THAT WHEN WE REOPENED THAT ONLY EXISTING MEMBERS WOULD BE ABLE TO ACCESS FACILITIES IN ORDER TO LIMIT, UM, YOU KNOW, THE NUMBER OF PEOPLE WE HAD OUT THERE.

WE ARE BEGINNING TO USE THOSE RESTRICTIONS.

I'M SURE LEAGUES WILL BE COMING BACK SOONER RATHER THAN LATER.

UH, DON'T HAVE A FIRM TIMELINE ON THAT YET, BUT THAT DISCUSSION IS BEING HAD, AND WE WILL HAVE IN-HOUSE LEAGUES AVAILABLE AGAIN SOON.

ALL RIGHT.

THANK YOU.

ANY OTHER QUESTIONS OR COMMENTS?

[6. BOARD REPORTS]

UH, ITEM NUMBER, UH, SAY TO GO ANY FURTHER, JASON, OBVIOUSLY HE'S NOT HERE TONIGHT.

UH, BUT I JUST WANTED TO MAKE SURE FOR THE RECORD, I MENTIONED THAT ITEM NUMBERS, THINGS, A BOARD REPORT, OR BEFORE WE GO THERE, KEVIN, ONE MORE QUESTION FOR YOU RIGHT QUICK.

SO THEY'RE NOT GOING TO HAVE LIKE A PARADE THIS YEAR OR ANYTHING LIKE THAT, CORRECT? UH, NO, THERE'S NO PLAN CURRENTLY TO DO THE SNOW FEST PARADE.

UM, LIKE I SAID, WE'RE KIND OF FOCUSING ON MORE SMALL SATELLITE EVENTS WHERE WE CAN LIMIT THE AMOUNT OF PEOPLE AT ONE TIME.

UM, BUT I THINK THE BIG, THE BIG EVENT IS GOING TO BE, WE'RE GOING TO DO A TREE LIGHTING.

WE'RE TRYING TO INCORPORATE IT ALSO INTO LIKE A CHRISTMAS OR HOLIDAY MOVIE EVENING, UM, BASED ON THE MOST RECENT EXECUTIVE ORDER, UH, WE'D THINK

[00:25:01]

THAT SOME OF THE RESTRICTIONS THAT WE HAVE BEEN OPERATING UNDER HAVE BEEN LIFTED.

AND SO WE'RE GETTING FINAL CLARIFICATION ON THAT.

AND ONCE WE GET THAT CLARIFICATION, WE'LL BE ABLE TO MOVE FORWARD WITH SOME OF THE PROGRAMS AND EVENTS THAT HAVE BEEN DISCUSSED AND GETTING BACK TO MORE, UH, WE'RE ABLE TO HAVE MORE PEOPLE OUT AT EVENTS AND PROGRAMS, UH, SPECIFICALLY OUTDOOR EVENTS AND PROGRAMS. SO, UH, WE SHOULD HAVE SOME CLARITY ON THAT AND HOPEFULLY BY TOMORROW, OH, YOU'RE NOT KEVIN, I'M SORRY.

YOU'RE NOT TALKING ABOUT CHANEL.

YOU'RE TALKING ABOUT A WHOLE DIFFERENT DIRECTION, A TREE LINE BECAUSE NO FEST IS SUCH A BIG EVENT.

UM, THE DELAY IN HOW LONG THIS HAS ALL GONE ON, WE DIDN'T HAVE TIME TO, WE DIDN'T, WE DIDN'T PLANS NO FEST BECAUSE THERE WAS NO GUARANTEE THAT WE'D BE ABLE TO DO IT.

BUT WE DID START PLANNING ON DOING SOME SMALLER BREAKOUT EVENTS TO STILL, YOU KNOW, OFFER SOMETHING FOR THE COMMUNITY FOR THE HOLIDAYS AND TRYING TO BREAK IT UP INTO SMALLER EVENTS OVER A LONGER PERIOD OF TIME, AS OPPOSED TO JUST HAVING SNOW FEST AND THEN THE SNOW FEST PARADE AND SHUFFLE THE NEXT DAY.

SO, UH, NO, THE ACTUAL, NO, UH, TRADITIONAL SNOW FEST EVENT IS NOT GOING TO HAPPEN, BUT THERE IS GOING TO BE SOME AUXILIARY, SNOW, HEY, GOOD JINGLE BELL RUN OR SOMETHING, OR IT LOOKS LIKE KEVIN SCREEN IS FROZEN, BUT I'LL GO AHEAD AND JUMP IN.

BUT WE ARE GOING TO BE HOSTING A SNOWMAN SHUFFLE, WHICH IS KIND OF OUR TAKE ON A DIFFERENT VERSION OF A FUN RUN.

UM, SO WE WILL BE OFFERING SOME SORT OF ATHLETIC EVENT, BUT IN A MORE LIMITED CAPACITY THAN THE SHUFFLE WAS AND WITHOUT ROAD CLOSURES.

SO FROM, FROM THIS BODY, IS THERE ANYTHING THAT WE CAN DO TO HELP? CAN WE, CAN WE SHOW UP IN AN ABANDONED SORT OF BIT THAT YOU WOULD LIKE FOR US TO, AS A BOARD TO SHOW UP TO OR SEVERAL EVENTS THAT WE COULD SPREAD OUT ACROSS THE BOARDS? OH, DEFINITELY.

UM, PUT THE, UH, INQUIRY OUT THERE BECAUSE I KNOW ADAM IS HOSTING THE SHUFFLE AND I KNOW THERE'S SEVERAL STATIONS TO THAT, SO I'LL LET THEM KNOW THAT, UM, THERE MAY BE INTEREST ON THE PARKS BOARD FOR VOLUNTEERS.

SO, UM, I KNOW DEFINITELY THERE'S A LOT OF STAFFING INVOLVED IN THAT ONE IN PARTICULAR, JUST BECAUSE THERE'S A LOT OF STOPS ALONG THE WAY.

UM, SO THAT WOULD BE GREAT.

AND I'LL DEFINITELY SHARE YOUR INTEREST IN VOLUNTEERING TO ADAM.

SOUNDS GOOD.

THANKS.

SORRY.

MY COMPUTER JUST FROZE UP AND CUT ME OFF TO ZOOM.

SO IF I MISS SOMETHING APOLOGIZE, NOT AT ALL, NOT A PROBLEM.

ONE MORE QUESTION, KEVIN, YOU TELL ME ANYTHING NEW AND UPDATING ON THE ARTS COMMISSION.

UH, NO, I DON'T HAVE ANY INFORMATION ON, ON THE ART INFORMATION.

UH, I'LL ASK JASON TOMORROW IF HE HAS ANYTHING THAT HE CAN SHARE WITH YOU GUYS.

THANK YOU.

YOU MADE THEM SPEECHLESS BUDDY.

SORRY THAT HE WAS SPEECHLESS WHEN YOU ASKED HIM THAT QUESTION.

HMM.

HEY, THERE IS NO UPDATE ON THAT PORTION OF IT.

RIGHT? SO WE'LL MOVE ON OVER TO ITEM NUMBER SIX BOARD REPORTS.

ARE THERE ANY BOARD REPORTS? ARE THERE ANY BOARD REPORTS? I MEAN, UNLESS YOU'RE ASKING ABOUT IF WE'RE BORED WHERE YOU'RE ALL BORED, BUT THERE IS A PANDEMIC GOING ON, SO WE'RE ALL BORED.

UH, THE ONE THING I DO NEED TO MENTION, SO NORMALLY WHAT HAPPENS IS, AND DECEMBER WE DON'T MEAN, UH, NOT AS THEY HAVE A PARK BOARD AGENDA ITEM.

UH, UH, I THINK WE WOULD, WE WOULD MEET IF WE HAD SOMETHING THAT REQUIRED ACTION AT THIS PARTICULAR TIME, WE DO NOT HAVE ANYTHING THAT'S GOING TO REQUIRE ANY ACTION.

AND WE NORMALLY DON'T MEET BECAUSE THAT ALLOWS CITY STAFF TO KIND OF WORK THROUGH AND GET THEIR STUFF TOGETHER FOR THE, THE CHRISTMAS EVENT, WHICH THEY'LL STILL NEED TO DO.

SO WE WILL NOT MEET IN DECEMBER, NOT UNLESS THERE'S AN

[00:30:01]

ACTION ITEM THAT REQUIRES PARKS, BOARD APPROVED.

UH, SO, UM, OUR NEXT MEETING WE'LL COME AND JANUARY AND WE'LL GET NOTICES SENT OUT AND, AND AGAIN, WE'LL JUST KIND OF PLAY IT BY EAR ON THAT ONE AS WELL.

IS THERE ANY QUESTIONS ANYONE HAS OR ANYTHING ELSE ANYONE NEEDS TO REPORT ON? I HAD A QUESTION AT THE VERY BEGINNING.

I CAN MISS TWO SECOND SECONDED THE APPROVAL OF THE MINUTES.

UM, DO YOU KNOW WHO DID THAT? I'M SORRY.

SAY IT AGAIN.

UH, WHO SECONDED THE APPROVAL OF THE OCTOBER MINUTES.

OKAY, GREAT.

THANKS.

ANY ITEMS, ITEM NUMBER SEVEN, ITEMS FOR NEXT AGENDA.

ARE THERE ANY ITEMS WE NEED TO PUT ON THE NEXT PARK'S BOARD MEETING AGENDA? ALRIGHT, WELL, IF NOT, UH, EVERYONE, WE, UH, THANK YOU FOR COMING OUT THIS EVENING.

UH, BLADES, WE'VE GOT THANKSGIVING HOLIDAY COMING UP, EVERYONE STILL PRACTICE, UH, SOCIAL DISTANCE AND, AND ALL OF THE THINGS THAT THE CDC RECOMMEND, UH, AWARDS TO ALL, TO HAVE A HAPPY THANKSGIVING AND LOOK FORWARD TO, UH, SEEING YOU ALL AGAIN AT OUR NEXT MEETING.

AND AT SOME POINT IN THE FUTURE, WE WILL BE ABLE TO MEET IN PERSON.

I CAN SHAKE EVERYBODY'S HANDS, HAPPY THANKSGIVING.

WE ARE ADJOURNED THANKSGIVING, GIVING EVERYBODY.
