UH, APPROXIMATELY PRE-DEVELOPMENT MEETINGS ARE APPROXIMATELY 32% OF THE TOTAL PLAN APPLICATION.

THE SECOND HALF OF 2025 SHOWS AN INCREASE IN MEETINGS, WHICH IS IN LINE WITH VARIOUS ZONING PLAING AND BUILDING PERMITS, SUBMITTAL APPLICATIONS, EXCUSE ME, WITH ZONING MAP AMENDMENTS APPROXIMATELY 9% OF THE TOTAL PLAN APPLICATION.

OVERALL, WE'VE SEEN A SIGNIFICANT INCREASE IN ACTIVITY FROM 2024 TO 2025 AND MANY OF THOSE ZONING APPLICATIONS HAVE COME BEFORE YOU WITH SUBDIVISION PLATS.

APPROXIMATELY 32% OF THE TOTAL PLAN APPLICATION AVERAGE OF EIGHT PER MONTH.

IN THE CIENA SOUTH WE HAVE 19 SUBDIVISION PLATS WITH HAD, WHICH HAS UH, PRODUCED APPROXIMATELY 1,155 NEW SINGLE FAMILY LOTS AND WITHIN THE CITY LIMITS A HUNDRED APPROXIMATELY 155 NEW SINGLE FAMILY LOTS ON PARKLAND DEDICATIONS, APPROXIMATELY 2% OF THE

TOTAL PLAN APPLICATION.

UH, MANY OF THESE, UH, PARKLAND APPLICATIONS INCLUDE SINGLE FAMILY LOTS FROM ONE TO, UH, APPROXIMATELY 23 LOTS, INCLUDING A MULTI-FAMILY, UH, DEVELOPMENT OF APPROXIMATELY 270 UNITS WITH BUILDING PERMIT ACTIVITY.

APPROXIMATELY 4% OF TOTAL PERMIT APPLICATION THOUGH PERMIT APPLICATION SUBMITTALS DECREASED WITH, UM, IN QUARTER THREE AND QUARTER FOUR.

THIS WAS DENIED BY YOU JUST SEVERAL MONTHS AGO TO ALLOW A REPL OF DIVIDING A LARGE LOT INTO TWO LOTS AND PUTTING TWO WATER WELLS ON IT.

THE ISSUE IN OUR NEIGHBORHOOD IS THAT WE ARE DE SOLELY DEPENDENT ON WATER WELLS FOR OUR SUPPLIES OF WATER AND FOR LIVING THERE, WE WERE ORIGINALLY ENGINEERED FOR 34 LOTS, 34 WELLS.

WE PRESENTLY HAVE 37 WELLS THAT GIVE WATER TO FULL HOUSEHOLDS.

PLUS WE HAVE AN ADDITIONAL WELL THAT IS NOW SERVICING LIVESTOCK.

THAT'S NOT TO MENTION WHAT HAS HAPPENED AFTER THAT.

WE HAVE MORE AND MORE WELLS OUTSIDE OF OUR SUBDIVISION ALONG HIGHWAY SIX BEHIND US ON SIENA SPRINGS.

ALSO UP ALONG, UM, TRAMBLE FRESNO ROAD.

AND NOT TO MENTION THE FACT THAT THERE ARE NOW 10 MUD DISTRICTS SURROUNDING US ALL DRAWING WATER, ONE OF WHICH IS RIGHT ON OUR BORDERLINE.

THE WELL IS RIGHT ACROSS THE FENCE LINE.

UM, THEY ARE ASKING THE PARTY THIS TIME FOR A SECOND ITEM THAT THEY DO NOT WANT TO HAVE A ENGINEERING OR GEOSCIENTIST REPORT BECAUSE IT'S COST PROHIBITIVE.

WHAT WOULD BE COST PROHIBITIVE IS IF MY NEIGHBORS AND MYSELF HAD TO REDO ALL OUR WELLS.

UM, BUT JUST, JUST THE CASE IS THIS ONE FAMILY THAT WANTS TO DIVIDE IT WHERE THEY WANNA LIVE, MOTHER AND DAUGHTER AND NEXT TO EACH OTHER.

NUMBER ONE VARIANCE REQUEST.

I WANT TO BEGIN BY CLEARLY STATING THAT THE UNDERGROUND WATER SUBMITTAL WITH THE APPLICATION, INCLUDING THE TEXAS WATER DEVELOPMENT BOARD, WALL LOCKS FROM THE IMMEDIATE AREA WAS REVIEWED BY A TEXAS LICENSE ENGINEER WHO ALSO SIGNED THE VARIANCE REQUEST.

AFTER REVIEWING THE DOCUMENTATION, STAFF RECOMMENDED DENIAL BECAUSE THEY DID NOT CONSIDER THE SUBMITTED DOCUMENTATION TO BE CREDIBLE EVIDENCE.

HOWEVER, UNDER THE TEXAS LOCAL GOVERNMENT CODE TWO 12.0101 A1, THE PLANNING AND ZONING COMMISSION IS THE BODY THAT HAD THE AUTHORITY TO GRANT OR DENY THIS WAIVER.

AND THEREFORE IT IS A COMMISSION THAT DETERMINES WHETHER CREDIBLE EVIDENCE EXISTS.

THE INFORMATION WAS PROVIDED COMES DIRECTLY FROM THE STATE OF TEXAS OFFICIAL GROUNDWATER DATABASE.

THE TWDB WELL LOG SHOWED NEARLY DOMESTIC WELLS PRODUCING BETWEEN 50 TO A HUNDRED GALLONS PER MINUTE.

AND THESE REPORTS SPAN MULTIPLE YEARS WITH NO INDICATION RECORDS OF DECLINING GROUNDWATER AVAILABILITY.

BY COMPARISON, INCREASING THE TRACK FROM ONE LOT TO TWO ADDS ONLY 0.3 GALLONS PER MINUTE OF ADDITIONAL GROUNDWATER DEMAND.

THE DEMAND IS EXTREMELY SMALL RELATIVE TO THE PRODUCTION DOCUMENTED IN THE AREA AND REPRESENTS THE NEG NABLE IMPACT ON THE SURROUNDING PROPERTIES.

THE PROPERTY OWNER IS NOT PREPARED TO DRILL A NEW WELL SOLY FOR THE PUMP TEST AND THE QUOTED COST FOR THE REQUIREMENT TESTING IS TENS OF THOUSANDS OF DOLLARS.

UM, CONCERNS RAISED AT PRIOR MEETINGS ABOUT DECLINING GROUNDWATER ARE NOT SUPPORTED BY THE TWDB DATA OR GROUNDWATER DISTRICT STUDIES.

WE FOUND THIS APPLICATION MOSTLY ALIGNS WITH THE, UH, COMPREHENSIVE PLAN UPDATE THAT WE'RE GOING THROUGH.

ALTHOUGH IT'S NOT A TRUE MIXED USE DEVELOPMENT, UM, WE DO BELIEVE THIS DEVELOPMENT DOES HAVE THE POTENTIAL TO CATALYZE MIXED USE DEVELOPMENT AROUND IT AND ATTRACT BUSINESSES THAT ENHANCE THE ECONOMIC VITALITY OF TEXAS PARKWAY.

SO HERE BEFORE YOU, WE HAVE A PROPOSED CONCEPTUAL FLOOR PLAN OF THE PICKLEBALL COURT RECREATIONAL FACILITY.

CURRENTLY A VACANT SITE AND WITHIN THE PROPOSED SITE, AND I'VE, UH, COLOR CUTTED IT HERE WE HAVE 12 INDOOR PICKLEBALL COURTS, WHICH YOU SEE IN THE PURPLE ON THE TOP OF THE PICTURE ON THE SCREEN.

WE HAVE ONE OUTDOOR PICKLEBALL COURT ROOFED, UH, WHICH IS IN THE LOWER, UH, MIDDLE PORTION THAT'S OUTLINED IN PINK NEXT TO THE OUTDOOR ROOF COURT WITH THE OTHER COURTS BEING INDOOR.

WE HAVE AN OUTDOOR LAWN AND SEATING AREA WITH GREEN SPACE AND A PLACE FOR PEOPLE TO SIT UNDER, UM, UMBRELLAS ON THE PLANS.

THE SEP WOULD ALLOW FOR THE CONTINUED USE OF A FUNERAL HOME.

UM, THE SITE WAS CURRENTLY, OR IT WAS BUILT AS A FUNERAL HOME IN THE 1950S, AND THEN THE CITY ADOPTED ZONING IN 1981.

UM, AFTER THAT, THE FUNERAL HOME, UM, CONTINUED ITS USE AS A NON-CONFORMING USE.

AND, UM, RECENTLY LOST IS NON-CONFORMING STATUS DUE TO A CHANGE OF OWNERSHIP AND ELAPSED OF THE USE.

UM, SO THE APPLICANTS ARE HERE TODAY TO REQUEST THE SEP FOR THE FUNERAL HOME TO CONTINUE TO BE ABLE TO USE IT AS IT'S BEEN THE PAST SEVERAL, SEVERAL DECADES.

SO THE CURRENT ZONING IS R THREE TWO FAMILY RESIDENTIAL DISTRICT.

UM, THIS WAS ADOPTED AGAIN WITH THE ORIGINAL ZONING IN 1981, SIMILAR TO THE FUNERAL HOME.

THERE ARE OTHER CIVIC USES IN THE AREA THAT ARE ALSO, UM, NON-CONFORMING, SUCH AS THE CITY RISE CHURCH DIRECTLY TO THE EAST.

UM, OTHER USES IN THE AREA INCLUDE A SINGLE FAMILY, UM, RESIDENCE JUST NORTH, AND JUST NORTH OF THAT IS ANOTHER CHURCH THAT HAS BEEN DEVELOPED.

THE 2017 COMPREHENSIVE PLAN DOES, UH, PROVIDE THAT THIS AREA, PRESENT STREET WOULD BE AUTO ORIENTED COMMERCIAL DISTRICT.

SO THIS USE IS IN CONFORMANCE, UM, WITH THAT PROPOSAL, UM, INTENT.

SO THE NOTICE WAS SENT OUT TO PROPERTY OWNERS ON NOVEMBER 24TH.

UH, 2025.

A SIGN WAS POSTED ON SITE THE SAME DAY.

WE ARE HOLDING THE FIRST PUBLIC HEARING TONIGHT.

UM, AND THEN A SECOND PUBLIC HEARING WITH CITY COUNCIL IS CURRENTLY TENTATIVELY SCHEDULED FOR JANUARY 20TH, 2026.

AND SO FAR WE HAVE RECEIVED ONE WRITTEN SUPPORT LETTER.

MOVING ON TO THE RECOMMENDATION STAFF IS RECOMMENDING TO APPROVE THE REQUESTED ZONING CHANGE WITH THE FOLLOWING CONDITIONS.

THE FIRST BEING TO MAINTAIN THE EXISTING BUILDING SETBACKS.

AND THIS INCLUDES A 20 FOOT SETBACK ON PRESENT STREET, UM, TO REMAIN IN COMPLIANCE WITH THE EXISTING BUILDING.

MM-HMM .

THE SECOND CONDITION WOULD BE TO REQUIRE LANDSCAPING WITHIN THE EXISTING BUFFER YARDS AND AROUND THE PERIMETER OF THE PARKING AREA.

SO THAT INCLUDES THE, UH, LANDSCAPING RIGHT NEXT TO THE RESIDENTIAL, PROVIDING A TRANSITIONAL BUFFER YARD ALONG PRESENT STREET, MAINTAINING THE MATURE TREES ALONG FIFTH STREET, AND THEN PROVIDING PERIMETER LANDSCAPING AROUND THE PARKING LOT.

AND THEN THE THIRD CONDITION WOULD BE TO REQUIRE A PARKING PLAN.

AND FOR THESE SPACES IN THE PARKING, UH, LOT TO BE CLEARLY MARKED.

UM, AND THIS WOULD BE EVALUATED AT THE TIME OF PERMITTING.

I WANT TO GIVE Y'ALL THE GREAT NEWS THAT WE REACHED ABOUT 93% OF OUR GOAL, GOAL 300.

WE HIT 2 78 AND I WANT TO HIGHLIGHT THAT AS THREE TIMES MORE RESPONDENTS THAN THE LAST SURVEY.

SO WE WENT UP PRETTY SIGNIFICANTLY.

WE REALLY DID OUR BEST TO HEAR FROM THE COMMUNITY.

UM, SOME FIRST RETURNS THAT WE SAW, UM, ARE THAT 78% OF RESPONDENTS, UM, VISIT MIXED USE DEVELOPMENTS LIKE SUGARLAND TOWN SQUARE MORE THAN ONCE A MONTH.

AND ON TOP OF THAT, 81% OF THE RESPONDENTS ARE IN GENERAL FAVOR OF A SIMILAR DEVELOPMENT IN MISSOURI CITY.

TOP FIVE CORRIDORS THAT WOULD HAVE THE HIGHEST SUPPORT AS VOTED BY THE RESPONDENTS.

UH, START WITH FORT BEND PARKWAY AT 42%.

AND THEN GOING DOWN, WE HAVE HIGHWAY SIX EAST OF FORT BEND PARKWAY, FM 10 92 CARTWRIGHT ROAD, AND THEN TEXAS PARKWAY.

I WILL NOTE THOUGH, UM, ALL THE RESPONDENTS, UM, DID PUT THEIR ZIP CODE LOCATION.

SO WHEN I DO MY LATER ANALYSIS, I'LL SEE IF PEOPLE WERE JUST VOTING FOR ONES NEXT TO 'EM, IF PEOPLE WERE VOTING ONES VERY FAR AWAY FROM 'EM.

AND THEN GOING DOWN THE LIST, UH, COMMUNITY CENTERS AND GATHERING SPACES.

FURTHER SUPPORT FOR MIXED USE DEVELOPMENTS, UH, THEN WAS GROCERY STORES AT 34% AND THEN COFFEE SHOPS AND CAFES.

AFTER THAT WE HAVE SMALL SHOPS OR OFFICES.

AND THE NEXT TWO ARE GONNA BE FOOD, TRUCK PARK AND FOOD HALLS.
