UM, IT'S SURROUNDING SUBDIVISION AND STREET NAMES THAT MIGHT BE CONSIDERED HISTORICALLY OFFENSIVE, UH, TO, UH, VARIOUS GROUPS.

SO, UM, WE USE THE VICKSBURG SUBDIVISION AS AN EXAMPLE IT'S BEEN USED, UM, OVER THE LAST SEVERAL YEARS.

UM, AGAIN, YOU KNOW, WE'RE MOSTLY ALL FAMILIAR WITH THE BATTLE OF EXPER, UM, AND WITHIN THAT SUB DIVISION OF THE STREET THING THAT, UM, IN PARTICULAR REFERENCE, UH, DIFFERENT ASPECTS OF THE CONFEDERATE ARMY.

UM, SO WE HAD THAT FOR, FOR COURT, UM, BECKER FOR DRIVE AND BETTER REPORTS CONFEDERATE DRIVE.

AND SO ON NEXT SLIDE, PLEASE.

SO AS A REMINDER OF THAT DISCUSSION, WE TALKED ABOUT HOW OUR STREET NAMES NAMES TO BEGIN WITH.

AND SO THEY ARE UNDER YOUR JURISDICTION AS THE PLANNING AND ZONING COMMISSION AS A FUNCTION OF THE PLANNING PROCESS.

SO THE PLAQUES THAT WERE JUST APPROVED THAT ARE DEDICATING NEW STREETS, THE DEVELOPER WITH THEIR APPLICATION, UH, SUBMIT, UM, THE STREET NAMES OF SUBDIVISION NAMES AS WELL AS, UH, STREET NAMES.

AND SO GENERALLY, UM, THE STANDARDS THAT WE HAVE, UM, ARE LIMITED AND, UM, THEY ARE THE STREET NAMES AND SUBDIVISION NAMES ARE GENERALLY, UH, DETERMINED BY THE DEVELOPER OR BUILDER, UH, DURING SITE IN PROCESS.

SO THE EXISTING STANDARDS THAT WE HAVE ON NAMING MS STREET, UH, INCLUDES FROM THE CLADDING MANUAL AND, UH, THE ONLY STANDARDS WITHIN THERE THAT CURRENTLY EXIST ARE THAT THE DEVELOPER HAS TO IDENTIFY A NAME OF THE SUBDIVISION ON THE FLAT, AND, UH, THEY HAVE TO PROVIDE AN ALPHABETICAL LIST OF THE PROPOSED NAMES, UM, THAT ARE BEING DEDICATED BY THAT CLASS.

THE OTHER STANDARD THAT WE HAVEN'T PLACED TODAY, UH, IS FROM THE PUBLIC INFRASTRUCTURE DESIGN MANUAL, AND THE STANDARDS ARE IN REGARDS TO THE ACTUAL DESIGN OF PLACING A STREET NAME ON A STREET SIGN.

SO THE, THE PRINTING OF THAT SIGN, THE, UM, UH, PLACEMENT OF THE SIGN ON A POLE, UH, THESE STANDARDS GOVERN, UH, THAT DESIGN ASPECT SO EXISTING.

UM, WE HAVE STANDARDS IN TERMS OF THE MAXIMUM NUMBER OF CHARACTERS, INCLUDING SPACES, UH, THAT CAN BE INCLUDED IN A PROFILE OF STREET NAME.

AND SO WHAT WE'RE LOOKING AT ON THE ISSUE OF SUBDIVISION NAMES WE'VE DISCUSSED, AND IT'S BEEN IN THE PUBLIC DISCUSSION AS WELL.

UM, HOWEVER, THESE RECORDS REGULATIONS ACTUALLY WON'T COVER A SUBDIVISION NAME AND PRIMARILY A JAMEELA IN THE PRESENTATION THAT WAS GIVEN IN, IN MAY, UM, DISCUSS WITH YOU ALL THE, THE DIFFERENCE BETWEEN PUBLIC AND PRIVATE SPEECH.

AND, UH, GENERALLY SUBDIVISION NAMES ARE CONSIDERED A PRIVATE SPEECH PROTECTED BY THE FIRST AMENDMENT.

UM, SO THESE REGULATIONS THAT WE ARE PROPOSING WOULD NOT, UM, WOULD NOT CHANGE, UM, OR PROVIDE A GUIDELINES ON A DEVELOPER PROPOSING A NEW SUBDIVISION NAME TODAY.

SO WHAT WE ARE PROPOSING ARE SOME GUIDELINES FOR NAMING NEW STREETS.

AND SO WE'RE PROPOSING A LANGUAGE CHANGE TO THE SUBDIVISION ORDINANCE AND PARTICULARLY THE, UM, REGULATIONS THAT I JUST SUMMARIZED THAT WE ALREADY HAVE THAT EXIST IN THE PLANNING MANUAL, AS WELL AS THE INFRASTRUCTURE DESIGN MANUAL, THOSE WOULD BE RE RETAINED AND CARRY OUT OVER INTO THIS NEW SECTION IN THE SUBDIVISION ORDINANCE.

AND THEN WE WOULD PROVIDE ADDITIONAL GENERAL STANDARDS.

AND SO THOSE GENERAL STANDARDS WOULD INCLUDE NAMES COULDN'T BE DUPLICATED.

SO, YOU KNOW, AGAIN, THINKING OF STREET NAMES, UM, IN TERMS OF EMERGENCY RESPONSE OR, UM, YOU KNOW, DELIVERY, OR, YOU KNOW, JUST TRYING TO LOCATE, UM, A PLACE IN THE CITY, REDUCING THE NUMBER OF CONFLICTING, UM, NAMES THAT'S WHERE THIS GUIDANCE WOULD PROVIDE.

UM, SO NO DUPLICATE NAMES, UH, NAMES CAN'T BE SIMILAR TO OTHER EXISTING NAMES WITHIN CLOSE PROXIMITY.

UM, WE DISCUSSED THE CITY'S NAMING A PROGRAM THAT'S ALREADY BEEN ADOPTED AND IN PLACE FOR THE RENAMING OF CITY STREETS AS, SO THE STANDARDS WOULD ADOPT THOSE EXISTING STANDARDS AS, UM, A REASON FOR DISAPPROVAL OF A PROPOSED STREET NAME.

ADDITIONALLY, WE'RE PROPOSING, UH, THAT MAY, CAN NOT CONTAIN PROPER NAME, UM, IS THAT PERSON THAT PLAYS, UM, WHATEVER THAT PROPER NAME IS, HAS BEEN PROVIDED OR CONTRIBUTED POSITIVELY TO THE VERY CITY COMMUNITY OR JUST GENERAL HUMANITY.

UM, WE'RE ALSO PROPOSING THAT MAY NOT BE OVERUSED NAME.

AND THEN, UH, THE PR THE PROPOSAL OFTEN INCLUDES THAT FOR PRIVATE STREET, UH, THAT THERE'S A DESIGNATION PLACE ON THOSE STREETS.

UM, SO WHETHER IT'S THE WORD PRIVATE OR THE ABBREVIATION, UM, PLACE AT THE END OF THOSE NAMES, AND THEN, UH, NATHAN ACTUALLY SAYING THAT TYPE OF GRAPHIC, UM, CHARACTER NEXT LIVELY.

SO JUST A LITTLE BIT ABOUT THE CITY NAMING PROGRAM AND WHAT THAT WOULD PROVIDE THAT IS AGAIN IN SECTION 16 OR CHAPTER 16, I'M SORRY OF THE CODE OF ORDINANCES.

WE DIDN'T PROVIDE IT IN THIS PACKET CAUSE WE HAVE PROVIDED IT PREVIOUSLY IN THE MAIN PACKET.

UM, SO FOR THE TWO NEW COMMISSIONERS, WE CAN FORWARD THAT INFORMATION TO YOU, JUST SO YOU KNOW, UM, WHERE AS THESE REGULATIONS ARE COMING FROM, UM, BEFORE THE CITY NAMES, UH, PROGRAM, WHAT THIS COURT MINTS WITH ME IS THAT A STREET NAME CAN BE, UH, DENIED BY THE SUBMISSION.

UM, ESSENTIALLY IF IT MEETS THESE QUALIFIER HERE, AND THIS IS IN SUMMARY, THERE ARE SOME ADDITIONAL ONES THAT ARE INCLUDED IN CHAPTER 16, BUT IN SUMMARY, IF THE MAIN ADVOCATE OF POLITICAL PARTY OR RELIGION, UM, IT PROMOTES AN ILLEGAL ACTIVITY, UM, GLORIFIES VIOLENCE, THOSE KINDS OF THINGS.

THE COMMISSION CAN DISAPPROVE, UH, UH, PROPOSED STRAIGHTENING FOR NEXT SLIDE, PLEASE, ONE PROPER NAME.

THIS IS THE LANGUAGE THAT WE'RE USING TO TARGET THE OFFENSIVE, UM, THE OFFENSIVE ISSUES, UM, NAMES THAT MIGHT BE HISTORICALLY OFFENSIVE.

UM, UH, MOST OF THE NAMES THAT WE'VE DISCUSSED, PARTICULARLY IN THE BIG SPURT, A SUBDIVISION AND SOME OF THE OTHER COMMUNITIES, UM, IN THE CITY, UM, ARE NAMES THAT ARE DEALING WITH PEOPLE, PLACES, OR EVENTS, UM, AND IT'S NAMED AFTER A SPECIFIC PERSON OR SPECIFIC PLACE.

SO THIS IS, UM, THE LANGUAGE THAT WE'RE PROPOSING TO TRY TO ALLEVIATE SOME OF THAT.

AND THEN ALSO JUST TO BRING IT INTO THE PUBLIC CONVERSATION.

CAN YOU CAN PROVIDE, UH, THE QUALIFIERS THAT THE NAME CAN'T BE A PROPER NAME, UM, IF IT HAS NOT HAD, IF THEY HAVE NOT HAD A SIGNIFICANT POSITIVE IMPACT ON THE CITY, THEY HAVEN'T MADE A SIGNIFICANT CULTURAL, UM, OR, YOU KNOW, JUST A SIGNIFICANT CONTRIBUTION TO THE COMMUNITY, UM, OR TO OVERALL HUMANITY.

UM, THIS REGULATION WOULD BE FOR PUBLIC REVIEW.

AND WHAT WOULD HAPPEN IS, IS CURRENTLY DEVELOPERS JUST SUBMIT THE LIST OF STREET NAMES, WHICH YOU ALL DON'T TYPICALLY SEE WHAT YOU SEE ARE THE STREET NAMES ACTUALLY PRINTED ON, UM, THE PLAT.

SO WHAT WE'LL HAVE TO DEVELOP IS ANOTHER CHECKLIST, UM, OR SOME KIND OF FORM WHERE THE DEVELOPER IS ESSENTIALLY, UM, PROVIDING FOR YOU SOME BACKGROUND AS TO, UH, THEIR THINKING IN TERMS OF THE PROPOSED NAMES.

UM, SO THAT'LL BE SOMETHING NEW THAT YOU'LL SEE.

UM, IF THESE REGULATIONS ARE ADOPTED, UM, WE'LL DEVELOP, UM, THAT KIND OF CHECKLIST AND, UM, INCLUDED IN THE PACKAGE SO THAT THE COMMISSION HAS SOME BACKGROUND KNOWLEDGE TO BE ABLE TO MAKE A DETERMINATION ON THE PROPOSED STREET DAY.

UM, AND SO PROVIDING THAT OVERUSED NAME, BIRTH, ESSENTIALLY RETIRED, UM, THAT WE NO LONGER SEE THEM ADDED OR INCLUDED, UM, IN STATEMENTS MOVING FORWARD, THE LANGUAGE YOU HAVE BEFORE YOU HAD THAT AT 50, UM, IF THE WORD APPEARS IN 50 OR MORE, A STRAIGHTENING THAT WAS TAKEN FROM, I BELIEVE THE CITY OF HOUSTON, UH, REGULATION ON STREET NAMES, WE, UM, OUR RECOMMENDATION AFTER LOOKING AT THE STREET NAMES WITHIN THIS AREA IS WE MAY NEED TO REDUCE THAT AND REDUCE IT DOWN TO 20.

UM, AND SO I GAVE YOU AN EXAMPLE OF ABOUT THREE WORDS THAT ARE COMMONLY USED IN STREET GANGS, UH, IN A VERY CITY, THE ETJ, UM, OR THIS GENERAL COMMUNITY.

UM, AND AS YOU PROBABLY COULD HAVE GUESSED WITHOUT LOOKING AT THIS SLIDE, UH, THE NUMBER ONE WORD THAT IS USED THROUGHOUT OUR COMMUNITY IS QUAIL.

UM, IT APPEARS AT LEAST 44 TIMES IN DIFFERENT VARIATIONS AND STRAIGHTENING.

UH, BRENE IS ANOTHER ONE THAT APPEARS QUITE FREQUENTLY, UM, IN STRAIGHTENING AND, UH, PLANTATION HAS BEEN ONE OF THE WORDS THAT WE'VE DISCUSSED IN TERMS OF, UM, SENSITIVITY, UM, AND, UH, FOR CERTAIN ETHNIC GROUPS.

UM, AND SO PLANTATIONS HAVE ACTUALLY BEEN USED IN ABOUT 21, UH, STREET NAMES THROUGHOUT THE AREA.

SO AGAIN, THE RECOMMENDATION ON THAT IS IF WE USE, UM, THAT KIND OF AS A THRESHOLD IS TO SET THE LIMIT AT NO MORE THAN 20, UM, USES OF THAT PARTICULAR WORD IN ANY, YOU KNOW, COMBINATION OF THE STREET NAME AND NEXT SLIDE, PLEASE.

SO, AND THEN PRIVATE STREETS, UM, PRIVATE STREETS HAVE ALSO BEEN A DISCUSSION AT COUNCIL RECENTLY.

UM, AGAIN, WE HAVE STANDARDS, UM, FOR THE CONSTRUCTION OF PRIVATE STREETS, UM, AND THE MAINTENANCE OF PRIVATE STREETS.

UM, HOWEVER THIS WOULD, UM, ALLEVIATE ANY CONFUSION AS TO WHAT MIGHT BE CONSIDERED, UM, A PUBLIC OR A PRIVATE STREET.

AND SO THE EXAMPLE IN THE PICTURE THAT MAY BE HARD TO SEE ON THE SLIDE, UM, BUT IT'S, UH, UH, COOPER CREEK TUCKER CREEK LANE.

UM, BUT IT'S A PRIVATE STREET, BUT IF YOU WERE TO DRIVE IT, OR IF, YOU KNOW, YOU HAVE DRIVEN IT TODAY, YOU WOULDN'T NECESSARILY RECOGNIZE IT AS BEING A PRIVATE STREET BECAUSE THE STREET SIGN, UM, AND, YOU KNOW, JUST ACCESSING IT ARE EXACTLY THE SAME WAY THAT YOU MIGHT ACCESS A PUBLIC STREETS.

SO THIS WOULD HELP DISTINGUISH, UM, BETWEEN, UH, SITUATIONS LIKE THAT MOVING FORWARD, UM, AND PUT, UM, THEY WOULD BE REQUIRED WITHIN THEIR, UM, ALLOCATION AS A DESIGNATED AS, OR TO INDICATE THAT IT'S PRIVATE, UM, ON THAT STREET SIGN.
